Legal, policy, and institutional frameworks for refugee protection strengthened and operationalized.\n\nOutput 1.2 - Civil registration, identification, and data systems enhanced to ensure legal identity and access to national services.\n\nAt a high level, Outcome 1 and its activities will help create a more enabling and inclusive protection environment, where  strengthened legal and institutional frameworks together with enhanced civil registration and identification systems provide refugees with secure legal identity, equitable access to national services and a foundation for durable solutions and long term integration into Kenyan society.\n\nOutcome 2: Expanded Access to Durable Solutions and Strengthened Community Resilience\n\nOutput 2.1: Durable solutions and complementary pathways advanced through coordinated, protection-sensitive programming.\n\nOutput 2.2 : Inclusive and localized community-based responses strengthened to enhance self-reliance and social cohesion.\n\nAt a high level, Outcome 2 and its activities will enhance greater access to durable solutions and stronger community resilience, as refugees and host communities will benefit from coordinated, protection sensitive pathways such as voluntary repatriation and labour mobility (within Kenya) while inclusive, localized community based responses enhance self reliance, reduce dependency on humanitarian aid and foster social cohesion between refugees and host communities. \n\nOutcome 3: Expanded economic opportunities for refugees and host communities through targeted value chains.\n\nOutput 3.1: Supported transition of Recognition of Prior Learning (RPL) certified forcibly displaced persons (FDPs) into sustainable employment pathways. \n\nOutput 3.2: Enhanced innovation and growth of refugee-led social enterprises\n\nAt a high level, Outcome 3 and its activities will enable refugees and host communities to achieve sustainable economic inclusion by transitioning skilled refugees into formal employment and fostering innovation through refugee-led social enterprises. Recognition of Prior Learning (RPL) ensures that refugees' existing skills are validated and transitioned into formal, sustainable employment pathways, reducing dependency and unlocking human capital. Refugee-led social enterprises drive innovation, create jobs, and strengthen community based solutions, positioning refugees not only as beneficiaries but as active economic actors.\n\nOutcome 4: Kenyas education systems in refugee-hosting counties demonstrably absorb refugee learners and youth at scale\n\nOutput 4.1: Comprehensive, evidence based assessments of absorption capacity of public schools in the vicinity of refugee-hosting counties completed and used to inform policy and planning on integrated education service delivery.\n\nOutput 4.2: Increased equitable access to quality education for at least 400 additional refugee learners through targeted scholarships and support packages.\n\nAt a high level, Outcome 4 and its activities will lead to greater educational inclusion and human capital development, as Kenyas education systems in refugee hosting counties become better equipped to absorb refugee learners at scale, while targeted scholarships and support packages ensure equitable access to quality education for vulnerable refugee youth. This will contribute to long term resilience, social cohesion and empower refugees to participate meaningfully in national and county development.\n\nThe systems-level results expected by end of intervention are: \n\n1. Improved civil registration and identification systems enabling more inclusive access to essential services and better data driven decision making. \n\n2. Strengthened institutional and border management systems to effectively manage refugees more effectively by improving coordination and access to durable solutions.\n\n3. Expansion and enhancement of durable solutions and complementary pathways that will reduce long-term refugee dependency, promote socio-economic inclusion and strengthening national integration. \n\n4. Inclusive localized responses for displaced populations that will improve refugee integration, strengthen host community resilience and enhancing service delivery in displacement-affected areas.\n\n5. Improved coordination among actors such as the national government, county governments, and municipalities both for refugee inclusion and implementation of the SHIRIKA Plan\n\n6. Reduction in apathy, xenophobia, and potential resistance.
