Build coordination among the forensic institutions as per the requirements of the new Law on the Judicial Expertise and the Status of Judicial Expert and the efficient management standards.\n1.2. Strengthen human and methodological sustainability of the forensic system\n1.4 Development of Forensic Case Management System (e-system)\nOutput 2: Enhanced capacities for coordinated justice delivery and improved access to justice for the vulnerable groups at the subnational level (in 4 pilot regions)\nThe component will be focused on developing capacities for a coordinated justice delivery at the sub-national level to ensure better access to justice for the vulnerable groups. This component will explore and experiment innovative solutions, developed and tested at the grass-root level in pilot areas, to improve the access to and the administration of justice and coordination between agencies and to advocate that results from the pilot areas are scaled-up and inform national policy making in this sector. Emphasis will be put on strengthening capacities of various justice chain actors and streamline of processes and procedures. It will focus on addressing issues of administration of justice at the grass-root level that adversely affect the most vulnerable, while empowering and working with civil society organizations to enhance access to justice for the population, as well as communication between diverse actors in the justice and law enforcement sector. Experiences and achievements in the pilot areas will be documented and shared to inform sector-wide policy change and reform initiatives at the national and\u002For sub-national levels. The Output will be implemented through the following indicative development interventions subject to revision following the results of the mapping exercise and needs assessment to be undertaken during the inception phase of the Project: \n2.1. Facilitate the coordination, cooperation and capacitation of key justice sector actors in four (4) regions of the Republic of Moldova (North, South, Centre and Gagauzia) through the development and operationalisation of the technical dialogue\u002Fcoordination platforms among the core justice chain actors (judiciary, prosecution, police, legal aid\u002Fdefence lawyers), civil society and other social stakeholders on issues related to the efficiency of and access to justice for local population, and with a particular focus on vulnerable groups.The 4 pilot regions were decided in a way to cover North, South, Center and Gagauzia Region (the autonomous region where Gagauz minority is located) – to have the intervention in regions from all Moldova. In the process of identifying the regions for intervention, the priority was given to regions with a lower development index and which have received less development assistance complemented by selected data on the functioning of justice (criminality rate, functioning of courts, progress in solving different categories of cases, presence of vulnerable groups, etc.). Gagauzia region was picked up by default – as the region is not very well integrated in the national processes including justice ones, Soroca – is a region were Roma community represents a major part of the population and the priority will be to develop the necessary tools including for Roma community to have access to justice in a improved way. The regions for intervention are related to the optimized court map, so that the proposed interventions take place as a priority in the district where the headquarters of the court is located. \n2.2. The core justice chain actors - members of the local technical coordination groups - will be engaged in capacity development program tailored to the needs of the group (up to 20 professionals from each pilot region), focusing on building leadership skills, management skills (project management, time management), strategic communication capacities (in particular, with the vulnerable groups), professional ethics and integrity and human rights knowledge and implications for concrete contexts. The issues to be addressed will be identified during the technical dialogues. They could include, but will not be limited to the following:\n• Addressing particular aspects of legislation and legal practice related to justice for local population in the pilot regions considering their specific context and with a focus on vulnerable groups, victims of crime, arrests, ethics, anti-corruption\u002Fintegrity, etc.;• Supporting the improvement of case management and pretrial procedural mechanisms between police, prosecution, legal aid\u002Fdefence lawyers and courts to reduce criminal justice delays; • Modelling a sector approach to GBV cases between police, legal aid\u002Fparalegals\u002Fdefence lawyers, prosecution, courts, prisons and\u002For probation to operationalize an effective response of the whole penal chain to this matter and ensure equal access to legal and judicial protection for the GBV survivors and working with aggressors on the basis of the related international and national standards and best practices.For instance, the experience and the model of work in GBV cases facilitated by the NGO “Artemida” from Drochia will be presented for inspiration and eventual replication.\nThe lessons learned exercises and events will be organised for the codification of the regional experiences and for their upscaling to other regions and\u002For to the national level. In addition to the above, central justice institutions will be involved into the project implementation as Board members, thus building their ownership and commitment for further upscaling. Coordination with UN Women will be ensured to benefit from the synergy of efforts, especially on the GBV related issues.\n2.3. Define, develop and pilot innovative solutions for a more efficient administration of justice and improved access to justice for the vulnerable groups at the subnational level.\n2.4. Strengthen capacities of civil society in the pilot regions and confidence building between the justice sector actors and the civil society and people belonging to vulnerable groups from pilot regions. The Project will engage with local civil society organizations from the selected pilot areas to strengthen their institutional and expertise capacities to proactively oversee justice delivery and engage in improving access to justice, thus creating by these means a sustainable social environment demanding justice.\n2.5. Support the forensic institution reform\n\n- the assessment was conducted on the collaboration and coordination within the national forensic institutions system and review of the current career development system for judicial experts (admission to the profession, initial and continuous training, qualification\u002Flicensing, performance evaluation, professional conduct, and disciplinary proceedings, etc.); \n\n- the Project continued its support towards enhancing capacities of national forensic institutions personnel in better communicating with the beneficiaries of the provided services as well as the general public.during the reporting period, the Project carried out training activities on the following subject areas: communication skills, public speaking, stress management, emotional intelligence, and crisis management trainings. three video tours of the national forensic institutions have been produced with the A2J Project support, describing the scope of work, mandate of the institutions and also providing a presentation of the laboratories and the necessary equipment for performing different types of judicial expertise.Building on the findings of the assessment of communications and outreach needs of the management and personnel of forensic institutions, the project worked towards unifying the visual identity of the institutions, by supporting the institutions to review the design of the existing institutional logos and developing new logos alongside with the internal and external Logo Usage Guidelines; \n\n- UNDP completed the assessment of deficiencies of interaction of forensic institutions with the demanders of forensic services. To identify gaps and opportunities for improving these relations a survey with the participation of judicial experts, judges, prosecutors, lawyers, and criminal investigation officers from different regions of the country was carried during the reporting period. In total 150 justice professionals from the project intervention regions participated the survey;\n\n- UNDP alongside the Project Responsible Party IRP, worked to develop the Guide on judicial expertise for justice professionals, which aims at addressing the lack of information on scope and procedures associated with conducting a judicial expertise, noted in the assessment of deficiencies of interaction of forensic institutions with the demanders of forensic services;\n\n- the findings and recommendations of the analysis of the legislative framework conducted with Project support during the reported period, as well proposals for amendments, have been shared with the national forensic institutions and Ministry of Justice and have been used in the process of review of the Order of the Minister of Justice no. 120\u002F2018 on the approval of the Regulation of the Commission for Discipline of Judicial Experts and Order of the Minister of Justice no. 444\u002F2017 on the approval of the Regulation on the procedure and criteria for evaluating the performance of judicial experts and the manner of awarding qualifications;\n\n- the Functional analysis of the national forensic system was deployed and aims to provide a comprehensive review of the functionality of the national system of forensic institutions in the Republic of Moldova, both at the institutional and systemic levels;\n\n- UNDP engaged with the three forensic institutions to work towards the set priorities in addressing the weaknesses pointed out in the findings of the Assessment of the institutional development needs. The following results were produced: \n   \n- the Project continued with the support to the CLM Toxicology Unit in obtaining accreditation to SM SR EN ISO\u002FIEC 17025:2017;\n\n-  CLM was supported in its efforts towards ISO 9001:2015 Quality management systems10 certification, obtained in December 2021; \n\n- the Project supported capacity building of the personnel of the three national forensic institutions in the context of transition to the new version of ISO 17025 standard, ISO 9001 and ISO 17020;\n\n- the Project completed drafting the Technical Concept of the Forensic Case Management System (FCMS), and supporting documentation, including the Regulatory Impact Assessment necessary for approval of normative acts which foresee the use of state budget, required for submitting the Concept for approval of the Government and submitted these to the Ministry of Justice;\n\n- UNDP and the WLC developed and published a practice-based Standard Operating Procedure13 on forensic expertise in cases of domestic violence, which aims to enhance the efficiency of forensic doctors in their response to cases of domestic violence.describes the procedure to be followed when conducting forensic medical, psychiatric and clinical-psychological interventions \u002Fprocedures in relation to domestic violence victims;\n\n- the gender screening of five policies and regulations of Centre for Legal Medicine (5 documents revised out of which 2 approved) was carried out in 2021;\n\n- a Training manual for forensic doctors intervention in domestic violence cases and learning support have been developed. The manual explains the domestic violence phenomenon, the international and national legal framework in the field, the health systems response, the measures, and actions necessary to prevent and combat domestic violence, causes and consequences of domestic violence and will be used by the lecturers of the Forensic Medicine Department of the Medicine and Farmacy University of Republic of Moldova;\n\n- during the reporting period the baseline assessment of the coordinated response of the justice system to cases of domestic violence was completed. The current problems and barriers in the criminal justice system were identified and recommendations for implementing a more efficient and coordinated response of justice sector professionals to cases of domestic violence were provided.\n\nComponent 2. Coordination with justice professionals at the local level\n\n- UNDP continued its work alongside the Project Responsible Party, IRP, its work in the four target areas (Soroca, Criuleni, Cimislia, Comrat) to facilitate the work of Dialogue Platforms on Access to Justice (Dialogue Platforms) composed of justice chain actors;\n\n- the Dialogue Platforms composition was extended in 2021, from 73 members to 78, as representatives of the justice chain institutions from Dubasari district expressed interest in joining the discussions in the Criuleni platform and provide their inputs in relation to barriers faced by population on the left bank such as: failure to recognize documents and decisions issued by unconstitutional authorities (ex. in judicial cases related to determination of the alimony, childs domicile, inheritance where the documents that were issued by Transnistrian institutions and presented by the parties in the judicial proceedings are not admitted as relevant evidence by the national courts (ex. Criuleni, Grigoropol etc.).\n\n- the members of all four platforms addressed the National Legal Aid Council (NLAC) with the formal request to increase the number of lawyers offering qualified state guaranteed legal aid and of paralegals as well as recommending identification of a solution\u002Fmechanism which would allow provision of primary legal state guaranteed legal aid services by NGOs that have programs and experience in providing free primary legal aid to people from vulnerable or marginalised groups. As a result, in 2021 the NLAC territorial offices were supplemented by 5 paralegals and 70 lawyers for delivering state guaranteed legal aid;\n\n- the members of the Dialogue Platforms also enhanced their knowledge and skills as part of the capacity building and professional development program on the following subject areas: addressing systemic issues in the field of access to justice, referral of cases to public and\u002For civil society institutions in order to solve socio-legal problems of the beneficiaries, effective tactics in communicating with beneficiaries\u002Flitigants, communication and interaction with the public, including media, access to justice for minority groups (linguistic, ethnic, religious) and people with disabilities;\n\n- 4 local mini-initiatives submitted by legal professionals from supported regions were approved to be financed: \n\n1. Strengthen the multidisciplinary approach to ensuring a life free of violence: 3 training sessions during which 35 persons from 16 localities of Criuleni district were informed about Gender Based Violence organised;\n2. Strengthening access to justice within the Cimilia prosecutor's office: A special hearing room, with the possibility of audio and video recording, for criminal trial participants, created at the Cimislia Prosecutor's Office. Hence, high quality standards are applied in dealing with criminal cases in which hearings are conducted. A space of 38.5 m2 has been adapted. It is protected by a mirror wall, to allow the recognition of suspects in safe and confidential conditions. The necessary space was provided by the Cimislia Prosecutor's Office. The room has also been soundproofed and endowed with modern equipment, such as video cameras and microphones;\n3. Increased access for people with locomotor deficiencies in the building of the local court from Soroca: an access ramp installed at the entrance to the Soroca District Court headquarters, to facilitate access to justice for people with locomotor disabilities, in equal and non-discriminatory manner. The intervention was coordinated closely with the Center for the Rights of Persons with Disabilities as to ensure that the construction complies with technical accessibility regulations for people with locomotor disabilities, namely: the ramp is made of non-slip material, the inclination angle of the ramp is according to accessibility standards, and bars are installed on both sides of the ramp. support at an appropriate distance.\n4. Increased access to informational resources for the local court from Dubasari, Criuleni: At the initiative of two judges, a legal library with literature in Romanian was opened. This will help to improve the knowledge and skills of justice professionals and increase the quality and efficiency of justice. Moreover, the legal library, open to all interested people, serves as a source of information for citizens in the security zone.\n\n- during the reporting period, UNDP and Invento organised an online legal hackathon35 -HackJustice: An Access to Justice Hackathon;\n\n-  UNDP and National Legal Aid Council worked on raising the awareness of population in the project intervention regions on the new functionalities of the Information System CNAJGS (IS CNAJGS);\n\n- the institutional capacities building program for the four local NGOs-beneficiaries of the Project conceptualized based on the institutional needs assessment of the NGOs conducted by IRP during the Inception Phase was initiated and implemented at 80 %;\n\n- the NGOs recipients of the institutional support grants started the implementation of the projects described in the grant agreements:\n\n1. NGO Each one Contributes to a Change (Criuleni): Elaboration and piloting of the Regulation on the identification, assistance and referral of cases for women and men with disabilities and\u002For subjected to domestic violence in Criuleni and Dubasari districts in the field of access to justice\n\n2. NGO Youth Resource Center DaciaCounselling: a referral service for young people in the field of access to justice was created; Report on \"Access to justice for young people in Soroca district\" elaborated and it will be publicly discussed in the region.\n\n3. NGO Association Legal Clinic (Comrat): conducted public lectures on human rights thematic in different settlements of ATU Gagauzia; monitoring on access to justice for people from social vulnerable groups in Gagauzia conducted and report elaborated;\n\n4. Association Local Democracy Agency of Moldova (Cimislia): elaborated a Report Access to justice of vulnerable and marginalized groups from Cimislia.\n\n- the Project initiated the support to the National Bureau of Statistics (NBS), in carrying out the sectoral evaluation of official statistics on crime and justice in the Republic of Moldova in line with European Standards and United Nations Office on Drugs and Crime (UNODC).The sectoral evaluation of official statistics in the field of crime and justice will address central public authorities, the police, the judiciary, the penitentiary, the prosecutor's office, as well as representatives of other law enforcement agencies from the country and aims to determine the degree of compliance of crime and justice statistics in the Republic of Moldova with the international standards in the field, in particular of the Manual for the Development of a system of Criminal Justice Statistics;\n\n- a Guide for the Beneficiary containing schematically depicted information and leaflets were developed and distributed through the National Legal Aid Council network;\n\n- the Project also carried out a campaign to promote the mandate and activities of the Dialogue Platforms on Access to Justice which reached 81,250 citizens;\n\n- 28 school pupils from four districts of the country, gathered in a Youth Summer Camp, learnt what human rights are, which institutions are responsible for their protection, and what tools are at national and international level for the protection of human rights.\n\nUpdate 2024:\nSida extended the project til December 2024. The amendment represents a consolidation phase of the project initiated for the period of 2020-2023 and will extend till December 2024. The additionally requested funds will be used to consolidate and enhance sustainability of the results and activities achieved under the ongoing project, in line with the work plan here attached for the consolidation phase.\nThe additional activities will lead to an accredited Centre for Legal Medicine (accredited in line with ISO\u002FIEC 17025:2017 (biology department) and ISO\u002FIEC 17020:2012) and National Center of Judicial Expertise and Police Forensic Center accredited\u002Fcertified in line with ISO\u002FIEC 17020:2012. In addition, the support will focus on aamendments to the regulatory and policy framework in forensic area. The new Phase will also enable for the Forensic Case Management System (FCMS) to become operational through transmitting the ownership of the system toward Ministry of Justice.\nMore specifically, additional activities will support the set project Outputs as follows:\n\nOutput 1: Forensic system strengthened with digitalised processes and sustainable technical, professional and administrative capacities\n- Enhance the coordination and collaboration among the forensic institutions:\nSupport to enhancing collaboration among the forensic institutions and experts, as well as implementation of change management practices in their strategic activities directed to the transposition of the changes to the normative framework regulating the judicial expertise area by engaging them in regular subject matter dialogues and events, common capacity and team building exercises, annual conferences; Strengthen international cooperation and exchange with peer institutions and professional networks from EU member states to align to the EU directives.\n- Strengthen institutional and professional performance of the forensic system:\nSupport the Centre for Legal Medicine in setting up the quality management system and comply with the requirements of ISO accreditation. A technical assessment of the existing wastewater sewage system within the Centre for Legal Medicine will be carried out and a feasibility study on the possible solutions for equipping CLM with modern and environment compliant facilities for wastewater sewage system will be developed.\nThe operationalization of environmental expertise within the National Centre of Judicial Expertise will be supported by equipping the laboratory with the necessary basic equipment, kits and\u002For consumables as well training of personnel.\nTraining for forensic doctors and auxiliary medical staff on the revised Regulation governing the determination of bodily injuries, with an emphasis on psychological violence, as well as communicating in a sensitive manner and focused on the needs of the victim.\n- Development of Forensic Case Management System (e-system):\nSupport to creation of the hardware and software environments, provision of strategic advice, support services and ICT capacity building to forensic institutions, the Ministry of Justice of the Republic of Moldova and Agency for Legal Informational Resources necessary for enabling the proper functioning and use of the FCMS and interoperability of data used and generated by the system.\n\nOutput 2: Enhanced capacities for coordinated justice delivery and improved access to justice for the vulnerable groups at the subnational level\nStrengthen the knowledge and research base for sector wide collaboration and interventions. The Project will support the National Bureau of Statistics in implementation of the Roadmap to operationalize the recommendations of the Assessment of crime and justice statistics carried out in 2022. Additionally, a review of the legal framework and the national practice in the area of technology-facilitated gender-based violence will be carried out and recommendations for future amendments to the normative framework will be developed.\n\nUpdate 2024 results:\nOver the course of the project, and particularly during the consolidation phase in 2024, a number of key results have been achieved, both expected deliverables aligned with the project design, and unanticipated outcomes that reflect the project's adaptive approach to Moldovas evolving justice context.\n\nOne of the most significant expected results was the advancement of the Forensic Case Management System (FCMS). After initial delays in 2023, the project successfully transitioned into the piloting and testing phases in 2024. The systems technical specifications, workflows, and interface were developed and validated in collaboration with all three national forensic institutions. Although performance testing revealed some infrastructure limitations, particularly when handling high user loads, the system architecture proved scalable, and technical adjustments were made to address identified issues. This progress puts the FCMS on track for full operational deployment in early 2025.\n\nAnother important milestone was the progress toward ISO\u002FIEC accreditation for Moldovas forensic institutions. The project facilitated the preparation of the Forensic Biology Department at the Centre for Legal Medicine (CLM) for ISO\u002FIEC 17025:2018 accreditation and supported the Police Forensic Centres efforts toward ISO\u002FIEC 17020:2012. These efforts included technical assessments, tailored training, and the development of standard operating procedures (SOPs) a crucial step toward ensuring the scientific credibility and quality assurance of forensic outputs.\n\nIn parallel, the project supported the revision of Moldovas legal and regulatory framework for judicial expertise. While legislative progress was slower than expected in 2023, 2024 saw the Ministry of Justice take greater ownership of the reform process. Draft amendments covering the recognition of experts, flexible scheduling for urgent examinations, and transparent qualification procedures were developed and endorsed at the technical level, marking a shift toward institutional alignment and reform readiness.\n\nOn the access to justice side, 2024 saw the reactivation of regional Dialogue Platforms in Soroca, Criuleni, Cimislia, and Comrat. These forums brought together local justice actors to identify systemic barriers and co-create practical solutions. Their work culminated in a national event and a set of joint recommendations, including proposals for mobile legal aid teams, expanded paralegal networks, and tailored legal education programmes results that aligned closely with the projects goals under Output 2, which had been inactive in 2023.\n\nThe project also successfully developed and disseminated awareness materials to promote mediation services. Using animated videos and dialogue-based storytelling, the campaign demystified the mediation process and promoted it as a practical, accessible alternative to formal litigationparticularly important for vulnerable populations. These multimedia tools marked an effective communication strategy and will continue to be disseminated during the final months of the project.\n\nIn addition to these planned outcomes, several unexpected but positive results emerged. For example, the projects support to the NGO Eco Contact led to the first-ever technical and environmental assessment of the wastewater infrastructure at the Centre for Legal Medicinean overlooked but critical issue for ensuring compliance with environmental and public health standards. This initiative laid the foundation for future infrastructure upgrades in the medico-legal sector.\n\nAnother unanticipated outcome came from the collaboration with the Womens Law Centre, which led not only to improved training for forensic doctors on handling gender-based violence (GBV) cases, but also to the development of legislative proposals aimed at aligning Moldovas domestic legislation with the Istanbul Convention. These amendments addressed digital forms of violence and proposed changes to over 20 legal instrumentsextending the projects impact beyond technical training into national legal reform.\n\nFinally, the project contributed to Moldovas broader statistical and institutional alignment with EU standards through support for the implementation of the International Classification of Crime for Statistical Purposes (ICCS). This work included multi-agency workshops and the development of draft statistical correspondence tables, further positioning Moldova to generate reliable, internationally comparable crime and justice data.\n\nUpdate 2025 results:\nThe project implemented activities across regulatory reform, institutional capacity development, digitalization of forensic processes, and evidence generation for justice sector policymaking. The results include completed legal amendments, institutional strengthening measures, and partial progress in the deployment of digital systems, alongside implementation challenges affecting system functionality.\n\nUnder Objective I, the project supported the revision of the legal and regulatory framework governing judicial expertise. This resulted in the adoption of Law No. 191 of 10 July 2025, introducing 37 amendments to Law No. 68\u002F2016. The amendments revised terminology, clarified professional requirements for forensic experts, adjusted evaluation procedures, and introduced provisions aligned with international standards, including ISO 17025 for laboratory accreditation. These changes constitute a formal update of the regulatory framework governing forensic expertise.\n\nAt institutional level, forensic institutions benefited from technical trainings, software upgrades, and methodological support aimed at improving operational practices and aligning procedures with international standards, including ENFSI benchmarks. Support was provided for accreditation processes, including gap analysis for ISO\u002FIEC 17020 compliance and development of 10 standard operating procedures. These measures were implemented to support conformity with international quality assurance requirements.\n\nA key component under Objective I was the development and deployment of the Forensic Case Management System (FCMS). The system completed development, piloting, testing, cybersecurity validation, and user training, and was deployed on the national MCloud infrastructure. Following deployment, beneficiary institutions identified functional and operational limitations affecting selected modules and workflows, which restrict the systems use for routine operational purposes. As a result, the system is currently not fully operational in its intended institutional setting. Technical corrective actions have been initiated in coordination with the developer and beneficiary institutions, based on user feedback and identified system deficiencies.\n\nUnder Objective II, the project implemented a national Access to Justice Survey with approximately 4,000 respondents, generating data on barriers to justice services and institutional trust. The findings indicate disparities in access to justice among different population groups, particularly affecting vulnerable and low-income categories.\n\nThe project also supported communication capacity development for justice sector institutions through targeted training activities involving prosecutors, judges, lawyers, forensic experts, probation officers, and penitentiary staff. In addition, efforts were made to strengthen crime and justice statistics through the establishment of a National Working Group on International Classification of Crime for Statistical Purposes ICCS implementation and completion of the mapping of national criminal legislation to ICCS categories, currently subject to formal approval procedures. A study visit to the Hungarian Central Statistical Office was conducted to support knowledge exchange on statistical methodologies.\n\nIn 2025, the A2J project contributed to Moldovas alignment with the EU acquis, particularly under Chapter 18 (Statistics), through support to the implementation of the International Classification of Crime for Statistical Purposes (ICCS), as implementing ICCS becomes a functional requirement to comply with the EU statistical acquis.\n\nWhile the project did not directly draft primary legislation, it provided targeted technical assistance and facilitated a structured inter-institutional process to align national crime and criminal justice statistics with European and international standards. A key component of this support is the development of the Correspondence Table, which maps ICCS with national criminal code sections.\n\nKey achievements include:\n- Establishment of a permanent National Working Group on ICCS implementation (September 2024), led by the National Bureau of Statistics and comprising nine key justice sector institutions, Ministry of Justice, Agency for Digitalisation of Justice and Judicial Administration, National Prison Administration, National Probation Inspectorate, Ministry of Internal Affairs, MIA IT Service, General Police Inspectorate, General Prosecution Office;\n\n- Strengthening of technical capacities of national stakeholders to apply ICCS methodology, including classification, data disaggregation, and statistical reporting aligned with EU and international standards;\n\n- Advancement of the ICCS correspondence table, a critical tool for harmonising national data with international classifications.\n\nOverall, the project delivered outputs related to regulatory updates, institutional capacity building, data collection, and initial deployment of a forensic case management system. Implementation of the FCMS identified functional and operational constraints requiring further technical adjustments prior to full operational use. Continued corrective actions and technical follow-up are required to address system limitations and ensure alignment with intended functional
