The intervention has the following specific objectives:- To launch and execute in-house PhD programs,- To strengthen the existing research capacity of the university,- To automate property, procurement and human resourses management and student records,- To support administrative and academic reforms,- To strengthen the university-industry linkage and technology transfer,- To improve library services and to enhance research facilities commensurate to the existing and envisaged PhD programs.The intervention is divided in two parts, a) research infrastructure, research management and research at AAU, and b) institutional co-operations between AAU and Swedish universities.The first part includes support to Information and Communication Technology ICT, library, quality assurance, university-industry linkage and technology transfer, gender office, supervisor training and gender support, support to the Sida Projects Coordination Office as well as support to the AAU Graduate Programs - visiting professors and examiners and Ethiopian PhD students visits abroad. Also included support to thematic research, to 5 competetive grants.The second part includes institutional co-operation in four areas; comparative international education, business management and economics, biotechnology and electrical engineering. Swedish universities involved are; Gothenburg university, Jönköping University and Gothenburg university, Swedish university of Agricultural Sciences as well as Chalmers and Royal Institute of Technology, respectively. The activity period of the programme was extended by Sida and AAU until 31 December 2025 in order to allow remaining PhD students to fully avail themselves of the support from Sida and Swedish universities. \n\n- Through a small grants programme managed by AAU, the programme has supported 139 PhD students to carry out research at universities, labs and field sites outside of Ethiopia, and to further strengthen their international scientific networks.\n\n-  PhD graduates supported by Sida have returned to their home universities where they engage in teaching and research. Some graduates are working in government offices such as the Ministry of Education and Ethiopian Electric Utility, and a smaller number are working in national and international NGOs (national and international). AAU estimates that the support from Sida not only enhances the academic landscape in Ethiopian institutions but also contributes to the broader development of the country by fostering a highly skilled workforce that can address pressing societal challenges (AAU Annual Technical Report 2024, p 5-6). \n\n- PhD thesese completed during 2024 include: \n\n      1) Study Into Grid Integration of Variable Renewable Energy in Ethiopian Power (Firehiwot Girma, Electrical Engineering)\n\n      2) Hydropower Generation and Operation Planning for Ethiopia (Kena Likassa, Electrical Engineering)\n\n      3) Improving oilseeds qualities and quantities in Ethiopian mustard (Brassica carinata) for either food or industrial applications (Misteru Tesfaye, Biotechnology)\n\n      4) The Role of Family Dynamics during a Transition to an Entrepreneurial Career: A Study of Youth Entrepreneurs in Ethiopia (Jebesa Teshome, Managent)\n\n      5) Firm-level Industry Policy Incentives and Capability Building in the Context of Developing Countries (Moges Tufa, Economics)\n\n      6) Idiosyncratic Shocks, Well-being and Labour Market Outcomes in Sub-Saharan Africa (Gidisa Lachisa, Economics)\n\n     7) Essays on Electrification, Cooking Technology Choice, and Child School Effectiveness: Evidence from Ethiopian and South Africa (Nuredin Juhar, Economics)\n\n- Research outcomes by a PhD graduate, Dr. Berhanu Zelalem, explained the reasons for repeated power outages in Ethiopia. The research explains that, while Ethiopia exports surplus hydropower to neighboring countries, it also suffers from power outages due to old power grids, use of incompatible spare parts, inadequate record keeping of maintenance and repairs, high heat that expands metals and loosens them, and windblown sand and salts that damages the electrical infrastructure causing short circuits. These findings were presented to the managers and technical staff of the Ethiopian Electric Authority who showed interest in the findings (source: Dox 24\u002F001130-258).\n\n-  The small number of female PhD students at AAU, and in the current programme, is a continued concern. Only 12 out of 103 doctoral candidates are women (this does not include PhD students that were recruited during the previous phase and continued in the current phase).  Sida's bilateral research cooperation has led to some marginal improvements in gender equality at AAU, but it has not led to any significant change in the rate of recruitment of women to PhD programs.\n\n- Sida support has supported the development of the AAU Inclusive Education Policy, a revised Gender Policy, and ICT governance policies (AAU Annual Technical Report 2024, p6).\n\n- The capacity of the AAU Institute of Biotechnology to manage intellectual property rights was strengthened through training carried out by the Swedish Intellectual Property Office (PRV).\n\n- The Ethiopian government's decision to move the Ethiopian Birr from a set exchange rate to a floating exchange rate resulted in rapid deflation of the value of the Birr in 2024, and caused further challenges and delays to the procurement of scientific equipment and services to the programme.\n\n- The model for auditing the Sida-AAU bilateral research cooperation programme is identified by AAU and the National Audit Office of Ethiopia as an example of best practice (see email correspondence, DOX 24\u002F001130-257). This is an example of how Sida's cooperation contributes to administrative and research management capacity at AAU.\n\n- Additional capacity building achievements include life skills training for undergraduate students by the Gender Office, essential computer training for 142 special needs graduate students to enhance their digital skills, and specialized Braille skills training for 30 students.
