Its unique contribution lies in leveraging trade as a driver of decent job creation, combining ILOs expertise in decent work with ITCs experience in trade and SME competitiveness.\n\nDairy Sector Objective\n\nBy the end of the program, the dairy sector is expected to:\n\n- Boost farm-level productivity, sales, and incomes through improved animal health, genetics, feed, and access to finance.\n\n- Strengthen milk collection centres (MCCs) by enhancing technical and organizational capacities and adopting quality-based payment systems, thereby increasing sales, incomes, and job creation.\n\n- Improve regulation, sector coordination, and export promotion to diversify markets and increase trade of competitive dairy products (e.g., UHT milk, yoghurt, powdered milk).\n\nThe intended change is that micro and smallholder dairy producers, MCCs, processors, and exporters will increase productivity and competitiveness, leading to higher incomes and more decent jobs.\n\nTourism Sector Objective\n\nBy the end of the program, the tourism sector is expected to:\n\n- Enhance international and regional market access for MSMEs by improving digital visibility, buyer linkages, and coordinated destination promotion.\n\n- Strengthen the tourism skills system so that it better meets market needs, formalises employment, and increases decent job creation.\n\n- Improve governance and regulation to support MSME formalisation and growth, creating an enabling environment for inclusive trade and job opportunities\n\nThe intended change is that tourism MSMEs  particularly those employing women and youth  will gain better access to high-value markets, improve service quality, and expand decent employment opportunities.\n\nWhile these objectives provide direction for both the inception phase and Phase 2, the activities undertaken in each phase will differ.\n\nKey priorities and expected achievements of the inception phase\n\nThe proposed support covers Trade for Jobs Uganda  the programmes initial inception phase (Phase 1), to be implemented over a period of 18 months.
