The proposed intervention is intended to lead to clear results at country level through the provision of capacity building. The capacity building aims to enhance the capacity of Bangladesh Bank to use digital tools and empower Bangladesh Bank to carry out the necessary institutional and policy\u002Fregulatory reforms to be able to use guarantees (including Swedish balance-sheet credit guarantees) to make financial services more inclusive, sustainable, and resilient. \n\nA Guarantee Working Group (GWG) will be established to enhance coordination and effectiveness in guarantee programming across stakeholders in Bangladesh. Chaired by Bangladesh Banks Credit Guarantee Department (CGD) and supported by UNCDF, the GWG will include relevant donors, development partners, and key public and private sector actors. UNCDF will assist in designing the groups governance structure, terms of reference, and operational procedures, while also bringing in global insights and lessons from similar initiatives. For development partners, the GWG offers a valuable platform to align their efforts with national priorities, contribute to policy development, and engage in structured dialogue with other stakeholders. It also facilitates knowledge sharing, transparency, and the opportunity to leverage collective resources for greater impact. By participating in the GWG, development partners can ensure their programs are more coherent, informed, and strategically positioned within the broader financial inclusion and credit guarantee landscape in Bangladesh.\n\nThe project includes the aspiration that Bangladesh Bank, with the support of UNCDF and The Embassy, will be able to conclude an agreement on a balance sheet guarantee with Sida, and begin to implement and monitor it with private financial institutions. \n\nBoth Bangladesh Bank (and its Credit Guarantee Department (CGD) in particular), shall, at the end of the intervention, have acquired the capacity to undertake the necessary institutional and policy\u002Fregulatory reforms, if not already undertaken during the projects implementation period, and have the capacity and willingness to handle credit guarantees. PFIs and other market actors shall also have acquired the capacity and willingness to utilize credit guarantees.\n\nThe project envisages that capital for development purposes in Bangladesh in the future will be mobilized through guarantees, i.a. through a Swedish balance-sheet credit guarantee to private financial institutions to foster economic, social and environmentally sustainable investments. The project will thus, directly or indirectly, contribute to the goals of the Strategy for Swedens development cooperation with Bangladesh 20212025 of:\n\n- better prospects for a gender-equal society,\n\n- limited climate impact and enhanced resilience to climate change and natural disasters,\n\n- improved conditions for reduced environmental impact and sustainable use of natural resources, and\n\n- greater opportunities for productive employment with decent working conditions.\n\nIt is also in line with UNCDFs Leaving No One behind in the Digital Era in Bangladesh Project. As Bangladesh transitions out of Least-Developed Country (LDC) status it will become increasingly important for the country to mobilize other financial resources than official development assistance and make these resources available for development purposes. The proposed project will contribute to making financial services more inclusive, sustainable, and resilient and thereby contributes to several SDGs, including SDG 1 (No Poverty), SDG 5 (Gender
