Thanks to the additional funds provided by the donor, a new cohort of women-led businesses at household level counting 56 projects has been supported starting with November 2022. Additionally, was continued the effort of capacity building activities in which participated more than 250 representatives of the LPAs, women entrepreneurs and NGOs.\n\nBuilding on the achieved results, in the next period of time, the project shall focus mostly on implementing the third outcome, by continuing to informational support to women headed households, agri-producers and communities aligned with their needs. At local level, the 30 partner LPAs shall be continuously assisted to adjust to the multiple crisis (environmental, pandemic, and energetic) oscillations while building resilient local communities. All this to scale and accelerate progress towards green, inclusive transitions that empower our beneficiaries through greater opportunity and resilience in the target zones.\n\n\n\n\nThe description below reflects the key achievements under each of the 4 programmatic outcomes of the Project, \n\nUnder Outcome 1 \nThe final versions of two Guides (RO and RU) for LPAs were published on UNDP web page and widely disseminated to relevant stakeholders. Other two (2) guides referring to the Application of the Environmental Impact Assessment and of the Strategic Environmental Assessment have been revised in line with the amendments to the legal framework and are submitted for consultations to national environmental NGOs. In the framework of the same outcome a national workshop was organised in May 2022 with participation of more than 80 participants representing local public authorities and civil society sector.\n\nAdditionally, with increasing awareness of gender-environment linkages, local policymakers from 12 localities have\nestablished gender-responsive local plans to mitigate the climate change risks and environmental impacts with gender aspects mainstreamed. By engaging women as part of this participatory process, the Project has strongly contributed to building institutional capacities that foster gender equality and ensure equal chances for everyone.\n\nUnder Outcome 2, three study visits on waste management practices and climate change mitigation measures has been carried out in 2022  1 (one) international and 2 (two) in-country  for ResCom project beneficiaries and partner NGOs engaged in coaching activities.\n\nThe 3rd Outcome constitutes the largest component of the 2022 Working plan and is composed of provision of technical and financial support to a) 30 communities, b) 64 women representing households and c) 11 women-led agriculture enterprises to overcome the energy crisis and put in place adaptation measures in the context of the climate change and environmental solutions for sustainable development of the communities and women-led business.\n\nUnder the 3rd Outcome an important role has been played by the 9 Environmental NGOs, engaged in provision of coaching and mentorship of project beneficiaries, organisation of practical workshops and exchange of good practices. Along with financial support, the Grants beneficiaries benefited of technical assistance and knowledge-sharing provided by the engaged\nNGOs. Thus, the women farmers have received theoretical training in the care of specific crops and in greenhouse management, and after they have received funding, underwent practical training for those crops and on building their resilience to climate change effects.\n\nMoreover, the beneficiaries  the communities and women entrepreneurs - benefited from guidance on environmental sustainability mainly focusing on safeguarding water, saving energy, reducing waste, using recyclable packaging, limiting or eliminating the use of plastics, composting, reusing paper and protecting flora and fauna. As a result, new practices were\ninitiated in the target communities and by this contributing to environment protection and improve the health of ecosystems and the wellbeing of people.\n\nWith the unfold of the energy crisis in October 2021, the energy efficiency and renewable development agenda has become even more relevant. With Project support, twenty-six (26) beneficiaries, including four (4) LPAs were supported to diversify their energy resources and to reduce their costs for energy. Besides the economic aspects, the provided support is contributing to CO2 emissions reduction, an important contributor to climate change.\n\n\nBy the end of the year 2022, all three Grants beneficiaries approved in 2021 have been successfully completed even the local and regional context has been deeply affected by the war in Ukraine. The additional projects for 57 women representing households have been launched at the end of the 2022 along with the Grant competition to select NGOs to offer assistance to the cohort II of the beneficiaries.\n\nCurrently, the main focus under the 3rd Outcome, is to continue the technical assistance for the all four groups of beneficiaries - Local Public Authorities, NGOs, women entrepreneurs, women with economic activity at household level through online and offline events, study visits and individual assistance based on their needs.\n\nFurthermore, the project will continue to put efforts in ensuring sustainability of the supported interventions and in offering on-going guidance for finding updated and viable solutions to pollution, climate change and biodiversity loss in order to step by step truly transform local communities and economies.\n\nUnder Outcome 4 pertaining to projects communication and replication efforts, in the reporting period, the Project implemented the Communication and Outreach Strategy and communication plan, elaborated in 2020. In line with the documents, there were implemented several communication activities to achieve the Project outcome and to promote the joint Sweden-UNDP assistance such as direct communication activities (public events, info sessions, interpersonal\ncommunication, etc.), outreach communication activities (press releases\u002Farticles, success stories, video stories, TV\u002FRadio shows, visibility materials, social media posts, etc.), and distribution of visibility materials during the 2022 activities and events.\n__________________________\nDuring the 2023 year the project has achieved  the results according to the agreed WorkPlan and budget. Overall, in spite of the regional security crisis, the ResCom project succeeded to implement all planned activities, consisting primarily in provision of technical and financial assistance for cohort II dedicated women with economic activity within their households.\nSpecifically, 57 women agri-producers have benefited from seed-funding for piloting climate resilient and environmentally friendly practices, coupled with specialised mentoring and coaching provided by 3 newly selected Environmental NGOs. As a result, the beneficiaries gained valuable and practical experience for adapting their businesses to the climate change effects and becoming more resilient to potential disasters and while at the same time securing alternative incomes for their families. Additionally, the effort of capacity building activities in which participated more than 200 representatives of the LPAs, women entrepreneurs and NGOs was continued.\n__________________________\nThe period from January to July 2024 corresponds to the project extension agreed upon between Sida and UNDP. This extension enabled the transfer of unspent funds totaling $78,352.43 from 2023 to 2024, allowing the project to support additional activities related to advancing the energy community concept in Moldova.\n\nThe afforementioned funds have been contributing to additional activities\u002F technical assistance related to supporting the Ministry of Energy in enabling the energy communities concept in Moldova. These activities are part of the project Outputs: 2; 3 and 4.\nDuring January to July 2024, the UNDP project contributed to several activites, such as:\n\n1. International Study visit to Slovenia and Austria, 2-6 April 2024:\nThe tour, aimed to acquaint the participants from Ministry of Energy and from energy sector with the operation of Renewable Energy Source (RES) communities within the European Union. The visit also provided insights into the legal framework, major challenges, lessons learned, and best practices in this area.\n\n2. Elaboration of Policy Paper on creation of Viable Energy Communities:\nThe document provides guidelines for establishing sustainable Energy Communities in Moldova, informed by European practices and input from over 70 local stakeholders. Three regional workshops were held to engage beneficiaries of the ResComWomEmp project and introduce the energy community concept. These events gathered feedback and highlighted legal challenges, particularly the inability of local authorities to form certain entities needed for participation. The Policy Paper includes recommendations to support the development of a Rulebook for community-led renewable energy cooperatives. It emphasizes the importance of local involvement, education, and awareness as key drivers for future legislative and investment efforts.\n\n3. High Level Policy Dialogue Event on Energy Communities in Moldova (27 May 2024):\nThe event marked a key milestone in advancing energy communities in Moldova, fostering high-level dialogue led by the Ministry of Energy to emphasize their role in energy security and economic development. It gathered 50 participants, including 15 women, representing major national stakeholders in energy policy and regulation. UNDP Moldova and the MESA project presented findings on legal barriers and introduced a policy paper outlining the Rulebook for operationalizing Energy Communities.
