Capacity building and institutionalization of practices has contributed to sustainability and ownership, positioning ZamStats well for increased institutional independence.\n\nBelow there are examples of results and risks under each component:\n\nComponent 1: Management\nComponent objective\u002Foutcome: ZamStats has a leadership team that motivates and supports the staff to successfully adopt change in order to achieve the organisation's goals. Within ZamStats, management practices became more structured. Planning and monitoring are now aligned with the Generic Statistical Business Process Model (GSBPM) and followed up every week during senior management meetings. The results framework was further fine-tuned.\nThe STAC course that was planned to be used to set baseline data in a few areas was pushed forward to Q1 2026, instead on Q4 as planned.\n\nZamStats struggled to prepare workplan, budget and agreement, so while the project started 1st August 2025 and an agreement with Statistics Sweden was signed, but the agreement with Ministry of Finance for channeling funds to ZamStats was not signed until midDecember.\nThe first tranche of funds was disbursed December 23rd. No funds were utilised during 2025. The financial report and audit will cover 13 month, 1st December 2025 31st\nDecember 2026.  The biggest challenge within the leadership component that\nwill be followed up through continued dialogue is how ZamStats, with the support of Statistics\nSweden will be able to handle the change management needed for a succesful operationalisation of the organsiational transition of the agency to fulfil its new mandate and increased independance. This will be followed through regular dialogue.\nThere is also a need for a stronger internal coordination to handle the support from Sweden, that could be a leverage to further improve change management and team work instead of silos. This will be followed up by close dialogue and with an in-depth meeting in August 2026 to clarify expectations and agreement conditions.\n\nComponent 2: Coordination\nComponent objective\u002Foutcome: A strengthened National Statistical System (NSS) that fosters stronger interagency collaborations to improve data integration, sharing, and dissemination across key government entities. Overall, ZamStats has continued strengthening its role as the coordinating authority for the National Statistical System (NSS) in Zambia. NSS actors increasingly cooperate instead of working separately. ZamStats monitored compliance with agreed producation and dissemination standards and a total of 24 institutions were monitired Q4 2025. A key result was the launch and operationalization of the National Data Science Training Hub in September 2025, which strengthened ZamStats coordinating role and shifted capacity development from ad hoc training to a permanent, nationally managed platform. The National Technical Working Groups continued to have regular meeting and the NTWG for Environment Statistic) started using the Hub shortly after it opened, showing a behavioral change toward shared spaces for coordination and learning rather than parallel, institution specific\narrangements. There is a need to further enhance coordination with developing partners and to\nset up a clear structure and define roles within ZamStats to be more strategic with external support. The adopted strategic plan will serve as an important tool to enhance ZamStats leadership.\n\nComponent 3: Statistical Methodology\nComponent objective\u002Foutcome: Enhanced methodological capacity No basic trainings took place during the reporting period. Internal work, especially to fine-tune the Cassava study methodology took leaps forward, with support from Statistics Sweden and the Swedish Board of Agriculture.\n\nComponent 4: Economic Statistics\nComponent objective\u002Foutcome: Enhanced capacity for ZamStats to produce timely and relevant economic statistics. The work on rebasing the GDP estimations continued. There is improved\ncapacity, with enhanced skills and confidence to work with the National Accounts Database (NADABAS) and stronger ownership from ZamStats together with COMESA to build capacity for the technical solution for NADABAS.\n\nComponent 5: Agriculture, Environment and Social Statistics\nComponent objective\u002Foutcome 1: Agricultural and Environment statistics contributes to evidenced based decision making on food security in the country.\nComponent objective\u002Foutcome 2: Household Budget Survey is produced to inform the users on critical socioeconomic, agricultural and environment indicators.\n\nProgress on preparatory work on Agriculture and environmental statistics have been made. In agriculture, a clear plan for a Cassava Survey was developed, alongside steps to increase use of administrative data. In environment statistics, ZamStats and the Ministry of Local Government and Rural Development jointly prepared and tested HBS (Household Budget Survey) questionnaire modules and agreed on next steps for an Environment Statistics Compendium,\nstrengthening coordination and shared ownership. Regarding the Household Budget Survey (HBS), ZamStats has not been so progressive and is somewhat delayed.
