As previously mentioned, the contribution was prepared for a period of six years, which reflected the time frame in the applications. Long-term support to local partners was considered compatible with the aid and development agenda, as well as reflecting the total period for (the then coming) strategy period for Mozambique (2015-2020).\nSince the new result strategy for Mozambique had not yet been determined when the decision on contribution was being decided upon at the end of 2014, previous rules about future commitments on the frame for authorizations (bemyndiganderamen) hindered Sida\u002FAFRICA from being able to make a decision for all six years. Because of this, a decision on contribution was made for only three of the six years that the appraisal dealt with. However, the Embassy of Sweden in Maputo (EoS) intended to extend the contract with additional funds for the three remaining years (2018-2020) once a result strategy for Mozambique had been decided upon.\nWe Effect submitted an updated application of NACE for the activity period 2018-2020. The extension is based upon the initial application for We Effect’s six year subprogram NACE and has been updated based on the results achieved during the three years that the program has been running so far.\nIn the updated appraisal, focus is concentrated on the EoS’s experiences of cooperation with the development partner for the contract period 2015-2017, with a particular focus on achieved results and updating the results framework.  As a result of this, there are updates on the budget, relaying of funds, number of cooperation partners, and external and internal risks. However, the EoS has, in addition to this, updated certain information in most sections regarding important changes, development, and progress in the contribution. There is also a particular focus on the integration of three new organizations from Niassa in NACE.  Some new relevance analysis has been made as well in relation to Mozambique’s result strategy (only baseline figures and a suggestion for the result strategy was available when the initial decision on contribution was made) and in relation to the new Policy Framework for Swedish development cooperation.\nNACE focuses on three prioritized thematic areas: 1) land rights and natural resources; 2) agriculture and the right to food, and a safe, healthy environment in ecological balance; 3) climate change, adjustment and resilience. We Effect’s theory of change summarizes the three development problems above as “unfair division of wealth from natural resources and negative effect from an unhealthy environment and climate change.” We Effect intends to contribute to solving this development problem by, among other things, identifying actors of change (right holders, duty bearers, and civil society organisations) and to give support to partner organizations so that they can push for change in an effective manner. We Effect intends to use strategies that promote a favorable environment and reduces the impacts of climate change.\nThe update of the previous appraisal was done simultaneously for all four subprograms in each respective contribution (51140067; 51140085; 51140086; & 51140087). However, this was not done for the overarching AGIR II program, which is not affected by the above mentioned organizational changes or the need for additional funds. \nThe complementary decision on contribution is for an additional contribution of SEK 95 800 000 to We Effect in Mozambique to implement the NACE subprogram within AGIR II. The EoS is the sole financer for the second phase of NACE.\n",{"lang":209,"value":219},"Detta kompletterande insatsbeslut berör We Effects subprogram inom AGIR II - \"NACE\" (Natur resurser, agrikultur, klimatförändring och miljö – ”Natural Resources, Agriculture, Climate Change & Environment”).\nAGIR-programmet (Programa de Acções para uma Governação Inclusiva e Responsável) utgör den stödmekanism som ambassaden i Maputo (”ambassaden”) valt för sitt civilsamhällesstöd och representerar en mycket stor del av ambassadens totala stöd till det civila samhället i Moçambique. Varje IPO, i sin tur, finansiellt stödjer och har avtal med ett större antal (totalt ca 70) moçambikiska civilsamhällesorganisationer (CSO) – deras s.k. partnerorganisationer (PO). Det finansiella stödet från IPO till PO utgörs av kärnstöd. \n\nAGIR-programmet består av ett övergripande program (”övergripande programmet”) för vilket alla fyra IPOs har ansvar och som inte behövs uppdateras, och fyra underliggande sub-program där varje IPO har ansvar för ett. Varje sub-program utgör en insats (insatser 51140067; 51140085; 51140086; & 51140087). De fyra IPO:erna är Diakonia, Oxfam Ibis, Oxfam Novib och We Effect. AGIR-programmet startade 2010 och den pågående andra fasen täcker sex år (2015-2020). AGIR-programmets övergripande mål är: ett moçambikiska samhälle där medborgare, särskilt de mest marginaliserade, åtnjuter sin rättighet till integration och rättvisa, till omfördelning av välstånd som skapas av landets resurser, till lättillgängliga och prisvärda offentliga tjänster av god kvalitet, och till grundläggande medborgerliga friheter och politisk representation, samt deltagande, i en fredlig och ekologisk hållbar miljö. Sub-programmen har olika tematiska fokus. Dessa är: \n\nDiakonia: fokuserar på rätten till fria & rättvisa val och till flerpartidemokrati, på marginaliserade och utsatta gruppers mänskliga rättigheter (kvinnor, barn & personer med funktionsnedsättning), rättshjälp, sexuell\u002Freproduktiv hälsa & rättigheter, samt könsrelaterat våld. \nOxfam Ibis: fokuserar på rätten till information generellt, men även specifikt i förhållande till råvaruutvinning, på fri media (inklusive undersökande journalistik), på stärkandet av parlament på alla nivåer, samt på stöd till förändringsaktörer vars mål är förbättrad tillgång och kvalitet av grundläggande tjänster (främst hälso- och utbildningstjänster).  \nOxfam Novib: fokuserar på översyn av offentliga budgetar och utgifter, på statlig resursallokering och social audits, på rättvis skatteindrivning, samt på marginaliserade och utsatta gruppers mänskliga rättigheter (kvinnor, LGBT, de äldre och personer som lever med HIV\u002FAIDS), samt på sexuell och reproduktiv hälsa och rättigheter, samt könsrelaterat våld. \nWe Effect: fokuserar på markrättigheter, på effekterna av naturresursutvinning, landsbygdsutveckling, matsäkerhet, klimatförändringar och miljö. \n\nInsatsbeslutet för We Effect subprogrammet NACE togs i slutet av 2014 (82\u002F14).  Insatsen bereddes för en period av sex år, vilket reflekterade tidsramen i ansökningarna. Långsiktigt stöd till lokala partners ansågs förenligt med bistånds- och utvecklingseffektivitetsagendan, samt reflekterade den totala perioden för (den då kommande) strategiperioden för Moçambique (2015-2020). \n\nDå den nya resultatstrategin för Moçambique ej ännu var beslutad när beslut om insats skulle fattas i slutet av 2014, så förhindrade föreliggande regler om framtida intecknande av bemyndiganderamen att Sida\u002FAFRIKA fattade beslut för alla de sex åren. På grund av detta fattades enbart beslut om de tre första åren av de totalt sex åren som beredningen motsvarade. Ambassaden  ämnade dock förlänga avtalet med tillägg för medel för de tre resterande åren (2018-2020) när en resultatstrategi för Moçambique hade beslutats. \n\nWe Effect inkom med en uppdaterad ansökan av NACE för aktivitetsperioden 2018-2020. Förlängningen är baserad på den initiala ansökan av We Effects sexåriga subprogram-NACE-, vilken har uppdaterats baserat på de resultat som hade uppnåtts under de tre år programmet har genomförts.\nI den uppdaterade beredning ligger tonvikten på ambassadens erfarenheter av samarbetet med avtalspartern under avtalsperioden 2015-2017, och ett särskilt fokus på uppnådda resultat och på uppdatering av resultatramverket.  Det finns ny bedömning av: budget; vidareförmedling av medel; antal sammarbetspartner, och riskerna. Ambassaden har även uppdaterat  information i de flesta andra sektioner utifrån vad som ansetts viktigt för att förstå förändringar, utveckling, och framsteg inom insatsen. Det finns även särskild fokus på integrering av tre nya organisationer från Niassa i NACE.  Viss ny relevansanalys har också gjorts i förhållande till Moçambiques beslutade resultatstrategi (enbart ingångsvärden och förslag till resultatstrategi fanns då initialt insatsbeslut togs) och i förhållande till det nya policyramverket för svenskt utvecklingssamarbete.\n\nI uppdaterade beredning har initial text bevarats när så har ansetts relevant. Icke-aktuell information har däremot tagits bort för att hålla dokumentet kortare. Varje sektion i beredningen inkluderar en titel \"2017 - Update\" för att tydliggöra uppdateringen i förhållande till tidigare text och bedömning. Om ingen uppdatering ansetts nödvändig så redogörs det även för detta under samma titel. Resultat- och riskregister reflekterar gällande situation för sub-programmet\u002Finsatsen. Resultatregistret reflekterar utvalda resultat från det godkända resultatramverket för insatsen. Alla standardrisker har bedömts på nytt utifrån den aktuella situationen.\n\nNACE fokuserar på tre prioriterade tematiska områden: \n\n1) markrättigheter och naturresurser; \n2) jordbruk och rätten till mat samt en säker, hälsosam miljö i ekologisk balans; \n3) klimatförändringar, anpassning och resiliens. We Effects förändringsteori summerar de tre utvecklingsproblemen ovan enligt följande ”orättvis fördelning av rikedomar från naturresurser och negativ påverkan från ohälsosam miljö och klimatförändringar.” We Effect avser att bidra till att lösa detta utvecklingsproblem genom att, bland annat, identifiera förändringsaktörer (rättighetsbärare, skyldighetsbärare och CSO) och att ge stöd till partnerorganisationer, så att de på ett effektivt sätt kan driva förändring. We Effect avser att använda sig av strategier som främjar en gynnsam miljö och minskar påverkan av klimatförändringarna.\nUppdatering av tidigare beredning genomförs samtidigt för alla de fyra sub-programmen i deras respektive insatser (51140067; 51140085; 51140086; & 51140087), dock ej av det övergripande AGIR II programmet som varken berörs av Oxfams organisatoriska förändringar eller av behovet av att lägga till medel. Det tidigare stödet från Danmark tar slut i december 2017 och fortsättningsvis kommer att ersättas av Sverige. Det bör också nämnas att tre Partnerorganisationer har lagts till i programmet, vilket betyder att det finns totalt 16 POs, d.v.s. budgeten för 2018-2020 är större än för 2015-2017.\n\nDetta kompletterande insatsbeslut avser ett ytterligare bidrag på SEK 95 800 000  till We Effect i Moçambique för att implementera NACE subprogram inom AGIR II. Ambassaden är enda finansierare till andra fasen av NACE.\n",1,{"narrative":222,"type":225},[223],{"value":224},"The We Effect NACE subprogram follows the AGIR II programme mission which is To contribute to the emergence of an active, strong and vibrant civil society in Mozambique, who legitimately raise and channel the voice of the female and male right holders who are at present being politically, socially and economically marginalized, secure their access to all information they need to exercise their civil rights, and effectively participating in and influencing the course of policy decision-making process and accountability of the duty bearers for a transparent, democratic, inclusive, gender just and human rights sensitive governance.; and AGIR vision of To contribute to a Mozambican society where its citizens, particularly also presently marginalized groups, fully enjoy their rights to inclusion and equity, to retribution of wealth created from the countrys patrimony, to accessible and affordable public services of good quality, to basic civil freedoms and to political representation and participation, in a peaceful and ecologically sustainable environment.  In this regard, We Effect aims as ultimate impact that rights-holders living in the rural and urban areas have secured benefits from use of land and natural resources, enjoy safe and healthy environment and reduced negative climate change impact.  The AGIR II NACE impact objective is \"Secured benefits for rights-holders from use of land and natural resources, enjoy safe and healthy environment and reduced negative climate change impact\". That will be reached through: 1 Empowered partner organisations that support the rights of people in poverty to land, secure land tenure, and sustainable management of natural Resources; 2. Empowered farmer organisations defending the right of everyone to safe and nourishing food in accordance with the right to a balanced diet and the fundamental right of everyone to be free from hunger; 3. Empowered partner organisations defending the right of people to a safe and healthy environment in ecological balance, today and for future generations; and 4. Empowered partner organisations using study circles as a method to achieve thematic results. All above in correspondence with the Theory of Change that aims to empower local communities to be able make actions towards the reduction of poverty and the development of a just society.\n\nWe Effect - AGIR NACE Cost Extension objectives (2021-2022)\nThe cost extension will allow We Effect and selected partner organisations to strengthen and consolidate the results and achievement made during AGIR I and II. \nDue to the Covid-19 pandemic, some activities could not be concluded, including the consolidation of results and finalising the collection of lessons learned and success stories from the six year programme. The pandemic and the resulting Government social restrictions meant that We Effect could not ensure a sustainable phase out of the AGIR II programme, the largest ever civil society programme in the country. The cost extension will allow We Effect and five seleted partner organisations to conclude pending activities and consolidate the results achieved.\nThe cost extension will be focused on two main areas: (i) the right to land and (ii) the right to food.\nThe two thematic areas are two main priority areas in the \"Vi Agroforestry & We Effect Interim Strategy 2020-2022\" (https:\u002F\u002Fviskogen.se\u002Fapp\u002Fuploads\u002F2021\u002F05\u002Fgov-1177-v.2.0-vi-agroforestry-we-effect-interim-strategy-2020-2022.pdf), as is climate resilience with gender equality which also relevant to the national priorities. Both thematic areas were part of the natural resources subprogram of the AGIR-NACE and where there has been considerable progress, both in capacity building and results. \nGeographically, AGIR-NACE cost extension will be implemented in four provinces: Niassa, Cabo Delgado, Tete and Maputo. Niassa and Tete provinces were selected to support local partners to empower local rights holders whose rights to land and food are essential for their survival. Cabo Delgado Province was selected to support the local partner who is assisting communities whose rights to life, shelter, food, and land are threatened by the ongoing conflict. It was also selected to contribute to peace building support to the affected population. Maputo, the Capital, is the decision-making centre. Partners based in Maputo will continue to undertake advocacy for improving policies on behalf and together with the rights holders.\nIn the beginning of 2020, the Government of Mozambique - GoM, has launched the consultation process to revise the land policy. Due to the Covid-19 pandemic the consultations were not  carried out as planned, limited transparency and participatory approaches were used by the GoM to conduct the consultations.  The cost extension will support  partners organizations to actively participate in the land policy revision process, towards ensuring the protection of small farmers,  especially the womens rights to land in Mozambique by improving a process that protects womens right to land and reduces land conflicts.\nFor this cost extension, the IPOs have agreed on six specific criterias that guide the selection of partners. The criteria are partners that: i) have been a core or project partner in the AGIR programme between 2015-2020; ii) work in thematic area\u002Fs relevant to AGIR and the current national context; iii)have received an unqualified audit opinion in the 2020 audit report; iv)have no corruption incident reported during the implementation of the AGIR programme; v) have good programme management capacity and sound internal control systems; and vi) have the potential to deliver on the peace building and nexus, where possible.\nExpected result's (from annex 1 Results Framework, July 2021  June 2022 )\nWith this cost extension period it is expected a proper consolidation of  NACE results (on right to land and ritgh to food areas), collection of lessons learned and success stories from the six year programme as well as a closure of the prgramme on a responsible way. \nOn Right to Land: (Empowered the partner organisations that support the rights of people in poverty to land, secure land tenure, and sustainable management of natural resources) the activities will focus on:\n- Improved policies on land and natural resources\n- Increased community awareness of their right to land and natural resources\nOn right to food: (Empowered the farmer organisations defending the right of everyone to safe and nourishing food in accordance with the right to a balanced diet and the fundamental Through its support to civil society organisations, the programme enhanced institutional capacities, strengthened networking and coalition-building, and increased partners ability to influence policies and practices related to natural resource governance, environmental protection, and climate resilience.\n\nThe programme also generated valuable lessons and experiences in community mobilisation, evidence-based advocacy, and civil society engagement in governance processes. Positive outcomes included improved collaboration between civil society actors and government institutions, increased participation of rights-holders in decision-making processes, and greater awareness of issues related to climate change, environmental governance, and sustainable natural resource management.\n\nDespite these achievements, implementation was affected by external factors, most notably the COVID-19 pandemic, which disrupted planned activities, restricted travel and stakeholder engagement, and delayed the completion of several initiatives. As a result, a cost-extension period was approved to enable We Effect and its partner organisations to finalize outstanding activities, consolidate programme achievements, strengthen the sustainability of results, and systematically document lessons learned and good practices from the six years of implementation. The extension also ensured that the knowledge generated through the programme could inform future interventions in the areas of natural resources, agriculture, climate change, and environmental sustainability.\n\nResults by implementation period\n\n2016: Establishing foundations and strengthening community rights\nDuring the first year of implementation, the programme achieved important results across its three outcome areas. Under the Right to Land, approximately 7,773 rights-holders increased their knowledge of land rights and took action to claim them. In addition, 43 Natural Resource Management Committees were established and trained, strengthening community governance structures and facilitating access to forest tax revenues by local communities. Under the Right to Food, partner organisations contributed to policy discussions and reforms aimed at improving conditions for smallholder farmers. Notably, they influenced discussions around the ProSavana Master Plan, helping to ensure greater consideration of farmers interests and concerns. Under the Right to a Safe and Healthy Environment, partner organisations promoted biodiversity conservation while linking environmental protection with improved livelihoods. The programme contributed to the reforestation of approximately 194 hectares of land, including mangrove restoration, and supported the installation of improved cooking stoves in 4,150 households, generating environmental, health, and socio-economic benefits.\n\n2018: Scaling up policy influence and community resilience\nIn 2018, the NACE sub-programme, implemented through 15 partner organisations, demonstrated progress across all thematic areas. Under the Right to Land, communities strengthened their capacity to defend land and natural resource rights. The number of communities benefiting from investment agreements increased from 15 to 33, while Natural Resource Management Committees successfully advocated for community interests in several land, mining, and resettlement cases. Partner organisations also contributed to reforms in land and forestry governance and improved mechanisms for sharing benefits derived from natural resource exploitation. Under the Right to Food, partner organisations actively engaged in agricultural and food security policy dialogue, resulting in greater consideration of civil society proposals in national agricultural policies. Agricultural production improved through the adoption of better farming practices, and almost 9,900 rights-holders, the majority of them women, participated in advocacy and awareness-raising initiatives. Under the Right to a Safe and Healthy Environment, partner organisations promoted climate adaptation measures, energy-efficient cooking technologies, and access to clean energy solutions. They supported the development and implementation of local climate adaptation plans and helped strengthen community resilience to climate-related risks. Despite severe droughts, floods, and other extreme weather events, the programme continued to deliver results and enhance partners capacity to address climate change challenges.\n\n2019-2020: Consolidation under challenging circumstances\nLimited information is available regarding consolidated annual results for 2019 and 2020. However, programme implementation increasingly faced challenges associated with the COVID-19 pandemic, which affected field activities, stakeholder engagement, monitoring, and policy dialogue processes. These constraints contributed to delays in implementation and reduced opportunities to consolidate results and capture lessons learned.\n\n2021-2022: Cost-extension period and consolidation of results\nIn 2021, a cost-extension period was approved to allow We Effect and selected partner organisations to strengthen, consolidate, and sustain the achievements of AGIR I and AGIR II. The extension responded primarily to delays caused by the COVID-19 pandemic and enabled partners to complete outstanding activities, document key achievements, and institutionalize lessons learned and good practices from the six-year programme period. The extension period also ensured that the capacities, knowledge, and experience developed through the programme could continue to inform future initiatives in natural resource governance, climate resilience, food security, and environmental sustainability.\n\nKey results achieved during 2021-2022\n\n1. Increased Knowledge and Awareness of Rights and Sustainable Resource Management\nAn end-term survey was conducted across the five provinces where the NACE sub-programme was implemented (Maputo, Tete, Nampula, Niassa and Cabo Delgado). The survey assessed beneficiaries knowledge and perceptions regarding the programmes thematic areas and documented a high level of awareness among targeted communities. Results showed that 79.6% of respondents demonstrated knowledge of human rights issues, while knowledge levels reached 72.4% for food security, 72.2% for environmental management, 77.8% for climate change, and 74.2% for natural resource governance. These findings indicate that the programme contributed significantly to strengthening awareness and understanding of rights-based approaches to sustainable development.\n\n2. Enhanced Citizen Participation in Land Governance Reforms\nThrough support to the consultation process for the revision of Mozambiques Land Policy and Land Law, more than 5,000 citizens in Niassa Province approximately 3,000 women and 2,000 men were able to freely express their views and contribute to shaping future land legislation. The consultations provided communities with an opportunity to influence policies affecting their land rights and livelihoods. The process also represented a successful collaboration between civil society organizations, coordinated through the Forum of Non-Governmental Organizations of Niassa (FONAGNI), We Effect, and the government through the National Commission for the Revision of the Land Policy (CRPNT). This experience demonstrated the value of inclusive and participatory approaches to land governance reforms.\n\n3. Improved Knowledge Base and Strategic Responses to Conflict in Northern Mozambique\nA comprehensive study entitled Situational Analysis: Natural Resources and Potential for Armed Social Conflict in Northern Mozambique was completed. Covering Niassa, Nampula and northern Zambézia provinces, the study examined not only the ongoing conflict but also its underlying social, cultural and economic drivers. An accompanying action plan was developed to support government institutions, civil society and development partners in addressing root causes of instability. In addition, the study generated 1,001 small business ideas and entrepreneurship opportunities that could be adapted by women, men and youth, thereby contributing to economic inclusion and offering alternatives to involvement in non-state armed groups.\n\n4. Strengthened National and International Dialogue on the Blue Economy\nThe second edition of the Growing Blue Conference, organized by the Ministry of Land, Environment and Rural Development, was held in Vilanculos, Inhambane Province, in November 2021. The event gathered nearly 400 participants in person and approximately 700 participants virtually, including senior government officials, governors, municipal leaders, ambassadors (including the Ambassador of Sweden), development partners, and representatives from international organizations. The Presidents of Mozambique and Kenya participated in the opening ceremony, alongside representatives from the United Nations, African Union and European Union. The conference contributed to two important policy outcomes. First, Mozambique and Kenya signed a Memorandum of Understanding (MoU) to strengthen cooperation in ocean governance and the sustainable management of marine resources. Second, the Government of Mozambique officially launched the National Marine Spatial Plan, providing a strategic framework for the sustainable use and protection of marine and coastal resources.\n\n5. Successful Completion of Financial Verification and Closure Processes\nFollowing the second edition Growing Blue International Conference, We Effect initiated the process of verifying and certifying conference-related expenditures to ensure compliance with Sida' s financial requirements. Due to the complexity of the review process, the certification extended beyond 2021 and was successfully finalized during 2022. The completion of this process contributed to sound financial management and accountability within the programme and supported the orderly closure of activities under the extension
