The problem formulation is based on how children's rights are exposed to overlapping and increasing challenges linked to climate change, conflict and the restricted rights of women and girls. Over one billion children worldwide lack access to basic rights such as education, health and food.\n\nAround 90 partner organizations in nine country programs (Cambodia, Nepal, Ivory Coast, Ethiopia, Tanzania, Zambia, Kosovo, Ukraine and Peru) will receive support to contribute to the program's goals. The program is based on results and learning from the CSO effort for the years 2022-2025. Examples of lessons learned concern the connection between CSOs' capacity and conditions to operate, and strengthened children's rights; the importance of a CSO prioritizing and driving its own capacity development; and working intersectionally with children's rights, gender equality and climate and environment.\n\nThe theory of change assumes that a strong civil society is one of the most crucial actors in demanding that children's rights are fulfilled, that states are held accountable and that children and their societies are strengthened. The overall goal has been formulated in English and is therefore reproduced verbatim below:\n\nCivil society actors, including children, claim civic space and have the capacity to hold duty-bearers accountable for the equitable fulfilment of children’s rights\n\nThe application is in line with the priorities of the CSO strategy and relevant to both of the strategy’s support areas: 1) strengthened capacity of civil society in developing countries, and 2) conditions for civil society actors in developing countries to operate. Målet ska nås genom två underliggande resultat\u002Fmetoder, även de återgivna på engelska: \n\n1. Monitor and Report: Civil society actors, including children, have increased capacity and opportunities to monitor, report and follow-up on duty-bearers commitments to child rights.\n\nUnder det här resultatområdet ingår till exempel bevakning och rapportering till processer som barnkonventionen, Universal Periodic Review, Voluntary National Reviews och liknande regionala processer. Lokala forskningsinitiativ ingår också under detta område. Varje land kommer identifiera sina egna strategier och resultat utifrån sin specifika kontext men några exempel är redan identifierade inom programmet.\n\n- Uppföljningen av policyer, lagar och budgetering för barn och deras rättigheter i en konfliktkontext kommer följas upp på nationell och regional nivå i Ukraina. \n\n- I Tanzania planeras upprättandet av en Barnrättsakademi där utbildning och resurser ska finnas tillgängliga för barn och partnerorganisationer med syftet att ge de metoder och ett samlat förhållningsätt för att följa upp Tanzanias barnrättsåtaganden. \n\n- Informella barnrättsaktörer och grupper ska få stöd att samla in evidens och rapportera prioriterade områden och hålla beslutsfattare ansvariga i Kambodja. \n\n- I Kosovo kommer marginaliserade barn få stöd att utkräva ansvar vad gäller utbildning, klimatfrågor och jämställdhet med hjälp av digitala plattformar, samhällsrevisioner och lokala scorecards. \n\n2. I forumet kommer flickor, barn från marginaliserade grupper (Daliter, LGBTIQ, barn med funktionsnedsättningar) ges utrymme att utkräva deras rättigheter i policyer och offentliga budgetar. \n\n- I Elfenbenskusten kommer stöd gå till civilsamhällets deltagande i reformkommittéer med syfte att skapa harmoniserade lagar kring barnaga, genusbaserat våld och integrering av miljö- och klimatfrågor i barnrättslagar. \n\n- Att barn och barnrätt prioriteras i den nationella utvecklingsagendan, vad gäller övergrepp mot barn, jämställdhet och barns ökade resiliens i klimatkatastrofer kommer bli centralt i programmet i Zambia.
