The target groups are the police, prosecutors, social authorities and municipalities, civil society organizations working on GBV-related issues, actors running shelters, health workers and relevant ministries and authorities. After completing the program, the participants are expected to have increased knowledge, tools and contact areas to drive effective change processes within their respective organizations and institutions. Each individual programme cycle constitutes a step towards the intervention goal and each participant in the programme is expected, through their change work, to contribute to strengthening their organisation's conditions in relation to the concrete challenges, problems or difficulties that the country and\u002For organisation is facing. Participants from the different programme cycles shall collaborate with each other and be given the opportunity to build sustainable networks among themselves.\n\nThe intervention shall comprise 10 programme cycles and initially target Ukraine, Montenegro, Albania, Kosovo and Moldova. More countries than the initial five will be added to the programme. The decision on which countries will be added to the programme will be made by Sida after a dialogue with the Police. The Police shall submit a proposal for new countries no later than in connection with the annual report for 2018. Sida will include funds in the intervention decision to cover costs for the Police in connection with the addition of new countries. En utvärdering gjordes i samband med avslutet.\n\nInsatsens övergripande mål var att myndigheter och organisationer med särskilt ansvar för att förebygga och bekämpa genusbaserat våld har ökad kapacitet att genomföra sitt arbete enligt rättsstatsprinciper. Programmet har också skapat långsiktiga\nprofessionella nätverk och bidragit till att förändra attityder, stärka\nrättighetsperspektivet och ge större utrymme åt frågor som rör särskilt utsatta\ngrupper.\n-----------------\nInsatsen har i hög grad bidragit till att stärka kapaciteten hos deltagande\nmyndigheter och civilsamhällesorganisationer att förebygga och bekämpa\ngenusbaserat våld (GBV). Deltagarna har utvecklat ökad kunskap inom GBV,\nförändringsledning och samverkan och omsatt denna kunskap i sitt dagliga\narbete. Redan under programmets första år rapporterade deltagarna att de aktivt\narbetade med att involvera män och pojkar som förändringsaktörer, utmana\nnegativa stereotyper samt förbättra bemötandet och tillgången till stöd och\nkompensation för personer som utsatts för könsrelaterat våld.\n\nResultaten på individnivå har varit starka genom hela programperioden. Under\n2019 uppgav samtliga deltagare att de använt kunskaper och metoder från\nprogrammet i sitt arbete, bland annat för att stärka stödet till särskilt utsatta\ngrupper såsom romer, personer med funktionsnedsättning, äldre kvinnor och\nHBTQI personer. Deltagare har även utbildat myndighetspersonal, utvecklat nya\narbetssätt och drivit förändringar inom sina respektive organisationer.\n\nPå organisatorisk nivå har insatsen bidragit till utveckling och implementering av\nnya metoder, rutiner, strategier, handlingsplaner och styrande riktlinjer för arbetet\nmot GBV. Deltagare har bidragit till policyutveckling, utbildningsinsatser,\nlagstiftningsprocesser och nationella riktlinjer i flera programländer. Exempelvis har utbildningar om våld i nära relationer integrerats inom Kosovos polisväsende, utbildningar om GBV etablerats vid universitet i Moldavien och\nspecialiserade åklagarfunktioner för barns rättigheter utvecklats i Ukraina.\n\nInsatsen har även bidragit till konkreta systemförändringar såsom förbättrade\nskyddsmekanismer för våldsutsatta, utveckling av nationella protokoll,\nspecialiserade enheter och stärkt samordning mellan olika aktörer. I Ukraina har\nBarnahusmodellen introducerats och utvecklats med inspiration från svenska\nerfarenheter.\n\nEtt av programmets mest framträdande resultat är den ökade samverkan mellan\nmyndigheter och civilsamhälle. Den strategiska sammansättningen av deltagare\nhar bidragit till ökad förståelse för olika aktörers roller och skapat nya plattformar\nför samarbete. Genom programmets Sverigefas etablerades även nya\ninternationella samarbeten, exempelvis mellan en moldavisk organisation och\nden svenska organisationen Fatta!, vilket bidrog till erfarenhetsutbyte kring\nlagstiftning om sexuellt våld och samtycke.\n\nSlututvärderingen visar att en majoritet av deltagarna upplever att institutionella\nförändringar har ägt rum sedan de anslöt till programmet. Särskilt starka resultat\nkan noteras inom tvärsektoriell samverkan, attitydförändringar och utveckling av\npraktiska verktyg och metoder för att förebygga och bekämpa GBV.\n\nResultaten är särskilt tydliga i organisationer där flera deltagare från olika\nprogramomgångar kunnat bygga vidare på varandras arbete. Detta har bidragit\ntill organisatorisk förankring och långsiktiga förändringar snarare än enbart\nindividuellt lärande. Programmet har därmed i stor utsträckning lyckats omsätta\nsin förändringsteori i praktiken genom att skapa förändringsagenter som\npåverkat sina organisationer och sektorer.\n\nOväntade resultat:\nUtöver de planerade resultaten har programmet genererat flera positiva effekter\nkopplade till det intersektionella perspektivet.
