The office in Maputo receives administrative and technical backstopping from the regional office in Johannesburg and from headquarters in Washington DC. All agreements of programs in the region, including the agreement for this program, are signed off by the regional office in Johannesburg. The disbursments are made to the multi-donor trust fund in Johannesburg but are handled by the local office.\n\nIn Phase 1 2018-2022 the Program aims to achieve at least US$4 million in administrative cost savings for the private sector, especially SMEs. Private sector savings will mainly derive from the overall reduction in aggregate time and costs for businesses to comply with government regulations related to property registration and business inspections. Phase 1 is co-financed by Swiss state organisation for economic cooperation SECO.\n\nIn Phase 2 2019-2023 the Program will aim to support generation and retention of investment - foreign and domestic - by helping remove barriers to entry and operations and actively promoting investments in key economic sectors. This coupled with market reforms will lead to more competitive sectors and higher productivity. Ultimately this is expected to help create job opportunities, and encourage the development of a more diversified economy. \n\nThe Program will support crosscutting improvements to the investment climate, as guided by the DB methodology; through the streamlining and automation of property registration procedures; by helping develop the insolvency regulatory and institutional framework; and introducing good regulatory practices to improve the delivery of business inspections; Identify and promote specific investment opportunities and remove private sector challenges identified in key sectors; Identify issues that affect market functioning and support market reforms that enhance the development impact of private sector participation; Improve transparency, access to information and the predictability and efficiency of public administration services in key reform areas.\n\nThe Swedish funding for the program will be 30.000.000 SEK over a 4 year implementation period 2018-2023. SECOs contribution is 14.500.00 SEK for phase 1, and the Swedish funding would finance the financing gap of 41% for phase 1 and 100% of phase 2. The funding vehicle is a Multi-Donor Trust Fund (MDTF) for which IFC will charge a standard administration fee of 5%. The draft regulations are still with Mozambican authorities for review. Apparently, the government is considering creating a new authority for economic zones that is separate from APIEX, but the current fiscal space might hamper this development.\nThe ongoing WB project \"Economic Linkages for Diversification\" has a specific section on revising and improving the sector investment promotion strategy. Once this assessment has been concluded IFC and APIEX will have discussion based on its recommendations and explore the possibilities to design a new\nproject under Pillar 1.\nThere is also an opening for APIEX to engage with IFC's network for the African Investment Promotion Agencies (even though Mozambique is not one of the selected countries).\nThe IFC, together with the WB, supports the newly established Presidential Coordination Unit for Reforms and Strategic Projects (Gabinete Central de Reformas e Projectos Estrategicos - GCRPE) in its work to improve delivery on reforms and public-private dialogue. The IFC support to the unit focuses reforms that should improve the investment climate and unlock private investment particularly in job intensive sectors, which are aligned with new government strategy. And this is also aligned with the recently approved WB Group Country Partnership program, which also was supported by the IFC. The engagement with GCRPE is delayed and still on concept note stage. Foreseen that the full project will initiate second semester 2026 with support by EU (currently EU and Sweden). Some supporting activities were carried out during the reporting period. \n\n\nPillar 2 - Sector specific reforms\nIn 2025 the three ongoing sector projects, Biofuel, Regional Pharmaceutical Diagnostic and Agrobusiness Investments in Limpopo, were concluded. \n\n*Biofuels Mozambique \nThe project was designed to assess market feasibility and regulatory gaps affecting biofuel investments in Mozambique, with a focus on production of bioethanol and biodiesel for blending with gasoline and diesel. The findings were positive, both in relation to possible production and cost, in comparison with fossil fuel. However, when compared with international biofuel markets, concern remain about Mozambiques ability to compete on price.\nIFC delivered all agreed outputs and submitted a final draft report to the Ministry of Economy and Finance, and the Ministry of Energy and Mineral Resources. According to IFC, the report provides an in-depth analysis of Mozambique's biofuel sector, identifying key opportunities and challenges, and also social as well as environmental considerations. It also outlines recommendations and a draft action plan to advance the sector, including regulatory reforms to clarify biofuel procurement for blending, strengthened environment and social guidance, and a pilot initiative to blend biofuels with fossil fuels in a selected region in Mozambique.\nIn its progress report, IFC highlighted several lessons learned that point to shortcomings in the initial part of the process  most notably the lack of formal coordination. Another shortcoming was the limited engagement with the private sector. IFC advised the ministries to involve private stakeholders from the beginning, but this recommendation was not endorsed. As a result, key private sector perspectives  such as pricing, procurement processes and blending targets  where not incorporated, undermining investor confidence. An interministerial committee has been established to review the recommendations for the Biofuel project. This suggests a renewed commitment from the Government of Mozambique to move the process forward. \n\n*Regional Pharmaceutical Diagnostic\nThe COVID 19 pandemic further exposed the structural limitations of Africas pharmaceutical industry. Heavy reliance on manufacturing capacity outside the continent had tangible consequences for African countries, particularly in their ability to access vaccines and essential medicines during the crisis.\nThis diagnostic and scoping exercise aims to provide a deeper understanding of the strengths, weaknesses, opportunities, and threats shaping the pharmaceutical sector in Mozambique. It also assesses the extent to which the enabling environments support local private sector manufacturing and ensure access to pharmaceutical products.\nIFC identified several key findings and recommendations, including the following:\nOpportunities in Mozambique are linked to its growing population, strategic geographic position, and the rising prevalence of noncommunicable diseases. Challenges include the need to strengthen the regulatory environment. Sector regulators lack sufficient resources to fulfill their mandates, and infrastructure constraintssuch as transport networks, energy supply, and water qualitylimit the sectors development.\nThe diagnostic was presented during a two day International Conference on Local Production, Research and Development of Medicines and Health Products held in Maputo in 2025, where it formed part of a high level panel discussion.\n\n* Agrobusiness Investments in Limpopo\nThe establishment of the Limpopo Agribusiness SEZ represents an opportunity to advance agribusiness development in the region. By the end of the project, several assessments had been completed, including an investor demand analysis, identification of priority areas, and mapping of potential cropland.\nDespite these efforts, progress in this sector was slow and the project did not achieve its full potential. IFCs lessons learned note that the anticipated information sharing by national authorities did not materialize. Instead, key data had to be collected at provincial and district levels, causing delays.
