The outcome is that these factories are now capable of reducing energy consumption and greenhouse gas emissions while achieving cost savings, thereby improving operational competitiveness and sustainability performance .\n\nThe InSPIRE project has also achieved important results in knowledge management and sector engagement. Through launch events, workshops, and targeted stakeholder consultations, over 80 participants from factories, brands, ESCOs, and financial institutions have been informed and motivated to adopt energy-efficient practices. As a result, market actors are now more aware of renewable energy and energy efficiency solutions and are increasingly prioritizing these investments in their operational and strategic decision-making. This represents a meaningful shift in industry behavior, indicating that the project is influencing broader adoption patterns beyond the immediate grantee factories .\n\nCapacity development and inclusion have also emerged as significant outcomes. Factories have established project sub-teams with at least 30% representation from women or disadvantaged groups, ensuring inclusive participation in decision-making related to sustainability initiatives. Smaller and Tier-3 factories, previously constrained by limited technical or financial capacity, have demonstrated improved readiness to access green finance, comply with ESG standards, and implement sustainable interventions. This change reflects the programs success in building technical, managerial, and financial capacities among previously underserved actors .\n\nStrategic portfolio design has contributed to systemic change by encouraging integrated and consortium-based interventions. The projects approach of combining smaller and lower-risk technologies with advanced solutions has optimized the investment-to-impact ratio and promoted collaboration among multiple factories within the same corporate group. This has led to improved efficiency, reduced transaction costs, and stronger potential for replication, demonstrating a shift in how factories plan and implement sustainability interventions across the sector .\n\nUnexpected outcomes observed include the identification of strong latent demand for green financing among factories, which exceeded initial expectations. The withdrawal of one Batch 1 applicant due to macroeconomic and political challenges highlighted resilience gaps in certain factories, prompting the design of Window 2 to support smaller and subcontracting factories. These insights have led to adaptive project strategies, ensuring that interventions are better tailored to market realities and that the most vulnerable factories are not excluded from the green transition .\n\nFinally, emerging behavioral changes among actors indicate meaningful impact. Factories and financial institutions are increasingly engaging with blended finance approaches and integrating energy efficiency and renewable energy considerations into operational and investment decisions. The target group is now capable of planning and implementing EE\u002FRE interventions with a higher level of confidence and technical understanding than at the start of the intervention. These changes, both at the factory level and in broader industry practice, illustrate that InSPIRE is contributing to systemic improvements in sustainability and resource efficiency within the Bangladeshi RMG sector .\n\nThe Embassy assesses the results of the InSPIRE project for 2025 as being of good quality, demonstrating meaningful outcomes and systemic changes in the RMG
