The new application for 2023-2026 entails a significant (61%) increase in funding compared to the previous strategy period (2019-2023), amounting to a total of 117 800 000SEK. \nReAct is an international network which was created in 2005. It was one of the first organisations to articulate the complex nature of antibiotic resistance and its drivers, while calling for a holistic view of the problem and solutions that engage all segments of society.\nThe core focus of ReAct's work is on developing sustainable solutions to tackle Antimicrobial Resistance (AMR) in low and middle income countries (LMICs). AMR threatens the effective prevention and treatment of an ever-increasing range of infections caused by bacteria, parasites, viruses and fungi. WHO has declared that AMR is one of the top 10 global public health threats facing humanity (WHO, 2021, AMR Fact Sheet). ReAct aims to tackle AMR by influencing the policies and practices of international and non-governmental organisations, social movements, governments, the pharmaceutical industry and scientific, medical and local communities that grapple with the drivers and consequences of AMR. ReAct generates change through evidence-based advocacy, particularly by translating scientific evidence into policy, by sharing information generated through partnerships, pilots and programs.\nReAct's Strategic Plan 2023 -2026 has three  objectives;\n1) GOVERNANCE & FUNDING of the work on antibiotic resistance. ReAct lyfter hur deras samarbeten utanför hälsosektorn, genom deras arbete med fokus på civilsamhället, kopplingar till trosbaserade organisationer, lantbrukare och konstnärer, liksom till tematiska områden som WASH, miljö och OneHealth har bidragit till detta skifte att konkretisera AMR i vardagsfrågor kopplade till sociala verkligheter och närmiljö, istället för att definieras som en strikt teknisk fråga. ReAct bedömer att detta skapar förutsättningar för långsiktiga resultat. \n\nRapporten redogör vidare för utförda aktiviteter och vad detta lett till både på kort och längre sikt. Bland annat noteras hur engagemang för unga stärkts genom aktiviteter närmare kopplade till politiska processer samt hur beaktandet av traditionella könsroller och jämställdhet spelar in i verksamhet som bedrivs av civilsamhället, mycket tack vare ReActs arbete. \n\nSammantaget var enligt ReAct några av de viktigaste lärdomarna under 2025 vikten av långsiktigt och uthålligt arbete för att uppnå policyförändringar, behovet av starkare regionala samordningsstrukturer samt betydelsen av lokalt ägarskap för relevans och hållbarhet. Finansiell osäkerhet och minskad global hälsobiståndsfinansiering identifierades som växande utmaningar för genomförandet och den långsiktiga planeringen.\n\nI slutet av år 2024 lät ReAct på uppdrag av Sida genomföra en extern utvärdering av ReActs verksamhet. Utvärderingen syftade främst till att bedöma verksamhetens relevans, effektivitet, resurseffektivitet, påverkan och hållbarhet, samt i vilken utsträckning verksamheten bidrar till långsiktiga och bestående resultat. \n\nEn central del av utvärderingen har ambitionen att besvara frågan \" i vilken utsträckning har verksamheten haft effekt?\" Utvärderingen var dock en halvtidsutvärdering och tittade därför på tidiga tecken på \"impact\" som genereras ur ReAct's verksamhet åren 2023-2024. Nedan ett par exempel på \"tidiga exempel på impact\": \n\nThe evaluation identifies five main areas where ReAct has made meaningful progress:\n\n1. Contributions to Global and Regional AMR Policy Processes\n\nReAct played a significant role in shaping the policy framing ahead of the 2024 UN High-Level Meeting on Antimicrobial Resistance (AMR), ensuring that themes like equitable access, prevention, and community perspectives were included in the final declaration. The organization provided expert input to WHO-led policy processes on gender, equity, people-centered approaches, and National Action Plan (NAP) implementation, which were incorporated into policy documents. ReActs positions influenced debates on incentives, stewardship, and access in the EU pharmaceutical legislation process, and supported Africa CDCs development of a continental AMR framework.\n\n2. Strengthening National AMR Governance Structures\n\nReActs support helped establish and consolidate national AMR coordination mechanisms in countries such as Zambia, Kenya, and Malawi. These committees now have clearer mandates, regular technical working groups, and, in some cases, dedicated staff, and are embedded in government systems. Revisions and development of NAPs in several African countries and sub-national planning models in India and Kenya have improved countries ability to coordinate and implement AMR responses.\n\n3. Improvements in Antimicrobial Stewardship Practices\n\nReAct contributed to early improvements in antimicrobial stewardship in health facilities, particularly in Zambia and Kenya. Stewardship teams were established or strengthened, leading to more structured prescribing practices and greater adherence to treatment guidelines. There was a reported shift toward increased use of first-line antibiotics and more restrictive use of broad-spectrum classes, indicating emerging improvements in clinical practice.\n\n4. Increased Capacity and Engagement of Stakeholder Groups\n\nCapacity-building activities across Africa, Asia-Pacific, and Latin America led to stronger awareness and technical competence among government officials, civil society organizations, youth groups, and educators. Trained actors, such as youth groups in Kenya and educators in Latin America, continued to engage in AMR activities independently, suggesting the formation of new actors able to support AMR efforts over time.\n\n5. Strengthened Organisational Capacity\n\nReAct expanded its staffing, improved coordination through the Global Leadership Group, and increased its visibility and recognition among governments, multilateral agencies, and civil society.
