(i) improving public financial management and procurement systems of the Palestinian Authority; (ii) supporting Palestinian institutions in technological improvements and digital modernization to better deliver and engage with the Palestinian people; (iii) improving fiscal sustainability efforts; and (iv) providing budget support. \n\n(II) Human Capital and Service delivery. (i) supporting energy, water, urban development, climate, digital infrastructure and digital skills development with a lens to address gender gaps in digital access, usage and literacy; (ii) supporting good governance and rationalization of health expenditures; and (iii) supporting key areas for human capital improvement, including service delivery in education and health, especially for early childhood development and improved employability. \n\n(III) Financial and Private Sector Development and Job Generation.(i) enhancing entrepreneurship and innovation, investment climate, trade, industry interventions, SME access to finance, and industry-driven human capital improvement (especially for youth and women); (ii) supporting private sector capital mobilization through deployment of a range of financing instruments aimed at de-risking investors and creating jobs; and (ii) supporting COVID-19 related relief, recovery and growth of the Palestinian private sector.\n\n(IV) Social protection to the Poor and at-risk Population. (i) Strengthening social protection (i.e., adaptive social safety nets that include institutionalization of the case management system) and resiliency to shock; (ii) Supporting economic empowerment and job generation, including deployment of cash transfer and cash for work activities that combines communications and behavioral tools to reduce family stress and prevent domestic violence; and (iii) supporting resiliency to as well as relief and recovery from crisis. \n\n(V) Gaza Recovery and Reconstruction. Activities will align with results from technical assistance, including the Rapid Damage and Needs Assessment and the Conflict Recovery Framework. These activities will involve immediate to long-term recovery initiatives and include, but are not limited to: (i) Supporting recovery and reconstruction needs in Gaza, particularly the rehabilitation of essential services, (ii) Promoting economic, social, and environmental sustainability, (iii) Fostering private sector job creation and strengthening the financial sector, and (iv) Prioritizing investment in the education and health sectors.
