Sweden is working with kFw, the European Investment Bank and the European Union for financial closure for the implementation of the project as a follow up or result of the study. Although the study has been approved by the MTA further studies are needed by the financiers but it has been agreed that these studies will be carried out by the owners engineer during the first phase of the project, for example design of optimal dam height. Although it is EDM's responsibility to pay for resettlement costs the financiers are of a strong opinion that the number of resettled families currently living in the area that will be flooded as a result of the construction of the dam should be reduced to the minimum to avoid possible reputational risks. The implementation of the Tsate Hydro Power Plant will meet one of the contemplated outcomes of the PPF i.e. increasing generation capacity by 50MW. Futhermore the major risk of extensive resettlement has been mitigated by changing the route of the transmission line by upgrading an existing line.\n\n(b) Bundled Transmission Network Studies\nProject concluded, Sweden is currently working with other donors to cofinance a package of 2 transmission lines, the Massinga Vilanculos TL and the Nampula Angoche TL. For this package Sweden has committed MSEK350, EU Meur10, KfW MEur 10 and the EIB Meur 50.\n\n(c) Feasibility Studies for the rehabilitation of distribution networks in\nNampula, Angoche and Xai Xai Project concluded information from these studies is being used for the implementation of the Proenergia project.\n\n(d) Massinga  Vilanculos Transmission Line (TL)  Feasibility Study (FS)\nThe final ESIA report was submitted to MTA for approval in December 2022 and approved on March 2023. This project is contemplated under the transmission lines package of which Sweden has committed to finance and is negotiating with other donors for co-financing.\n\n(e) LOT 1  FS  110KV Nampula Angoche  Ongoing\nThe feasibility study of this project which forms part of the transmission package to which Sweden has already committed to finance is underway and the\ninception report has already been submitted. This project will be implemented also together and in coordination with the Proenergia project.\n\n(f) LOT2  Reconstruction of Cabo Delgado Province  Ongoing\nThe feasibility study for this project is ongoing and an initial final draft report has been submitted for review by the financiers, Sweden included, who have\ncommitted to finance this project. Sweden has committed MSEK150, Norway MNok 150 and the EU will delegate MEur 15 to Sweden for this project.
