Law No. 225\u002F2023.\nThe project advanced preparations for improving local digital services by supporting governance arrangements around the e-APL platform and developing data performance tools to strengthen evidence-based decision-making by LPAs.\nProgress on clarifying the division of functions between different levels of government was limited, as the SC prioritised voluntary amalgamation and reform implementation over functional mapping during the reporting period.\n\nIn relation to Outcome 2: Selected clusters of LPAs improve joint provision of public services in line with strategic priorities defined together with citizens\nIt was completed the first round of cluster selection, identifying two amalgamating LPA clusters for support packages and establishing a pipeline for an additional selection round in 2026.\nIt were conducted extensive consultations and field assessments with potential clusters, enabling LPAs to define investment priorities through participatory processes and identify concrete service delivery and infrastructure needs. It was also developed a portfolio of potential investments, technical documentation and feasibility support aimed at improving service delivery and facilitating larger infrastructure investments in amalgamating communities.\nIt were established partnerships and dialogue with Swedish municipalities to support future knowledge exchange on citizen service delivery and local digital solutions.\n\nReferring to Outcome 3: LPA engagement in the EU accession process strengthened and local access to EU funds facilitated\nIn the reporting period it was successfully launched the EU Local Ambassadors Network, creating a platform that brings together mayors, technical staff, CALM and national stakeholders to strengthen local participation in the EU accession process.\nIt were organised 15 nationwide information sessions reaching more than 480 local officials from 35 districts, increasing awareness of EU accession, available funding opportunities and the role of LPAs in implementing EU-related reforms.\nIt was also supported dialogue on mechanisms to improve local access to EU financing, including promoting the Montenegro Revolving Fund model and engaging national
