IFES support to BEC directly addressed the institutional deficits that observers and assessments had identified as root causes of credibility failures: weak strategic communications and stakeholder engagement, inadequate training systems, poor coordination across agencies, and the absence of reliable public information channels. The improvements identified by international and national observers of the election 2026, corresponds directly to the institutional capabilities that IFES contribution worked to strengthen.\n\nIFES partnership with the ETI (the Electoral Training Institute, under BEC) worked to change the ways-of-working of the institution. During this time the ETI shifted from passive instruction to facilitation-based learning designed to develop practical judgement and decision-making under real-life conditions. The BECs decision to co-finance and independently deliver a nationwide cascade of strategic communications trainings across ten regional offices is a clear measure of institutional ownership of a process and approach initiated by IFES.\n\nDuring the first six months of the program, IFES supported the BEC to develop a dedicated Media Unit within BECs Public Relations department. It is notable that this contribution enabled the BEC to directly engage more that 3,5 million users on its newly-established social media platforms, and also enabled more than 2 million uses of its Mapbox online feature that allowed voters to identify their polling stations. In terms of institutional behavioural change, it has been indicated by BEC leadership that the use of social media and online platforms has been significantly internalized within the Public Relations department, likely fostering sustainable use in future elections.\n\nIFES supported a CSO-led voter education outreach initiative that reached more that 57,000 Bangladeshis through direct, face-to-face interactions, whereby 66% percent were women. In addition to achieved results from these activities for increased voter education, particularly through focus on women, persons with disabilities, young first-time voters and other marginalized groups; one consequential long-term outcome of the contribution was the progress made in repairing the relationship between the BEC and civil society.
