Sweden became a state member of IDLO in 2017. IDLO submitted a programme proposal to Sida titled \"Community Justice Programme (CJP) Phase II. The overall impact goal of the CJP II is to enhance the accessibility, quality and sustainability of justice services delivered for justice seekers in Uganda. This impact goal will be realized through the following outcomes: Outcome 1: Grassroots communities empowered to claim and uphold their rights.  Outcome 2: Justice services are responsive, accessible and accountable to the needs and priorities of justice seekers. Outcome 3: Improved responsiveness of justice services for women and children. Outcome 4: Improved effectiveness of justice accountability and feedback mechanisms.\nThe programme will continue interventions that were successful and delivered tangible outcomes under phase I, including provision of legal aid services to vulnerable people, provision of community awareness on rights and responsibilities, support to performance review processes for case disposal and backlog reduction and strengthening alternative dispute resolution mechanisms. \nIt will scale on geographical and institutional coverage for interventions including legal aid service provision, special criminal sessions for children in conflict with the law and support to e-justice systems for institutions. \nThe programme will address justice concerns that have increasingly become relevant and challenging in Uganda's justice landscape such as juvenile justice, comprehensive legal aid services for refugees, and prevention of trafficking in persons. \nWhile CJP II will be implemented countrywide, targeted support to institutions across the entire justice chain — from policing and prosecution to the judiciary and correctional services will be provided in two focus districts in Eastern and Western Uganda to strengthen institutional capacity, coordination, and accountability in delivery of justice services. These districts will serve as learning hubs, allowing the programme to refine co-ordinated models of support that can be gradually scaled to other regions. \n IDLO will work with state institutions within the Governance and Security Program through a direct implementation model. It will subgrant to ten (10) non-state organisation. IDLO will sign partnership agreements with non-state implementing partners (IPs) and they will reflect all relevant conditions and requirements mentioned in the agreement between IDLO and Sida.
