SE has previously funded UNDP on Peace and Security programmes.  The proposed programme builds on the achievements and lessons learned from the previous programmes.  An End term evaluation was conducted of the previous programme which showed that the programme contributed to enhancing capacities of national institutions, civil society organizations and the peace architecture through training, establishment of county peace forums with capacities for conflict early warning, prevention and response. It further contributed towards the mainstreaming of gender and peacebuilding into national and county government policies, plans and budgets.  The programme had ingenious ways of merging community needs with government mandate of maintaining security and peaceful coexistence amongst communities and identified opportunities in preventing and countering violent extremism (P\u002FCVE).  The evaluation also noted delays in clearance of work plans and subsequent disbursement of funds from UNDP which led to delayed implementation of programme activities. It also found that the Peace committees  did not have te requisite infrastructure to respond to all emerging issues.  The above issues have been considered in the new proposed programme.  The proposed programme is implemented at a national level divided into 10 regions with two outcomes:-  i)  Government has normative standard capacities to operationalize policies and legal frameworks on conflict management, cohesion and human securityii) Strengthened capacities of peace architecture at national, county and community levels on peace, inclusion, reconciliation, social cohesion and integrationThe programme outputs will focus on the following areas: 1) Policies, legal and regulatory frameworks for peacebuilding, conflict prevention, cohesion, community security and prevention of violent extremism (PVE) formulated, reviewed and implemented at national and county levels; 2) Capacities for peace architecture at national and county levels for sustainable peace, inclusion, cohesion, integration, community security and PVE strengthened and coordinated; 3) Inclusion and participation of youth, persons with disabilities (PWDs), Women and other marginalized groups in peace and security interventions strengthened; and 4) Collaborative partnerships to prevent incidences of violence at community, county and national levels  This proposed programme has strategic alignment to national development priorities as outlined in Kenya Vision 2030, the Medium-Term Plan (MTP) III, and the Big Four Government development agenda.  It is aligned with national Peace building processes, such as the Building Bridges Initiative (BBI), a national unity drive seeking to nurture a more united nation.  The Programme contributes to the UN Development Assistance Framework, UNDAF (2018-2022) and Sustainable Development Goals (SDGs), particularly SDG 1 (Poverty), SDG 5 (Gender Equality), 10 (Reduced Inequalities), 16 (Peace, justice and strong institutions) and 17 (Partnerships).  It contributes to the United Nations Development Programme (UNDP) Country Programme Document (CPD) outcome area 2 which envisions that the people of Kenya live in a secure, peaceful, inclusive and cohesive society. Detta har skett genom utbildning, upprättandet av lokala fredsforum med kapacitet för tidiga varningar, förebyggande arbete och konfliktlösning. Det bidrog även till att integrera genus och fredsbyggande i statliga och regionala policyer samt budgetar. Programmet använde innovativa metoder för att förena befolkningens behov med statens mandat att upprätthålla säkerhet och fredlig samexistens mellan samhällsgrupper. Man identifierade också möjligheter att förebygga och motverka våldsbejakande extremism (P\u002FCVE). I utvärderingen noterades även att det skett förseningar i tidsplanen, vilket lett till försenade utbetalningar från UNDP och försenade programaktiviteter. Där framgår även att fredskommittéerna inte hade nödvändig struktur för att kunna hantera alla framväxande problem. Ovanstående problem har tagits i beaktande när det nya föreslagna programmet utformats. Hittills är det endast Sverige, UNDP och Kenyas regering som har åtagit sig att finansiera det föreslagna programmet. b) Klimatförändringar som leder till konflikter och ökad förekomst av små och lätta vapen samt c) Att Covid-19 orsakat svåra ekonomiska problem, vilket lett till ökad osäkerhet. Två riskfaktorer anses enligt granskningen från 2018 vara medelhöga a) ägarskapet för programmet då det leds av Kenyas regering och NGO:er måste anta ett nytt förhållningssätt. b) Svag intern kontroll från UNDP av deras partner samt på organisatorisk nivå. Sverige kommer att fortsätta följa upp detta tillsammans med UNDP samt delta i uppföljningar, fältbesök och årliga granskningar. Translating the NCIC Service Charter to Kiswahili and braille was a significant step towards enhancing inclusion as this ensured that a broader range of individuals access information related to national cohesion and integration. Election Peacebuilding was enhanced through the NCIC's 20202025 Strategic Plan and\nthe Roadmap to Peaceful 2022 General Elections, demonstrating a proactive approach to reducing electoral violence by outlining specific priorities and\nstrategic partnerships. The development of Faming and Shaming Guidelines by NCIC was an innovative way to incentivize positive behavior and deter negative actions helping to build a culture of respect and promote social cohesion.\n\nOutput 2: Capacities for peace architecture at national and county levels for sustainable peace, inclusion, cohesion, integration, community security and PVE strengthened and coordinated. Strengthened resilience of communities: Interventions included enhancing the capacity of institutions and communities for conflict prevention. The work undertaken in partnership with the Security Research and Information Centre (SRIC) in collaboration with the Kenya National Focal Point on Small Arms and Light Weapons (KNFP), the Directorate of Community Policing within the National Police Service (NPS) included capacity building of community policing committees in Bungoma, Kitui, Laikipia and Makueni counties. The training aimed at building relations and trust between law enforcement agencies and the community with a view of enhancing their effectiveness in responding to security challenges. This contributed to strengthened and resilient communities that led efforts to prevent and mitigate conflicts through the promotion of peace. Enhanced capacity of peace actors for longterm peace: This project provided training and capacity building to local peace actors, including religious organizations, civil society organizations, community leaders, and peace committees. For example, Inter Religious Council of Kenya (IRCK) facilitated intracommunity dialogue meetings in Migori, Baringo, Mombasa, Kisumu, and Nairobi that enhanced the capacity of local actors to respond to emerging differences and employ Alternative Dispute Resolution (ADR) mechanisms for example in the conflicts at the border between Kericho and Kisumu and in Baringo Counties. The dialogue process contributed to consensus building on recommendations by religious leaders to the Presidential Taskforce on Review of The Legal and Regulatory Framework Governing Religious Organizations In Kenya, 2023. The project helped to strengthen community driven dispute resolution mechanisms and ADR processes, which have been pivotal in resolving over 124 conflicts identified during the projects lifespan, thus reducing reliance on formal judicial systems and allowing for faster and more accessible resolution of local disputes.\n\nOutput 3: Inclusion and participation of Youth, PWDs, Women, and other marginalized groups in peace and security interventions strengthened.\nEnhanced inclusive peace processes in line with the Leaving No One Behind principle: The project made deliberate efforts to include women, youth,\nand PWDs in all peace, social cohesion and community security activities. Localization of the Kenya National Action Plan on Women Peace and Security,\nintergenerational and community dialogues, were prioritised. The Let Peace Win Campaign was implemented as a youth-led initiative to promote peaceful\nparticipation in the 2022 elections. Peace and dialogue forums in Uasin Gishu, Narok and Nairobi counties targeting the youth and political leaders served to\nreduce tensions in these hotspots. In addition, 320 at risk youth (90 women and 240 men) were reached on peace and mental health awareness through nine (9) football tournaments in Nairobi, Marsabit, Baringo, Kwale, Migori, Mombasa and Narok counties.\n\nOutput 4: Collaborative partnerships to prevent incidences of violence at community, county and national levels strengthened. Deescalation of tension and promotion of nonviolence: The project contributed to a peaceful election cycle in 2022 through public awareness campaigns. Support to the UWIANO Platform for Peace proved instrumental in the descalation of tensions and promoting nonviolence. The platform was established in May 2010 to provide a coordination framework for Electoral Violence Reduction Initiatives (EVRI) in the runup to the 4 August 2010 constitutional referendum and has since then continued to support peace efforts, especially in electoral periods. UWIANO Platform draws membership from key state and nonstate actors and together they played a critical role in conflict prevention and violence reduction. The Platform members synergized national and subnational efforts and their networks to coordinate the early warning and response infrastructure to mitigate and respond to emerging risks was instrumental in the period leading up to the August 2022 elections. Interventions were varied and included dialogue and mediation with the top leadership, engagement of citizens\u002Fcommunities to tone down the levels of intolerance, national and subnational advocacy and awareness campaigns, deployment of monitors, daily briefings, and discussion with political leaders. Improved security: The project facilitated the surrender of 1,240 illegally held firearms and the destruction of 5,144 illegal small arms and light weapons which restored public confidence in security agencies, and promoted intercommunity dialogue and cooperation. The destruction of many small arms was a significant contribution to a reduction in the availability of weapons ordinarily used in criminal activities and violent conflicts and therefore, contributed to lowering incidences of armed violence in conflictprone pastoralist counties including Samburu, Baringo, Turkana, Laikipia, WestPokot, Isiolo and Marsabit. In these counties, small arms are used to secure territories as communities scramble for resources that have continued to dwindle due to the effects of climate change. The presence of these arms also increases the incidents of livestock rustling and banditry among the pastoral communities especially during the drought
