Strengthen local partners to foster an enabling environment for civil society and increase civil society resilience at national level; 2. Promote international standards and civil society engagement in multilateral processes to expand the conducive environment for civil society; and 3. Promote research and peer learning on an enabling environment for civil society. ICNL will contribute to the design of local projects together with civil society partners based on their needs and context. In addition to financial support to partners, ICNL provides expert support in the form of legal expertise, methodological support and capacity-building support.  \nThe programme includes working with about 35 local organsations representing a variety of areas of interest such as digital rights and freedom of expression, women's organisations and organisations documenting human rights violations, as well as environmental and climate issues. Of these partners, 12-15 will be considered for forwarding funds from ICNL. The partner group includes, for example, Transparency International, actors who conduct research on human rights, associations of lawyers who defend human rights violations, and local civil society organizations that have marginalized or discriminated groups.
