OHCHR played a central role in driving this change.\n\nHuman rights analysis embedded in decisionmaking: OHCHR provided continuous, communitygrounded monitoring and analysis on risks such as trafficking, abductions, genderbased violence, child protection concerns, and recruitment by armed groups. These insights directly informed Protection Sector discussions and broader humanitarian planning.\n\nStrengthened collective protection risk analysis: The Office developed and rolled out a Protection Risk Assessment Framework and risk register, enabling partners to identify core risks, underlying causes, and affected groups. A major protection risk assessment in December 2025 shaped shared understanding and set operational priorities for the 2026 response.\n\nImproved early warning systems: Monitoring of criminal and armed group activity - particularly recruitment, extortion, trafficking, and crossborder movements - enhanced early warning. OHCHRs regular participation in border and security forums ensured emerging threats were reflected in humanitarian planning, despite limited access to affected communities in Rakhine State.\n\nExpanded community engagement: OHCHR built a network of 48 Rohingya and Rakhine community members, civil society actors, volunteers, Majhis, human rights defenders, bloggers, and minority representatives. This network provided realtime protection updates and strengthened early warning. Engagement with the newly formed United Council of Rohingya (UCR) further expanded communitybased monitoring and human rights awareness.\n\nAdvocacy for atrisk groups: OHCHR raised concerns about more than 150 Rakhine families in Bangladesh at heightened risk of refoulement and advocated for their protection within the UN system and with international partners.\n\nEvidencebased advocacy through research: The September release of Rohingya perspectives on pathways to safe, dignified and peaceful futurebased on interviews with 125 Rohingyagained national visibility and informed UN and humanitarian partners on community views regarding safety, registration, and return.\n\nStrengthened strategic partnerships: Collaboration with UNDP, UNFPA, and UN Women through Gender and Security Alerts produced joint assessments that helped partners understand evolving risks linked to insecurity and funding reductions.\n\nUnique human rights value added: OHCHR anchored humanitarian action in international human rights law (ICCPR, ICESCR), engaging with authorities, humanitarian partners, civil society, and even armed actors to promote accountability and respect for human rightsan engagement no other actor is undertaking.\n\nDespite notable progress, several constraints limited the full integration of human rights into the humanitarian response:\n\nIncreasingly restrictive operating environment: Access to affected communities in Rakhine State and along migration routes remained severely limited, constraining direct monitoring and verification of protection risks.\n\nFunding reductions and rising vulnerabilities: Cuts to humanitarian funding weakened essential services, heightened exposure to trafficking, exploitation, and genderbased violence, and increased pressure on already fragile community structures.\n\nUneven integration of human rights across sectors: While human rights analysis informed protection work, uptake across other humanitarian sectors remained inconsistent, slowing efforts to embed rightsbased approaches in collective planning.\n\nEscalating insecurity and armed group activity: Recruitmentincluding forced recruitmentextortion, trafficking, and crossborder movements intensified protection risks for Rohingya and Rakhine communities, both in Myanmar and within refugee camps in Bangladesh.\n\nHeightened risks of refoulement: More than 150 Rakhine families without legal status in Bangladesh faced increased danger of forced return, requiring sustained advocacy to ensure their protection.\n\nStrained community dynamics: Camp governance structures, including those influenced by armed groups, complicated efforts to promote accountability and uphold human rights norms\n\nAs for the national context, progress was achieved toward strengthening Bangladeshs engagement with international human rights mechanisms and advancing national efforts to address accountability and impunity. In 2025, OHCHR played a central role in building the capacities of key national actors - including the National Human Rights Commission (NHRC), civil society, and the Interim Government - to better fulfil Bangladeshs international human rights obligations, despite an evolving political context.\n\nProactive engagement with civil society actors and human rights defenders increased the ability to safely document, verify, and report human rights violations in line with international standards. OHCHR delivered districtlevel trainings, technical support to monitoring networks, survivor consultations, and university based sessions, improving the quality and credibility of information shared with UN mechanisms. OHCHR disseminated the UN FactFinding Mission report to eight universities, reaching 1,300 students and activists, and provided guidance on safe documentation practices.\n\nOHCHR provided detailed technical inputs to the draft NHRC Ordinance and sustained advocacy with the Interim Government and international partners to ensure alignment with the Paris Principles. This process is currently (July 2026) at a halt as the elected government\u002F parliament repelled the ordinance to present a revised version to the Parliament in Q3 2026. Based on draft presented to civil society and diplomatic missions, there are concerns about significant changes that reduce the mandate of the NHRC (eg its investigatory mandate) as well as put in question its independence from political influence (eg in the nomination of Commissioners). This will be a key follow-up matter for OHCHR during the all of 2026.\n\nOHCHR coordinated two visits by the Special Rapporteur on the situation of human rights in Myanmar, as well as missions by the Special Rapporteur on extrajudicial, summary or arbitrary executions and the Working Group on Enforced or Involuntary Disappearances. These visits enabled direct interaction with authorities, Rohingya refugees, and humanitarian partners, and helped renew international attention to accountability issues.\n\nOHCHRs sustained engagement supported Bangladeshs ratification of the Optional Protocol to the Convention against Torture (OPCAT) in 2025.  This built on earlier advocacy that contributed to Bangladeshs ratification of the International Convention for the Protection of All Persons from Enforced Disappearance (ICPPED) in 2024. This milestone opened space for structural reforms in torture prevention and accountability. OHCHR facilitated remote engagement by the Subcommittee on Prevention of Torture (SPT) and provided technical guidance to prepare for the establishment of a National Preventive Mechanism (NPM). The Office also supported the participation of three government officials in a regional workshop on National Mechanisms for Implementation, Reporting and Followup (NMIRFs), strengthening national capacity for structured engagement with UN mechanisms. While authorities engaged constructively, reforms related to OPCAT implementation and NPM establishment remained at an early
