Fortbildningen kombinerade\nonlinekurser med långsiktiga förändringsprojekt i deltagarnas egna\norganisationer, följt av regionala konferenser och erfarenhetsutbyte mellan\nländerna.\n\nSom en del av programmet genomfördes 41 förändringsprojekt med fokus på\nbland annat miljöförvaltning, kapacitetsutveckling, hälsa och säkerhet, småskalig\ngruvdrift samt gruvstängning och rehabilitering.\n\nResultaten visar att programmet har bidragit till både stärkt kompetens och\nkonkreta institutionella förändringar. Alla deltagare uppgav att deras kunskap om\ngruvavfall förbättrats, och att de blivit bättre rustade att arbeta med exempelvis\nmiljökonsekvensbedömningar. Chefer inom de deltagande myndigheterna\nbekräftade att deltagarna levererar bättre analyser och rapporter och är bättre\nrustade för dialog med olika intressenter. Sammantaget har programmet stärkt\ndeltagarnas förmåga att utöva sina myndighetsuppdrag och bidragit till en mer\nansvarsfull gruvsektor.\n\nFörändringsprojekten har också lett till konkreta resultat i flera länder. I Kenya\nutvecklades nya verktyg, rutiner och riktlinjer för bland annat\nmiljökonsekvensbeskrivningar, gruvstängning och småskalig gruvdrift. I Liberia\nbidrog projektet till att ta fram ett nationellt regelverk för hantering av\nsandmagasin, vilket trädde i kraft 2025 och stärker myndigheternas möjlighet att\nförebygga miljöskador. I Tanzania utvecklades riktlinjer och utbildningsmaterial\nför hållbar hantering av gruvvatten och gruvavfall inom småskalig gruvdrift, och\ndessa används nu i myndighetsverksamhet. I Zambia bidrog projekten till\nreformer som ska göra det enklare för småskaliga gruvarbetare att verka inom\ndet formella systemet genom förbättrade tillståndsprocesser och stärkt\nmiljöarbete.\n\nUtöver de planerade resultaten gav programmet också flera positiva bieffekter.\nEtt starkt professionellt nätverk växte fram mellan deltagarna, vilket skapade\nlångsiktiga relationer och möjligheter till fortsatt kunskapsutbyte efter\nprogrammets slut. Programmet bidrog inte bara till ökat lärande mellan de\ndeltagande länderna, utan också till stärkt samarbete mellan myndigheter,\ngruvföretag, branschaktörer, lokalsamhällen och civilsamhällesorganisationer\ninom respektive land.\n\nI flera förändringsprojekt involverades gruvindustrin aktivt i framtagandet av nya\nriktlinjer och regelverk. I Liberia genomfördes exempelvis breda konsultationer\nmed myndigheter, gruvföretag, experter och lokalsamhällen vid framtagandet av\ndet nationella regelverket för sandmagasin. I Tanzania utvecklades riktlinjer för\nsmåskalig gruvdrift i nära samarbete med gruvarbetare och lokala aktörer,\nsamtidigt som utbildningar genomfördes för att sprida kunskap om miljöoch\nsäkerhetsfrågor. I Zambia skapades närmare samverkan mellan myndigheter\noch småskaliga gruventreprenörer för att identifiera hinder i tillståndsprocesser\noch utveckla mer ändamålsenliga regelverk. Även i Kenya bidrog programmet till\nen tätare dialog mellan tillsynsmyndigheter och gruvsektorn genom utvecklingen\nav miljörelaterade riktlinjer och inspektionsrutiner.\n\nI Kenya har projekten legat i linje med landets prioriteringar och haft starkt stöd\nfrån myndigheternas ledningsgrupper. Det har gjort att resultaten fått stort\ngenomslag, särskilt inom miljömyndigheten NEMA. Projekten har också\nuppmärksammats som goda exempel för andra myndigheter, vilket visar att\nprogrammet haft betydelse på nationell nivå. I projekten har deltagarna tagit\nfram nya verktyg och arbetssätt, till exempel: system för att övervaka gruvavfall,\ngemensamma rutiner för inspektion av sandmagasin samt riktlinjer för\nrehabilitering av mark vid gruvors stängning. Detta har lett till flera vägledningar\nsom stöd för inspektörer och som gör det lättare för allmänheten att förstå\ngruvornas miljöpåverkan. Tre särskilt viktiga resultat är skapandet av: 1) riktlinjer\nför miljökonsekvensbeskrivningar i gruvsektorn, 2) en handbok för artisinal mining (småskallig gruvbrytning) kommittéer\noch 3) utkast till riktlinjer för gruvstängning och efterbehandling.\n\nDe riktlinjer för gruvstängning och efterbehandling som togs fram i Kenya togs\nsedan vidare i ett annat Sida program (Environmental Governance Programme,\nEGP) och färdigställdes med stöd från Naturvårdsverket och UNDP. Riktlinjen\nska säkerställa att gruvor stängs på ett sätt som skyddar både miljön och\nmänniskors hälsa, och bygger på principen att den som orsakar skadan också\nansvarar för att åtgärda den (NationalGuidelinesonMinesitedecommissioningandrehabilitationmin.\npdf).\n\nProgrammet bidrog därmed till att minska kunskapsgapet mellan offentlig sektor\noch näringsliv samt ökade förståelsen för respektive aktörs ansvar och\nutmaningar. Myndigheterna fick en bättre förståelse för gruvföretagens operativa\nförutsättningar samtidigt som företagen fick ökad insikt i miljökrav,\ntillsynsprocesser och hållbarhetsfrågor.\n\nUr ett svenskt perspektiv har programmet dessutom bidragit till att öka\nkännedomen om svensk kompetens inom hållbar gruvnäring, miljöförvaltning\noch myndighetsutövning. Genom SGU:s, Naturvårdsverkets och Luleå tekniska\nuniversitets medverkan har deltagarna fått ta del av svenska erfarenheter kring\nmiljötillsyn, gruvstängning, avfallshantering, transparens och samverkan mellan\nmyndigheter och näringsliv. Programmet har även vid de studiebesök som\ngenomförts i Sverige gett en möjlighet att exponera svensk gruvindustri, något\nsom i förlängingen kan stärka Team Sweden uppdraget om handel och bistånd.\nProgrammet har därigenom stärkt Sveriges synlighet och anseende som\nkunskapspartner inom hållbar gruvutveckling och bidragit till att etablera\nlångsiktiga relationer mellan svenska aktörer och myndigheter i de deltagande\nländerna.\n\nEn av deltagarna i ITP:n, Berexford S.
