CODESRIAs globala budget är fördelad på fem mål; (1) Forskningsprogrammet 20%, (2) Publikationer och spridning 5%, (3) Akademisk frihet och förbättrad styrning och kapacitet av universitet 1.6%, (4) Forskningskapacitet 25%, (5) Organisationsutveckling och finansiering 35%. Sidas bedömning är att de planerade aktiviteterna för att genomföra och nå målen i den strategiska planen och öka kunskapsproduktionen inom de tre tematiska forskningsområdena är väl motiverade och genomförbara.   \n\nCODESRIA är ett panafrikanskt forskningsråd och nätverk inom samhällsvetenskap och humaniora. Huvudkontoret, det vill säga sekretariatet med ansvar för implementering av programmen är lokaliserat i Senegals huvudstad Dakar. CODESRIAs juridiska status är enskild organisation med värdlandsavtal med Senegal. Enligt värdlandsavtalet ges skattefrihet och straffimmunitet till CODESRIA som organisation och vissa av de anställda. Detta innebär att CODESRIA är skyddat från politiska och polisiära ingripanden vilket är ett skydd för CODESRIA men det innebär också en risk för Sida. Risken ligger i att vid eventuell upptäckt av korruption är enskilda personer skyddade från åtal och om krav på återbetalning av medel inte accepteras av CODESRIA kan Sida inte ta hjälp av polis och domstolsväsendet i Senegal. Sida bedömer dock att risken att en sådan tvist skulle uppstå är liten.\n \nSida har stött CODESRIA sedan 1977 med basstöd och riktat stöd och varit en av de viktigaste givarna tillsammans med Norad och Danida. Dessvärre tar Danidas avtal med CODESRIA slut 2016. Danida har pågrund av förändrade politiska prioriteringar dragit ned på stöd till forskningssamarbete och det finns ingen kännedom om planerat fortsatt stöd. Norads avtal om programstöd till CODESRIA tar slut i slutet av 2016. Även Norad har genomgått förändringar och väntat på en ny strategi från norska regeringen för forskningssamarbetet. Norad har inte kunnat ge någon vidare information om ungefärligt belopp eller typ av stöd vid en eventuell fortsättning. Sidas basstöd har därmed blivit ännu mer viktigt för CODESRIA för att kunna täcka löner, hyra och de viktigaste kärnaktiviterna. Sidas bedömning är att den osäkra finansiella situationen kring basstöd är den största risken på längre sikt för genomförandet av den strategiska planen och den grundforskning CODESRIA stödjer eftersom CODESRIA blir sårbar vid en eventuell minskning av Sidas stöd.   \n\nVid sekretariatet arbetar ca 30 personer från hela kontinenten och den nuvarande chefen vid sekretariatet är Executive Secretary, Ebrima Sall. Salls kontrakt går ut under våren 2017 och rekrytering av en ny chef pågår. CODESRIA styrs av två separata organ, generalförsamlingen, (the General Assembly) som möts vart tredje år vid en stor konferens och består av CODESRIAs institutionella och individuella medlemmar. Mellan generalförsamlingens möten styrs organisationen av ett arbetsutskott (Executive Committee) bestående av 10 valda medlemmar. Arbetsutskottet träffas minst två gånger per år. Sidas bedömning är att CODESRIA är en i huvudsak väletablerad och välfungerande organisation men det har sedan en tid tillbaka funnits friktion och samarbetsproblem mellan sekretariatet och den exekutiva kommittéen. En annan svaghet i organisationen är bristande resurser och intresse för det löpande arbetet med resultatuppföljning, styrning och planering (M&E). En konsekvens av det är förseningar i årlig rapportering och i leverans av annat material (till exempel inför beredningen av nytt avtal)  till Sida och andra givare. CODESRIA har på eget initiativ genomfört tre interna granskningar i syfte att reformera och effektivisera verksamheten och organisationen. \n\nSida kommer noggrant följa reformarbetet och på olika sätt stödja det i syfte att öka CODESRIAs effektivitet, relevans och hållbarhet. Sida kommer under avtalsperioden att genomföra två utvärderingar och en granskning av intern styrning och kontroll. Den första utvärderingen är en sedan tidigare planerad utvärdering av kärnaktiviteterna som blivit försenad. Denna tillsammans med granskningen av intern styrning och kontroll kommer utgöra underlag för en halvtidsöversyn då Sida tar ställning till CODESRIAs reformarbete. Ett krav för en sjätte utbetalning är att Sida godkänner CODESRIAs svar (management response) och uppdatering av handlingsplanen för reformprocessen. A total of 1 011 copies of books were distributed, primarily to\nuniversities and partner institutions, and 57 000 users were recorded on the\ncouncils digital platforms. In parallel, CODESRIA engaged in outreach and\nengagement with academic and policy communities through participation in and\ncoorganisation of conferences, lectures, and scholarly convenings in South\nAfrica, Kenya, Mozambique, Zimbabwe, Ghana, Turkey, and Algeria. The council\nalso contributed to broader processes, including participation in the Africa\nCharter for Transformative Research Collaborations initiative and the\nDecolonising Knowledge Production colloquium, demonstrating CODESRIA's\nrole as an active contributor to continental debates on research partnerships,\nepistemic justice, and the governance of knowledge production.\nIn relation to Specific Objective 3 (strengthening the capacity of African\nuniversities to train graduate students), CODESRIA supported 18 visiting fellows\nat universities in six countries. Through the College of Mentors programme, 45\ndoctoral candidates received structured mentoring support, contributing to 12\nPhD completions and 6 dissertation submissions during the year. Additional\ncapacitybuilding activities included the CODESRIA\u002FCASB Summer School,\nwhich trained 20 PhD and earlycareer scholars, and through methodology\nworkshops linked to senior research grants.\nProgress towards Specific Objective 4 (institutional effectiveness and\naccountability) included the commencement of a process of digitising\nadministrative records, the introduction of the DocuSign system for electronic\napprovals, updated policy frameworks.\nWith regard to Specific Objective 5 (strengthening gender integration), progress\nwas reflected in continued organisational reforms and improvements in financial\nsustainability. During 2024, CODESRIA strengthened its funding base through\nrenewed and expanded donor agreements, including additional core and\ntargeted support from Norad and the signing of a USD 10.9 millio threeyear\ngrant agreement with the Mastercard Foundation. These developments\nimproved the Councils overall financial position and reduced shortterm funding\nuncertainty. Meanwhile, CODESRIA began a processes of digitisation of\nadministrative records, introduced the DocuSign system for electronic\nsignatures, updated policies, and continued implementation of audit followup\nactions. Recruitment processes for key positions were initiated, although some\nvacancies remained unfilled by the end of the year, including the Executive\nSecretary position.\nFinally, activities under the renewed academic freedom programme included the\norganisation of a second regional colloquium on the topic, held in Maputo in April\n2024, from which a synthesis report was published. In addition, CODESRIA\nconvened a continental brainstorming meeting in December 2024 with 35 participants. A database covering 152 researchers and 64 institutions working on\nacademic freedom on the continent was set up. Moreover,  a first regional hub\nwas created at the University of Dar es Salaam.
