WCLAC successfully leveraged its free helpline to provide direct, remote social and legal counseling, an immediate intervention that eliminates the need for women to risk physical travel through a dangerous context. To avoid protracted judicial delays and court closures, WCLAC's legal teams shifted their focus toward preparing out-of-court legal settlements and agreements that prioritize the immediate safety and best interests of the female beneficiaries. For cases remaining within the formal system, WCLAC mitigated the financial strain on vulnerable women by directly covering associated legal, expert, and arbitration fees. Through direct social and legal counselling, WCLAC defines the needs and priorities with women themselves to identify and design relevant interventions to support women's access to and claim of their social and legal rights. Through emergency protection at the emergency shelter, WCLAC provides immediate protection to women whose lives are under threat, while working closely with service providers to provide comprehensive interventions to support women's safe return to their communities. WCLAC maintained the provision of social and legal services for individual women victims of GBV as well as protection to those whose lives are under threat. During the reporting period, 1288 women victims of GBV were supported to access protection and their social and legal rights in the West Bank and East Jerusalem 446 were provided with long-term social and legal counseling, in addition to providing 822 new one-time consultations were provided.\n\nThroughout the year, a total of 1288 women victims of GBV in the West Bank and East Jerusalem were supported in accessing their rights; of which 822 received one-time consultations and 466 women received long-term services. WCLACs lawyers successfully obtained 459 favorable legal verdicts and facilitated out-of-court settlements for 90 other cases. Concurrently, social workers provided long-term, individual counselling to 185 women, equipping them with knowledge of their rights and available services. 100% of women staying at the Emergency Shelter in Jericho reported satisfaction with the services provided. Additionally, 100% of these women noted that confidentiality and privacy were maintained, confirmed that they felt safe at the shelter, and felt that their stay helped them address their problems. Meanwhile, 83% clarified that they were fully informed about the decision to be placed in the emergency shelter and had voluntarily consented to being admitted as well as the shelters established procedures. This transparent process contributes to higher levels of satisfaction and acceptance among women beneficiaries upon their admission to the facility.\n\nStrategic Objective Two: Duty bearers adhere to international conventions and IHL to eliminate discrimination against women in Palestine.\n\nDuring the reporting period, WCLAC's strategic interventions targeted both national and international duty-bearers to enforce legal accountability, push for rights-based legal frameworks, and expose ongoing violations of International Humanitarian Law (IHL) and International Human Rights Law (IHRL). \n\nWCLAC achieved significant traction in steering national duty-bearers toward compliance with international treaties, most notably the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW). A major success was realized when WCLAC swiftly mobilized civil society networks and feminist coalitions to counter a unilaterally drafted Personal Status Law. By leveraging an evidence-based legal paper identifying priority reform areas including guardianship, marriage age, and economic joint assets WCLAC successfully pressured the Ministry of Women's Affairs to halt the legislative process and formally extend the consultation period. Furthermore, WCLAC sustained local momentum for the Family Protection Bill by capacity building local service providers and municipal councils to expand the public and political justification for its immediate enactment.\n\nWCLAC successfully elevated the visibility of gendered International Humanitarian Law and Interanational Humanr Rights Law violations onto the global stage, ensuring that international duty-bearers received rigorous, field-verified data. By systematically documenting first-hand testimonies from women across the West Bank, East Jerusalem, and the Gaza Strip, WCLAC provided critical primary evidence to expose the gendered impacts of violence. This extensive documentation was strategically analyzed and synthesized into formal submissions, urgent appeals, and shadow reports directed to UN Special Rapporteurs and international human rights bodies. These efforts directly contributed to embedding gender-sensitive and responsive recommendations within UN-generated reports, reinforcing international legal accountability and demanding protection mechanisms for Palestinian civilians under occupation.\n\nStrategic Objective Three: Increased social responsibility of the Palestinian community towards womens rights\n\nThrough the implementation of the community mobilization program, WCLAC successfully advanced the social responsibility of the Palestinian community toward women's rights and the elimination of gender-based discrimination. During the reporting period, this objective was realized through targeted awareness-raising initiatives, the mainstreaming of women's rights, and comprehensive capacity building for rights advocates, which collectively shifted community concepts and fostered deeper engagement.\n\nIn 2025, WCLAC significantly advanced its mission to build the capacity of diverse community stakeholders to protect and empower women. A cornerstone of this effort was the strategic implementation of fellowship and training programs, which cultivated a new generation of advocates. A parallel and equally vital pillar was the deepening of partnerships with Community-Based Organizations (CBOs), transforming them from recipients of services into active partners in community-level protection and awareness. \n\nSpecialized capacity-building was a primary focus. Following the training for new graduates in Hebron and Ramallah mentioned in the semi-annual report, WCLAC successfully completed a comprehensive training program for 37 newly graduated social workers across these governorates. This program, designed to bridge the gap between academic knowledge and field practice, resulted in a self-reported 90% increase in knowledge on critical topics, including gender-based violence (GBV), professional intervention mechanisms, the national referral system, and the legal framework of the\nPersonal Status Law. The impact of this training was evident in the post-assessment results, which showed a significant improvement in understanding concepts like the referral system (from 71% to 94%) and the importance of seeking help for violence (from 46.7% to 86.7%). To foster ongoing professional collaboration and peer support, a Social Hub was formed in each governorate, creating a sustainable network for these emerging professionals. The initiative also successfully engaged and strengthened youth and community organizations, embedding gender-responsive approaches into their work.\n\nThrough the community mobilization program, WCLAC aims to increase the social responsibility of the Palestinian community towards women's rights and the elimination of discrimination against them. WCLAC has been mobilizing Palestinian communities to champion women's rights and eliminate discrimination through a comprehensive, multi-level strategy. The program aims to increase social responsibility by raising public awareness, building the capacity of local advocates, and strengthening community engagement on feminist and human rights issues.\n\nThrough these initiatives, trained volunteers and hub members successfully translated their enhanced capacities into meaningful community engagement, reaching diverse groups of women and fostering critical dialogue on women's rights, legal frameworks, and the importance of harmonizing national laws with international standards.
