Transformation through Financial Inclusion (ACTIF) is a project\nsupport to the microfinance development in the DRC.\n\nIt is not a direct support to vulnerable groups and small Congolese businesses, nevertheless it provides support to the institutions that are mostly involved in extending services to improve financial inclusion and are working closely with vulnerable populations. UNDP and UNCDF will implement the intervention jointly with local actors at macro, meso and micro level. (i) UNDP is working with and strengthening the capacities of these institutions at macro level, through the Central Bank. (ii) At meso level with the Financial Integration Fund (FPM) and the APROCE and ANIMEF professional associations. (iii) At micro level, UNDP will work with microfinance institutions and savings and credit cooperatives that are registered with the Central Bank, and it is up to these institutions to give microcredit to their target groups.\n\nThe Administrative Officer of the Funds is the UNDP Multi-stakeholder Trust Fund Office (MPTF-O). The DRC UNDP office and UNCDF will be responsible for implementation.\n\nThe intervention aims to contribute to financial inclusion in the DRC through the following actions: (i) improving the legal and regulatory framework and institutional framework for a harmonious and secure development of the microfinance sector, (ii) capacity building and financial infrastructure development, including the structuring of the profession to support the sustainability of financial services accessible to many people as possible, (iii) Strengthening the capacity for the service providers to provide diversified financial products and services adapted to the low-income population.\n\nThe contribution has the following approaches:\n1. Support the DRC's micro financial sector and thereby contribute to increased financial inclusion.\n2. Capacity-building for the financial service sector, focusing on products and services for low-income customers.\n3. Increase access to savings, credit, transfers and remittance services, by focusing on low-income women, young people and micro entrepreneurs in rural areas.\n\nThe total budget for the intervention is SEK 50,153,988.00 (USD 5,735,880). The Swedish Embassy will contribute with up to SEK 40,895,174 (USD 4,771,899.00) for the implementation of the intervention during the period 2017-2021. The remaining budget will be financed by UNDP and UNCDF: UNDP 3,170,900 (US $ 370,000) and UNFPA 6,370,723 SEK ($ 743,375). The common objective has been financial inclusion for the most vulnerable, especially for women and young people in rural and peri-urban areas, for access to financial services adapted to their needs. Partners have worked together in a spirit of synergy and complementarity. These include the Central Bank, professional associations, the microfinance promotion fund and the 21 local financial institutions supported by the project. This was also done through innovative products adapted to the needs of the target population and mobile banking to achieve territorial coverage in poorly or unserved areas. More credits for micro and small businesses as well as  small income generating activities contribute to the socio-economic growth of the country.\n\nThe DESKECO magazine of JUNE 18, 2024 reports that the overall rate of use of financial services (financial inclusion) in the DRC has experienced a significant increase and amounts to 38.5% while the rate was 13%. In 2010, only 3.5% of adults had an account. 20% come from electronic money operators and 13% from the financial sector, banks and microfinance. Even with this increase in access to credit, the DRC remains below the average for sub-Saharan Africa which stands at 55%.\n\nThe significant increase in the financial inclusion rate between 2010 and 2022 is mainly explained by digitalization and the creation of Electronic Money Establishments from 2012. At the micro level, a total of 21 partner financial institutions strengthened by the project have totaled 1,709,312 active clients since the start of the project compared to 990,855 clients in 2017, the year the project started. The Project worked to consolidate customer confidence in the services offered to startups, village associations, IGAs, micro and small Congolese businesses. These Partner Institutions were equipped with new management information systems which allowed rapid and timely processing of the various information, operations and data collected within the institution whereas previously all these operations were manual causing a lot of losses and diversions. There was also the automation of client management processes at the level of all microfinance institutions with a digital solution called ARGOS which is a web and mobile software solution that allows the automation and dematerialization of customer processing in microfinance financial institutions, whatever its size, small or large.\n\nMany farmers working in the informal sector have been integrated into the formal sector. That is 11,900 Customers including 10,600 women. 15,442 young people were able to benefit from specific loans, for example loans for young finalists such as start-ups in agriculture. The microfinance sector has started using improved digital solutions which have initiated greater financial inclusion reaching new customers  in difficult reach rural areas. Five new products are being developed by the three financial institutions strengthened by the project (CEAC Matete (okaki Finances), CAHI and IMF Guilgal.
