The project period is from July 2014 to December 2017. \n\nKRA will procure the DWBI using the Kenyan Public Procurement and Disposal Act with support from and overseeing of externa procurement experts. The Swedish financial contributions will be channeled to the \"Public Financial Managmenet Reform\" (PFMR) secretariat at the National Treasury. The PFMR secretariat will be responsible for financial management including payments. \n\nGiven the large procurement component and the large financial volumes the project is assessed as high risk. All available risk mitigating measures are hence proposed: 1) Yearly procurement audits as part of the financial audit; 2) External procurement experts; 3) Each disbursement conditional on approved procurement by the external experts; 4) \"Rolling audits\" of the PFMR secretariat. \n\nThe project is directly linked to the institutional collaboration between the Swedish Tax Agency (STA) and Kenya Revenue Authority (KRA). data-driven tax administration, with the overall objective of increasing tax revenue, broadening the tax base and strengthening compliance through improved taxpayer data and analysis, increased efficiency in tax administration, improved identification and treatment of risks, and increased customer focus.\n\nThe most important result of the contribution is that KRA has established and operationalised an enterprise data warehouse and business intelligence platform. The platform provides a common repository and single version of truth for selected tax administration data. This has improved KRAs ability to access, combine and analyse data across systems and departments, and has reduced reliance on fragmented departmental systems and manual extraction of information.\n\nThe project has contributed to changed working practices within KRA by enabling more automated and self-service reporting. According to the final report, reports and dashboards have reduced the time required to source data by around 60%, allowing staff to spend more time on analysis and decision support. Automation of common reports and dashboards has also reduced repetitive tasks related to data collection, dissemination and reporting.\n\nThe contribution has strengthened KRAs ability to use data for risk-based tax administration. The system supports risk profiling and case selection, giving compliance and audit staff a more holistic view of taxpayers. KRA reports that this has improved the productivity of compliance efforts by enabling data-driven risk assessments and better targeting of unreported activities, possible fraud and tax evasion risks. The advanced analytics component has also supported use cases such as revenue forecasting, taxpayer segmentation, debt management, VAT liability payment profiling and detection of missing-trader patterns.\n\nThe project has also contributed to improved data quality and data governance. The final report highlights improved data validation and cleansing processes, enhanced control over data access and lineage, and better reliability of data for downstream processes. These are important enabling results, as reliable data is a precondition for better decision-making, compliance monitoring and future analytical work.\n\nThe final report also indicates that the project has supported organisational change within KRA. Training and use of the system have helped strengthen a data culture in the organisation. Different departments can now work from shared data sources, which can help reduce silos and support more cross-functional analysis and discussion.\n\nThe final report further states that KRAs data utilisation index for revenue mobilisation increased from 68% in 2018\u002F2019 to 75% in 2021\u002F2022. While this cannot be attributed solely to the Swedish contribution, it is consistent with the projects intended direction of supporting a more efficient and data-driven tax administration.\n\nSome important learning and management effects also emerged during the long implementation period. The project faced significant delays, vendor-related challenges, changes in leadership and governance arrangements, and shifting institutional ownership. While these challenges negatively affected implementation, the finalisation of the project also brought increased attention to issues such as project governance, audit follow-up, procurement oversight, system ownership and sustainability. This generated learning for both KRA and the Embassy on the management of complex digital transformation initiatives.\n\nOverall, the contribution has achieved its most important expected result: KRA has established and operationalised a data warehouse and business intelligence platform that strengthens its ability to use data for reporting, analysis, compliance monitoring and risk-based tax administration. The results are primarily institutional and behavioural: KRA staff and management now have improved tools and data access to support decision-making, risk assessment and service
