In 2024, the SFB provided life-saving assistance to over 104,000 people by supporting 11 emergency responses in 23 districts of Bangladesh. As an example, seasonal flooding in Dhaka prompted a crucial response where over 15,000 people in the most affected areas received clean water and hygiene kits to prevent tainted water supplies causing waterborne disease outbreaks in crowded neighbourhoods.\n\nSida has provided funding to the SFB throughout 2025. During the annual meeting on 14 August 2025, Start Network shared that they had triggered 7 alerts throughout 2025 and implemented 14 projects where 7 of these projects were implemented with Sida's funding. The total funds distributed were £451,001 (£224,003 with Sida's contribution). The projects reached communities within 5.3 days and reached 65,363 people. The projects responded to three floodings, one heatwave, one riverbank erosion, one fire and one dengue outbreak. \n\nChallenges remain in reaching communities in remote areas such as island locations and in the Chittagong Hill Tracts, as well as in areas with political unrest.\n\nAs of August 2025, 89% of the total funds distributed for 2025 were directly distributed to local and national non-governmental organisations (LNNGOs). 100% of Sida's contribution has gone to LNNGO member organisations to support communities affected by crisis. LNNGOs participation in project selection and allocation decision-making has increased since last year as 79% of the member organisations that participated in project selection decision making were LNNGOs and 80% of the member organisations that participated in allocation decision making were LNNGOs.\n\nStart Network has made efforts to strengthen the role of local actors in Bangladesh's humanitarian architecture through the following examples. SFB served as Co-Chair of the HCTT Localisation Technical Working Group (LTWG), representing local and national organisations. This led to the representation of local and national NGOs in humanitarian coordination by establishing a dedicated platform for LNNGOs to engage in national-level dialogue and decision-making. Start Network ensured equitable Indirect Cost Recovery (ICR) sharing between INGOs and LNNGOs within Start Bangladesh which enabled a global policy shift on equitable partnership across Start Network members worldwide. Start Network also supported capacity development and organisational planning for 22 local organisations across multiple districts in Khulna and Coxs Bazar. The development and implementation of organisational development plans, led to the improvement of internal policies and regulatory compliance for more accountable and structured operations.\n\nSida visited SFB's operations during 2025 and concluded that local participation is seen as an asset throughout the whole cycle of the SFB programme. In fact, decision-making from local partners was an actuality and a good showcase of what locally-led humanitarian action should look like. Alert types that SFB responds to are those that are overlooked by larger responses which shows that the SFB covers a gap in the humanitarian response in Bangladesh. The structure of SFB is lean and this is a comparative advantage as well as the speed for decision-making and implementation. Sida has found that the partnership with Start Network and particularly, support to SFB, provides significant learning opportunities for Sida which Sida will continue to
