However, due to aging infrastructure and damage inflicted during the civil war between 1976 and 1992, both plants suffered from wear and tear and sabotage of equipment.\nThe intervention main goals are the rehabilitation and upgrade of the Mavuzi and Chicamba Hydro Power Plants and dams to ensure long-term, reliable and renewable electricity supply to the population in central Mozambique hence leading to improved livelihoods, more productivity and poverty reduction.\nThe specific objectives of this contribution are to manage the domestic future electricity demands of Mozambique and to increase the export of surplus electricity during periods of low demand.\nTo reach these objectives, the following works were carried out on the two Hydro power plants:\nMavuzi:\nRefurbishment of the dam comprising hydraulic steel structure civil and electrical\nworks;\nRefurbishment of pressure tunnel including penstock;\n Refurbishment of power house internal and external part for civil, electrical\nincluding traveling crane;\n Complete Replacement of units 1 and 2 rated 5 MW, new turbines, governors,\npressure release valve, generators, excitation systems\n Refurbishment of unit 3, 4 and 5 rated 15 MW including the supply of new\nturbine including the control and excitation system\n Removement and replacement of a new Generator fire extinguishing System\n Replacement of the two auxiliary transformers rated 400KVA, 6.6\u002F0.4KV with new ones\nChicamba:\n Refurbishment of the dam comprising hydraulic steel structure civil and\nelectrical works\n Refurbishment of the interior and exterior of the power house for civil, electrical\nincluding traveling crane\n Refurbishment of unit 1 and 2 rated 25 MW including the servomotors and\noperating mechanism, excitation system\nPage 5 of 18\n Replacement of the two existing Power transformers rated 25MVA 6.6\u002F110KV\nand one auxiliary transformer 400KVA 6.6\u002F22KV with two new ones rated\n25MVA 6.6\u002F22\u002F110KV.\n Refurbishment of the Elevator at Chicamba HPP\n Replacement of the two auxiliary transformer rated 400KVA, 6.6\u002F0.4KV with\ntwo new ones.\nAt the end of the intervention, it is expected that both Hydro Power Plants (HPPs) will work at full capacity and supply energy to the central region of Mozambique, with sufficient reliability, in the affected areas.\nThe two HPPs supply electricity to more than 300 thousand customers between households, basic services, business and commercial services in the provinces of Sofala, Manica and Tete and to the neighboring countries of Zimbabwe and Malawi.\nThe whole central region (provinces of Manica, Sofala, Tete and Zambézia) is heavily dependent on these HPPs for electricity supply. In addition, the region hosts large areas of agriculture, fisheries, forests, wildlife and businesses already in expansion such as tourism, transport corridors for inland countries, export and import through the ports and airports, all of which rely on electricity to grow and develop.\nThe tropical cyclone IDAI which affected Mozambique and the Mavuzi area, mid-March 2019, strongly affected the country, the infrastructure, the energy supply and distribution, as well as the completion of the rehabilitation project. The cyclone caused an extreme flood event which resulted in over topping of the left and right abutment of the Mavuzi dam, and of the flood gates, thereby causing damage to some of the installations at the dam. Hence the greater part of 2021 was dedicated to the repair works of the damage caused by the cyclone. At the end of 2021 further problems were identified during a site visit which were oil spillages at the two dam sites and problems with the stator windings of the Mavusi unit 3 generator. Before the rehabilitation the two power plants had a total of 53MW installed capacity and after rehabilitation this went up to 98.5MW. The available capacity went up from 41MW to 80MW after the rehabilitation works. As a result, the availability rates of available capacity also went up from 46 to 93 per cent.\nThe rehabilitation enabled EDM to increase its electrical energy generation capacity and this expansion has empowered EDM to respond more effectively to the increasing demand arising from new household connections, with the predominant goal of achieving universal access by 2030. This effort extends to providing electricity to essential institutions such as schools, hospitals, police stations, as well as commercial and industrial enterprises along the Beira corridor, (Sofala, Manica, and Tete provinces). The two hydro power plants feed into the national grid where the electricity from Cahora Bassa and other independent power plants also feed in hence it can only be estimated that around 300 000 clients now have a reliable, stable and efficient power supply. Presently, the Mavuzi and Chicamba project contributes approximately 30% of the regional demand for electricity.\nThe two power plants are the first owned and operated by EDM which have oil treatment plants hence no oils are washed together with the water from the tail race polluting the water in the river and being a danger to the river ecosystem. Notably, Mavuzi and Chicamba represent pioneering power plants where oil treatment and wastewater treatment are conducted. This successful implementation sets a precedent for future projects, as similar practices are aimed at replicating them in other power stations soon.\nFurthermore, the post IDAI rehabilitation led to the construction of climate resilient infrastructure after damage by the floods. This included the 14km of transmission line between Mavusi and the Casa Nova substation.\nInterviews carried out with beneficiaries after completion of the work show improved economic activity, health and education services. \nBesides the increased production levels of electricity, the project brought forth several positive externalities that were part and parcel of the negotiation process with the main contractor to finance social issues that advocated for increased access to education and improved medical assistance through the construction of a school and hospital, respectively in the project area. Additionally, efforts were made to promote gender inclusion, with a focus on girls, by offering after-work classes and adult literacy programs.\nThrough the massification of connections, there was a reduction in the crime rate due to the existence of public lighting, as well as in the maternal and child mortality rate as health centers began to assist their users at any time of the day and in better conditions, highlighting broader societal benefits derived from the project beyond its primary objectives.\nThe construction of the transmission line from Mavusi dam to Vilanculos also enabled the linking of the national grid in central Mozambique to the one in the South.\nDue to the above-mentioned results the embassy assesses that the results of this intervention were positive and the
