Through connection of the mini-grid in Vilanculos to the national transmission network; connection of new clients; and expand and upgrade of the existing distribution network, the following results are expected;1. Vilanculos is interconnect to the national grid, with adequate and reliable supply of sustainably produced electricity, and systems for transmission, transformation and distribution at district level - managed effectively by the utility EDM.2. Mitigation measures equivalent to reduction of more than 23,000 tCO2\u002Fyear through substitution of fossil fuels with renewables, during 2021-2027.3. Inclusive, effective, and sufficient electricity services for public goods and households, including also vulnerable groups such as female-headed-households.4. Increased technical and financial viability of EDM, due to reduced system losses, and increased revenues from productive uses of electricity in the project area.The target group is the population in northern Inhambane and southern Sofala province, which is mainly rural with villages\u002Fsmaller communities located along the main highways, where also the major part of the planned transmission line will go. 54% of the population consists of women, mainly depending on small-scale agriculture and fisheries as well as trade. The industrial sector is confined to a petrochemical industry and natural gas extraction. Today, 19% of residents in the province have access to electricity (2016), which is lower than the average for the country (26%). The planned intervention will target all households (both cement and mud houses), businesses, and institutions such as schools and health centres. In addition, close to 1,400 street lights will be installed. The clients will be offered different solutions such as ready boards which is a simpler solution. In total, it is estimated that approximately 95,000 inhabitants will have access to reliable electricity by project-end. By 2030, it is estimated that the number has been doubled.The proposed intervention will be implemented in 2018-2022, with main activities in 2019-2020. The GoM has for this requested Sida through the Embassy of Sweden in Maputo to support with a total of SEK 329 million. This relates to; costs for construction (transmission: 132 MSEK; substations: 115 MSEK; distribution including connection of new customers: SEK 64 million); costs for the Clients Representative (Hifab) of 14 MSEK; and costs for LED-lights and contingency assessed to 4 MSEK. Sida also estimates that a total of SEK 6 million should be earmarked for Sidas costs for monitoring consultant and different evaluations that may be necessary. GoM through EDM will bear the costs of its own project implementation team, as well as compensation costs to the local population for compensation of right-of-way. Compensation costs have been estimated by EDM to a total of 36 MSEK.",{"lang":211,"value":219},"Tillgång till tillförlitlig och hållbart producerad el för hushåll, företag och offentlig verksamhet är nödvändig för en hållbar social och ekonomisk utveckling och ingår i FN:s hållbarhetsmål; ”hållbar energi för alla” (SDG 7). Moçambique har sedan inbördeskrigets slut 1992, byggt upp det nationella elnätet som idag försörjer 149 av totalt 152 distriktsstäder i landet och eltillförseln har mer än tredubblats det senaste decenniet. Stora utmaningar kvarstår dock och då endast 26% (år 2016) av landets invånare har el betyder det att ca 20 miljoner människor står utan modern energi och får förlita sig till andra energibärare som diesel, fotogen, stearinljus och batterier, vilka är dyrare och skadliga för miljö och människors hälsa – där kvinnor och barn är särskilt utsatta. Utbyggnad av infrastruktur är därför en viktig del i Moçambiques 5-åriga utvecklingsplan (PQG 2015–2019).\n\nDetta beslut avser genomförande av fas 2 av ”Landsbygdselektrifiering i Vilanculos”, och bygger vidare på en tidigare beslutad inception-fas (Fas 1) som genomförts under 2016–2018 (8,9 MSEK). Beslutet att dela upp insatsen i två delar skedde på rekommendation av Afrikaavdelningens kvalitetskommitté AQAC (december 2014), som bedömde att det fanns behov av komplettering av underlaget med ytterligare information och analys, bl.a. avseende fattigdomsperspektivet, jämställdhet och konfliktkänslighet.\n\nDen föreslagna insatsen avser ansluta ett lokalt elnät i Vilanculos till det nationella elnätet; ansluta nya kunder (ca 35 000 personer)  längst ledningen samt bygga ut och uppgradera det befintliga lokala elnätet som idag försörjer ca 60 000 personer med el genererat i ett naturgasdrivet lokalt kraftverk. En snabb ökning av efterfrågan på el har medfört att kapaciteten på det lokala kraftverket är otillräcklig. Nya kunder kan inte anslutas och befintliga kunder har endast el under vissa perioder av dygnet (sk. load shedding). \n\nInsatsen syftar till att öka tillgången till tillförlitlig och hållbart producerad el som en nödvändig förutsättning för fattigdomsminskning genom social och ekonomisk utveckling. Totalt bedöms att ca 95 000 personer i det berörda området vid insatsen slutförande har tillgång till tillförlitlig el. Till 2030 bedöms den siffran ha fördubblats. \n\nUppkopplingen av Vilanculos till det nationella nätet kommer också utgöra en viktig del av en planerad ”mini-backbone” som ska sammanbinda elnäten i landets norra och södra delar och därmed öka tillförlitligheten i elleveranserna för de ca 7,5 miljoner människor i landet som idag får el via det nationella elnätet samt möjliggöra ett effektivt utnyttjande av elproduktionskapaciteten. Insatsen är därför en av de mest prioriterade för energisektorn i Moçambique och Vilanculos är idag den enda större distriktsstaden i landet som inte är kopplad till det nationella elnätet. \n\nSida har finansierat ett antal genomförbarhetsstudier för anslutning av Vilanculos till det nationella elnätet, varav den första år 2004. Få potentiella kunder och behov av en lång transmissionsledning medförde att insatsen inte kunde motiveras. Uppdateringar av studien skedde 2008, 2013 samt 2017 och visar att det nationella elnätet nu byggts ut (finansierat av EU), och transmissionsavståndet därmed minskat med 100 km till ca 240 km och de uppskattade nya kundanslutningarna 7-dubblats till 6 750 st (motsvarande ca 35 000 personer). \n\nDe huvudsakliga förväntade resultaten är;\n1. Det lokala nätet i Vilanculos är upprustat och anslutet till det nationella elnätet.\n2. Koldioxidutsläppen reduceras årligen med motsvarande 23 000 ton CO2-ekvivalent, under åren 2021–2027, genom att fossila bränslen ersatts med förnybara.\n3. Inkluderande, effektiva och tillräckliga elleveranser finns på plats för hushåll, företag och offentlig verksamhet, med kvinnor som särskild målgrupp.\n4. Den tekniska och ekonomiska hållbarheten i det statligt ägda elbolaget Electricidade de Moçambiques (EDM) verksamhet är förbättrad bl.a. genom ökade intäkter från produktiv användning av el. \n\nMålgruppen för den föreslagna insatsen är hushåll, företag och offentlig verksamhet på landsbygden i norra Inhambane och södra Sofalaprovinsen, där de flesta bor i byar belägna utmed huvudvägarna, längst vilka även den större delen av den planerade transmissionsledningen kommer att dras. Målgruppen omfattar även elkunder i samhällena Vilanculos och Inhassoro som idag är anslutna till det lokala elnätet. Totalt i området bor närmare 500 000 personer, varav ca 54% kvinnor, som i huvudsak försörjer sig på småskaligt lantbruk och fiske samt handel. Industrisektorn är begränsad till en petrokemisk industri och utvinning av naturgas, men långtgående planer finns för etablering av cementindustri skulle en tryggad elförsörjning bli realiserad vilket uppskatts ge ca 70 permanenta arbetstillfällen. Vidare är turistsektorn på framväxt. Ca 19% av invånarna har idag tillgång till el (2016) vilket är avsevärt lägre än snittet för landet (26%). Fattigdomsnivån är mellan 35–50%. \n\nGenom kampanjer i de aktuella områdena kommer invånarna få information om projektet och erbjudande om att ansluta sig. Kunder med cementhus (dvs de med starkare ekonomisk ställning) erbjuds en lösning med konventionell anslutning (dvs kunden bekostar själv ledningsdragning inne i huset). För att även nå kunder med lerhus erbjuds dessa en enklare lösning, s.k. ”ready-board” med två lampor och en elkontakt för laddning av mobiltelefoner etc. ”Ready-board” ger en lägre kostnad för kunden, som då inte behöver extra ledningsdragningar i huset. EDM bedömer att minst 750 ”ready-boards” kommer att installeras (motsvarande eltillförsel till ca 4 000 personer). Vidare diskuteras möjligheten att inom ramen för insatsen utrusta dessa med LED-lampor som standard, för att ytterligare sänka energikostnaderna. Båda alternativen utnyttjar s.k. ”pre-paid” mätare, där el-krediter köps i förväg via ett kort och laddas in i mätaren.   \n\nFör att öka den indirekta nyttan av insatsen för de som inte har möjlighet att ansluta sitt hus eller sin verksamhet till elnätet, kommer elektrifiering av hälsocentraler och skolor att ske. Detta ger möjlighet till förbättrad sjukvård genom t.ex. belysning nattetid i operationssalar samt kylning av vaccin. För skolor ges möjlighet till förbättrad kvalitet på undervisningen samt kvällsstudier. Bedömningen är att elektrifiering av allmännyttig verksamhet är särskilt viktig för kvinnor och barn som i större grad utnyttjar dessa faciliteter. Vidare planeras för 1 400 gatlyktor i området som kommer att få omedelbara effekter för säkerheten längst vägarna. Andra exempel på indirekt nytta av elektrifiering är möjligheter till laddning av mobiltelefoner, som möjliggör bättre tillgång till information och kommunikation med omvärlden.\n\nFör att ytterligare dra nytta av den förbättrade eltillförseln som den planerade insatsen kommer att innebära, har ambassaden initierat ett samarbete mellan EDM och FN-organet ILO. Ambassaden stöder redan ett sysselsättningsprogram med ILO som genomförare – MozTrabalha. ILO har tillsammans med EDM genomfört en gemensam studie och identifierat möjligheter till nya arbetstillfällen genom ökad produktion, förädling och handel med jordbruks- och fiskeprodukter med förbättrad tillgång till tillförlitlig el och med den växande turistsektorn i regionen som främsta avnämare. Detta bedöms generera såväl direkt som indirekt sysselsättning. Diskussioner har också initierats med aktörer inom andra program som erhåller finansiellt stöd via ambassaden - Women in Business (WIN) samt civilsamhällsinsatsen AGIR – vilka kan generera ytterligare synergier t.ex. genom att stärka det civila samhället i dess granskade roll. \n\nGenomförandet av insatsen planeras ske under 2018–2022, med huvudsakliga aktiviteter under 2019–2020.  Moçambiques regering har för genomförandet inkommit till Sida, genom ambassaden i Maputo, med begäran om stöd motsvarande 329 MSEK, som avser kostnader för entreprenad och genomförandekonsult med följande uppdelning; transmission: 132 MSEK; ställverk: 115 MSEK; distribution inklusive uppkoppling av nya kunder: 64 MSEK, kostnader för genomförandekonsult: ca 14 MSEK samt för energieffektiv belysning och oförutsedda kostnader: 4 MSEK. Sida uppskattar vidare att total 6 MSEK bör öronmärkas för Sidas kostnader för uppföljning och utvärderingar som kan komma att bli aktuella. Totalt uppgår Sidas budget därmed till 335 MSEK. Moçambique avser stå för kostnaderna för det egna projektimplementeringsteamet från EDM; för kostnader till lokalbefolkningen för kompensation av bortfall av skog- och jordbruksprodukter i samband med genomförandefasen av transmissionsledningen samt för kompensation i de fall byggnader måste flyttas. Kompensationskostnaderna har av EDM uppskattats till totalt 36 MSEK. \n\nSida avser ingå avtal med Moçambiques regering (utrikesministeriet), som i sin tur utser det nationella elbolaget EDM som genomförande part. Utbetalningar av medel kommer att ske till ett konto i en kommersiell bank som är specifik för insatsen och därmed ”off-CUT”, dvs. inte via Moçambiques ”single treasury account”. Det specifika kontot revideras årligen av en extern revisor. Till sin hjälp har EDM upphandlat en genomförandekonsult (Hifab) som representerar EDM under hela insatsens genomförande. Detta förfaringssätt är vedertaget för denna typ av projekt. Utöver detta avser ambassaden upphandla konsultstöd för övervakning och kvalitetsgranskning av genomförandet samt rådge ambassaden i viktiga frågor rörande insatsen. \n\n\n",1,{"narrative":222,"type":225},[223],{"value":224},"In November 2018, Sida director general made a decision (2018-003320) on support for connecting the electricity network in Vilanculos to the national grid, connecting approximately 7,000 new connections in the provinces of Inhambane and Sofala and improving electricity deliveries to a further 12,000 existing electricity customers in Vilanculos and Inhassoro. With the additional contribution of MSEK 43, the total Swedish contribution will increase to SEK 378 million.\nThe purpose and long-term impact of the contribution remains the same, namely:\nThe proposed contribution Rural Electrification of Vilanculos aims to increase access to sustainable energy services in the project area, as a prerequisite for universal access of electricity; social and economic development; and poverty reduction.\nThe expected long-term impact is Improved sustainable electricity services for 200,000 women, men, girls, and boys, in northern Inhambane and southern Sofala Province, by 2030.\nThe main expected results of the contribution with the proposed amendment are: \n1.
