IOM will ensure inclusion of important health workers contacts in the orientation package and ToT training for the virtual counselling lab proposed under the AAP 2025.The pilot will include developing online platforms, training government health workers on telehealth and data protection, and linking migrants with referral facilities and health workers via multiple channels. During the pilot phase, IOM recommends using readily available online platforms (WhatsApp, Telegram, voice calls) and support development of an online application that is government owned but similar to an electronic personal Health record platform (ePHR). To safeguard data, only designated staff will be provided with access credentials and updated regularly. A selection of which platform to build upon\u002Fdevelopment will be determined in the projects inception phase upon through further engagement with the government.\n\nIOM will ensure the ICT equipment procured for the government accommodates the software requirements for the online application and that the government health workers are well trained on the use through the planned ToTs to ensure sustainability. IOM will ensure safeguarding of personal information through capacity building of health workers on data protection principles including use of password protected medical records, ICT equipment, use of lockable cabinets for paper records.  In line with IOM Data Protection Policy, the project will ensure that any data sharing with partners or stakeholders will only take place with the informed consent of clients. Consent will be sought in a transparent manner, clearly explaining the purpose, scope, and potential use of the data, while guaranteeing confidentiality and data protection in accordance with national and international standards. Building on this design, IOM proposes to expand and operationalize the pilot under the Sida funding, enhancing the referral mechanisms, strengthening capacity of health facilities with equipment and medicines, and institutionalizing a sustainable medical and psychosocial support system aligned with the Ethiopia NRM. Led by the government with support from IOM, efforts will be made to update the service mapping and support strengthening the referral centres capacity through capacity building trainings for government and local nongovernmental staff to ensure sustainability on IOM exit.\n\nUnder AAP 2025, IOM proposed to support the government and partners to deliver an integrated package of essential services for migrants in vulnerable situations and host communities along routes of transit and return. This includes access to primary health care (outpatient consultations, health promotion, vaccination, nutrition screening, and referrals for specialized treatment), mental health and psychosocial support (psychosocial first aid, individual and group counselling, recreational activities, GBV risk mitigation and response, and referrals to specialized care), and protection and quality lifesaving services at government health facilities near MRCs and POEs. The programme also strengthens the capacity of government health facilities and MRC staff through training, provision of essential medicines and equipment, and integration of inclusive service delivery approaches. To ensure full delivery of these planned interventions, IOM proposes additional support to the government with the complementary funding from SIDA to fill critical gaps in AAP 2025 enabling broader service coverage, continuity, and sustainability of integrated, gender-sensitive, and disability-inclusive health, psychosocial, and protection services for the increased migrant caseload across points of entry and transit in Ethiopia.\n\nIn addition, under the current proposal, IOM proposes to provide Assisted Voluntary Return assistance to vulnerable Ethiopian migrants who are stranded in countries of transit or destination. Tens of thousands of Ethiopian migrants remain stranded in situations of extreme vulnerability in transit and destination countries along the Eastern, Southern and Northern Routes, unable to move forward or to return home. Caseloads will be identified together along with IOM missions and Ethiopian diplomatic missions in countries where migrants are stranded as well as Ethiopias Ministry of Foreign Affairs. IOM missions will provide pre-departure assistance and flight tickets. Post-arrival assistance will include onward transportation support to final destination within Ethiopia, medical support, MHPSS, family tracing and reunification, and referrals to medical or protection service provides. All migrants will be received at Bole International Airport in Addis Ababa and accommodated and supported at the IOM Migrant Transit Centre during the provision of the aforementioned assistance, and referrals to medical or protection service provides. All migrants will be received at Bole International Airport in Addis Ababa and accommodated & supported at the IOM Migrant Transit Centre during the provision of the aforementioned assistance.\n\nOutcome 2: National and local systems are strengthened to coordinate and gradually take ownership of returnee reintegration assistance based on evidence.\n\nOutput 2.1: Strengthened government coordination and service delivery for return and reintegration.\n\n- Activity 2.1.1: Support establishment of a coordination platform under the NPC, bringing together federal and regional government, NGOs, UN agencies, and donors, facilitated by a seconded IOM consultant.\n- Activity 2.1.2: Convene biannual senior-level meetings to coordinate reintegration activities, identify complementarities, and promote national reintegration and protection initiatives, supported by training and learning events.\nActivity 2.1.3: Support quarterly technical-level coordination meetings with line ministry focal points to ensure engagement and buy-in on reintegration and protection efforts.\n\nOutput 2.2: The GoE and other key stakeholders have access to relevant and localized research and evidence to inform their reintegration programming.\n\n- Activity 2.2.1: Conduct baseline area assessments at woreda level in Tigray and Oromia to identify return migrant hosting locations.\n- Activity 2.2.2: Carry out a baseline scoping exercise with Ethiopian return migrants to identify key themes related to return and reintegration decision-making.\n- Activity 2.2.3: Construct bi-annual migrant profiles using data collected through MRCs.\n- Activity 2.2.4: Procure IT equipment and roll out the MRC Information System (MRCIS) to register migrants, generate reports, analyze trends, and support handover to government ownership.\n- Activity 2.2.5: Train government and MRC management committee members on MRCIS usage, data analysis, reporting, and production of migrant profiles.\n- Activity 2.2.6: Hire and train incentive workers for data collection.\n\nTo fill critical gaps in AAP 2025 and ensure broader coverage and scope, IOM proposes to reinforce national and regional coordination and service delivery mechanisms for return and reintegration. This intervention will support the NPC and its Victim Protection and Support Working Group and Job Creation Working Group (the former responsible for psychosocial reintegration support and the latter for economic reintegration) to establish and convene regular coordination platforms that bring together government, non-government, and UN actors engaged in reintegration supportincluding training, livelihood assistance, and job placement for returnees. At the same time, it will enhance the capacity of the NPC, RPCs, and non-governmental service providers in target regions to deliver higher-quality support to vulnerable migrants and victims of trafficking (VoTs) through the National Referral Mechanism (NRM). By strengthening both coordination and service delivery, this intervention will contribute to a more coherent, inclusive, and sustainable reintegration system.\n\nIOM will conduct baseline area assessments at woreda level with key informants in Tigray and Oromia regions to allow for the identification of return migrant hosting locations. The elaboration of basic profiles of migration hotspots will support informed project design and expand the evidence base on return and reintegration. The exercise will complement the multisectoral Village Assessment Survey (VAS) on return migrants proposed under the AAP 2025 by identifying locations currently hosting migrants to improve the efficacy and coverage of the VAS subsequently implemented under the AAP 2025. The assessments will be coordinated with both the Regional Disaster Risk Management Commission and Bureau of Labor and Social Affairs where relevant in the regions. Despite the influx of returns in the last 2 years, there is a lack of baseline information on migrant return which impacts the capacity of both the government and partners to provide prioritized, context specific support.\n\nIOM also proposes to conduct a baseline, scoping exercise with Ethiopian return migrants utilizing existing beneficiary contact lists to identify key thematic areas of interest related to decision making surrounding return and reintegration. The exercise will complement the longitudinal survey with return migrants (RLS) proposed under the AAP 2025 project and ensure the RLS is both targeted and contextualized.\n\nIn addition, and in line with the support to MRCs under the AAP 2025, as well as understanding the potential to utilize the MRCs as tool for sustainable, localized, reintegration support, IOM proposes to draw on the data collected within and through the MRCs to construct quarterly migrant profiles. The profiles will both provide additional information on those traveling the different routes to, through and from Ethiopia, but will also allow for a review of data collection mechanisms, forms, and database management to support the smooth and efficient operation of the MRCs. As part of a wider approach, IOM will also be rolling out the Migration Response Center Information System (MRCIS), an institutional tool that will support more efficient data collection, analysis, and reporting. A stronger link is needed to support migrants returning and supported through the MRCs and then supporting reintegration options. This migrant profiling will support further evidence-based programming and thus further tailor the reintegration needs of returnees, creating linkages between immediate assistance and longer-term reintegration assistance. \n\nOutcome 3: Vulnerable returnees and host communities access inclusive economic opportunities that promote long-term, sustainable reintegration.\n\nOutput 3.1: Vulnerable Ethiopian returnees sustainably reintegrated through a rights-based and gender-responsive approach\n\n- Activity 3.1.1: Provide tailored reintegration support to vulnerable returnees, including medical care, housing, education, and cash or in-kind assistance. Support migrant-led businesses to employ migrant returnees and potential migrants in the community.\n\nIOM proposes to complement AAP 2025 and EU flexible mechanism interventions by providing tailored individual and community-based reintegration support to vulnerable returnees in high-risk migration areas. Support will include livelihoods, psychosocial and medical assistance, and linkages with MRCs and local service providers, targeting deportees, spontaneous returnees, and affected community members.  By combining individual and community-based approaches, the project expands coverage, reach, and scope, addresses unmet needs, and contributes to sustainable reintegration while reducing the risk of re-migration. This multi-stakeholder approach ensures broader impact and aligns with the governments NRM and long-term migration management priorities.\n\nUnder the EU Flexible Mechanism, IOM proposed to pilot a job placement and economic reintegration mechanism in collaboration with MoLS and One-Stop-Service Center (OSSC)\u002FTechnical and Vocational Training (TVT) in Dire Dawa, targeting youth and returning migrants. Building on this proof of concept, IOM plans to expand and operationalize the mechanism under SIDA funding, broadening reach to Tigray region job placement ecosystem and, strengthening linkages between OSSCs and employers and supporting sustainable employment and reintegration opportunities for returnees.   Activities under this Output will be planned and coordinated with Ministry of Labor and Skills (MoLS) and its decentralized institutions in Tigray as well as with the Entrepreneurship Development Insitute (EDI). EDI is MoLS implementing technical partners with antenna in Tigray and has the ability to scale up activities and provide complementary support to BoTJE.\n\nIOM will provide sub-grants to local NGOs to provide socioeconomic reintegration support, with a focus on Community-Based Reintegration (CBR) projects. Partners will be selected based on proven capacity to deliver impactful projects and manage large projects in complex operational contexts as well as a familiarity with and presence in beneficiary communities. Drawing on IOMs global Community-Based Planning (CBP) methodology, projects will be designed and implemented hand-in-hand with beneficiary communities and relevant government stakeholders from the federal to the local level. IOM will provide capacity-development support to local NGOs to strengthen their project management capacity (including financial management, monitoring, and reporting) and their capacity to fundraise independently.  The intervention will also strengthen the NRM through capacity-building, training, and coordination support for government, UN, and NGO actors, ensuring effective referrals and quality service delivery.\n\nSimilar to the sub-grantees for reintegration, IOM proposes to support key local CSO\u002FNGOs that are working on provision of direct assistance to returnees, particularly vulnerable groups like unaccompanied migrant children (UMC). While the AAP 2025 focuses on building support of the government to lay down the foundation for the move from IOM-managed to government-led MRC operations, a key part to the sustainability plan is also the engagement of CSO\u002FNGOs operating in MRC areas. IOM has strong referral pathways with them and to further support and build their capacities, under the flexible mechanism we propose to provide grants to NGOs as implementing partners. This will allow for direct assistance outside of MRCs and be part of the agreement to further build capacities of local organizations in fundraising, project development, monitoring and reporting, alongside building capacities on international protection standards. \n\nIOMs Enterprise Development Fund (EDF) is an innovative programme that supports livelihoods at the community level through private sector revitalization and economic development by targeting small and medium-sized enterprises (SMEs) with cascaded small grants through achieved milestones. Starting from a labour market assessment phase, the EDF process can be designed to fit each context and meet different objectives although it solely focuses on socio-economic revitalization and job creation in areas under risk of migration due to lack of access to livelihoods.  \n\nThe overall objective of access to finance using innovative financing is to contribute to local economic recovery and community resilience through increased access to sustainable and decent work. The underlying goal is to create sustainable jobs and improve the employability of beneficiaries, and IOM is able to achieve this with the methodologies described herein. IOM will undertake two complementary streams of work; first, IOM will support small and medium enterprises (SMEs) through the Enterprise Development Fund (EDF) methodology by providing capital support to businesses which can positively contribute to job creation; and second, IOM will support individual employability through providing access to job placements. Furthermore, a key cross-cutting element of IOMs EDF approach relate to community engagement and participation. Acknowledging the importance of the community in recovery and development processes, IOM will ensure individuals and groups are able to participate in the planning and implementation process. This will promote the participation of women, youth and other vulnerable or marginalized individuals. Women who would otherwise have limited ability to participate in the economy will be specifically targeted for the projects interventions. Under EDF, IOM will conduct information and awareness raising campaigns during the call for application phase, targeting women owned businesses and actively encouraging these businesses to submit applications. IOM has a fair selection process that ensures the participation of women, for instance working with women managed cooperatives, or prioritizing SMEs, which commit to hiring women.\n\nUnder this project, IOM proposes to target selected migrant sending communities to provide support to SMEs to provide livelihoods and job creation opportunities to the community as a way to address one of the root causes of migration and for socio-economic recovery of the migrant sending communities for sustainable solutions to irregular migration.  \n\nOutcome 4: Youth in communities of high irregular migration in Ethiopia are empowered to promote safe and regular migration pathways\n\nOutput 4.1: Youth and their communities have increased knowledge of the risks of irregular migration and available legal pathways\n\n- Activity 4.1.1: Production of TV, Music, and Radio spots and airing services in local languages in two regions and at national level\n- Activity 4.1.2 Conduct youth led campaigns and engage in social media campaigns using various platforms and channels\n\nOutput 4.2: Key government experts, community members, students and other relevant stakeholders have increased capacity to facilitate youth behavioural change interventions\n\n- Activity 4.2.1. Conduct community mobilization and sensitization campaigns at federal and regional levels\n- Activity 4.2.2: Empower and strengthen school mini-medias, community conversation and peer education groups in the targeted regions.\n\nRecognizing the need for innovative approaches, the project will prioritize youth engagement in migration awareness campaigns. The project aims to shift away from fear-based messages and instead promotes positive, empowering content that highlights safe migration routes and local employment opportunities. Youth will be reached through various platforms, including peer-to-peer networks, social media, and local community mobilization networks. In Ethiopia, IOM has over a decade of experience implementing the Community Conversation Program (CCP) and concurrently running campaigns to support the awareness of irregular migration. An impact evaluation titled \"Community Conversations - the Impact of Awareness Raising on Migration Attitudes in Ethiopia\" revealed several key findings including that the CCP platform provided information seeking behavioural change. Furthermore, the vast majority (87%) of community members trusted the information communicated by Community Conversation Facilitators (CCF). The program facilitated the creation of Community Action Plans (CAP), with 86% of kebeles discussing and agreeing on priorities, and 75% formally writing and actioning on their plans.\n\nIOM builds on over a decade of experience of grassroots community mobilization activities under a community conversation program that has reached more than 3,000 kebeles with the support of government partners and CSOs. The platform contributed to increased participation of community members in finding durable solutions to the drivers of irregular migration through developing community action plans and encouraging shared responsibility to tackle the challenges. Impact evaluation conducted on IOMs Community Conversation Program (CCP) indicated that community forums have measurable effects on potential migrants perceptions, which is a necessary step towards
