Corruption is a major hindrance for development and increased transparency and demand for accountability is one way to prevent corruption. In the Global Corruption Perception Index 2014 Kenya was ranked 145 out of 177 countries surveyed. The Global Corruption Barometer (GCB) for 2013 show that 7 out of every 10 Kenyans are of the opinion that corruption is a problem in public service. A similar proportion believes that in order to get anything done in public sector you have to have personal contacts at a particular service delivery institution. Furthermore, one third of the population states that corruption has increased a lot during the last two years.\n\nThe overall objective of the proposed intervention is to contribute to strengthened democratic accountability and transparency in Kenya through citizen monitoring of government expenditure, in order to uncover suspected corruption and mismanagement of public funds. Fojo has proposed to do this through the development and implementation a set of secure tools and methodologies for carrying out citizen monitoring of Kenyan government budgeting and expenditure. Journalists, community leaders, civil society activists and local civil servants will be empowered to monitor government funds and report suspected mismanagement in public administration, in order to defend their human rights to education and health care.\n\nFojo and its partners will develop an ICT platform that will provide easily understood information about how much public funds have been allocated to each school and health centre in an area. Using a mobile phone with internet access, anyone will be able to check the amount of government money pledged to each school or health clinic as well as the amount actually spent. The same application can be used from any computer. So, if a person living in Kenya wants to check how much money the government is supposed to be spending on the school that his\u002Fher children is attending, they can download the app or go on the website and click on the actual school to see the sum officially budgeted for as well as get access to information about the school, such as how many teachers that should be working there or that there is how many books is budgeted for each pupil. The platform also gives the possibility to anonymously and securely report on suspected mismanagement. For people without internet access it will be possible to report using sms or calling a toll-free number. All whistle blowing reports will be published on the programme’s Facebook page. This provides the possibility for journalists, civil society activists, civil servants and citizens to discuss their personal findings, share information and experiences, reporting suspected corruption. The proposed programme will be implemented in Embakasi with is the Eastern part of Nairobi County. Med hjälp av en mobiltelefon med internetuppkoppling eller dator kommer vem som helst att kunna kontrollera mängden statliga medel som allokerats till varje skola och vårdcentral, samt det belopp som faktiskt spenderats.\n\nOm en person vill få upplysningar om hur mycket pengar kommunen har budgeterat för den skola där hennes\u002F hans barn går, kan de ladda ner appen eller gå till A4Ts hemsida och klicka på den aktuella skolan för att få veta detta. Vidare kommer de även kunna få information om till exempel hur många lärare som ska arbeta där eller hur många böcker har budgeterats för varje elev. Plattformen kommer också ge möjlighet att anonymt och säkert rapportera om misstänkt misskötsel och korruption. För de personer som inte har tillgång till internet är det möjligt att rapportera detta genom att använda sms eller ringa ett gratisnummer. Alla dessa whistleblowingrapporter kommer att publiceras på programmets Facebooksida. This  has resulted in a number of investigative articles and reports being published. Some of the stories have had direct impact. For example, a Member of Parliament was not reelected after articles exposed how he procured and then used a school bus for his political interests. Another story exposed that teachers demanded that parents buy school uniforms from certain stores that gave teachers kickbacks, which led the Education Cabinet Secretary to instruct\nthe secondary school headteachers that they had no mandate to dictate where parents should buy uniforms. A third example is a school that escaped land\ngrabbing when the issue was covered by media. Strong, trusting relationships with the media sector makes it possible for TI-Kenya to continue to engage journalists and media houses and expose unacceptable practices and misuse of public funds in all sectors in the Kenyan society.\n\nA4T has also strongly developed TIKenyas IT-skills, which strengthens the organisations possibility to efficiently work to stop corruption. The MediaTech\nHub will continue to be used as a platform for trainings, tools and information sharing. Furthermore, TI-Kenya has a close cooperation with anticorruption and\noversight institutions, and the Office of the Auditor General (OAG) in particular. This cooperation was further developed during 2021 and as of today the\nrelationship between TI-Kenya and the OAG remains strong. Such institutions can provide both tools and information that TI-Kenya can transfer to media\nactors.\n\nOutcome 2: The work with primary schools progressed fast during the first four years. The interactions lead to a strong relationship with school boards, parent teacher organisations (PTOs), head teachers and individual parents and teachers. The awareness about corruption issues increased and schools\nbecame aware of both A4T and parents being watchful. Some clear signs that the work affected the primary school intuitions are that head teachers asked for training in bookkeeping and that their financial records should be digitalised. Another important effect was that the number of school inspections increased. The activities slowed down when funding diminished and even more so when Covid19 struck, and the government induced Covid19 emergency restrictions. This made outreach as well as trainings virtually impossible and during 2021\u002F2022 few corruption alerts were submitted through the app.\n\nOutcome 3: It took a long time to make headway working with the health sector. The health centres did not appreciate being scrutinised and it was clear that the work of the Health Boards was less transparent than their counterparts in the education sector. However, during 2019 A4T was asked to train all new Health Board members, which was a major sign of trust and confidence. Again, as Covid19 struck, the implementation within Outcome 3 was diminished. In 2020 the A4T project received a request from the Government to work with the Health Boards in Nairobi County, to build capacity for enhancement of transparency and to fight corruption in the health sector. As a result of the interaction, information and knowledge sharing with different stakeholders in the sector, a replica of the A4T app has been developed for usage by Nairobi Metropolitan Services (NMS) once the formal processes for its implementation, with the assistance by TI-Kenya, are concluded.
