The Unit functions as the secretariat for both the Programme Technical Committee and the Programme Steering Committee, ensuring coherence, sustainability, and efficient implementation in collaboration with technical partners. Lessons from previous phases have informed a more targeted approach, selecting Champion Member States and Regional Economic Communities based on political commitment and stakeholder engagement, while allowing flexibility to support others as resources permit. This strategy enhances ownership and adaptability, addressing challenges identified in earlier evaluations such as fragmented implementation and limited national buy-in. JLMP-Propel aligns closely with Sweden’s migration strategy in three key areas. First, it supports return and reintegration by facilitating labour market access, mutual recognition of skills, and inclusive social protection systems in countries of origin. Second, it strengthens migration management by promoting legal migration pathways, supporting Free Movement Protocols, and collaborating with regional and international actors to combat trafficking and smuggling. Third, it enhances the inclusion of refugees and internally displaced persons (IDPs) by aligning national policies with international labour standards and extending social protection to displaced populations.
