Det senaste stödet som Sida gav till IPPF avslutades i december 2019.  \n\nDen planerade insatsen är ett stöd till IPPF och deras strategiska plan i form av ett kärnstöd för åren 2020-2022. \n\nIPPF etablerades 1952 i Indien, och är en global aktör inom SRHR med fokus på de allra mest utsatta. Denna internationella närvaro ger federationen en styrka och ett genomslag som inte finns motsvarighet till inom civilsamhället. \n\nMål och resultat:\n\n-  Ökad tillgång och möjligheter till SRHR-service, information och utbildning;\n-  Stärkta hälsosystem;\n-  Påtryckningsarbete för att förändra SRHR-policys och lagar.\n\nIPPF är en av de organisationer som inte bara talar om att ungdomars inflytande är viktigt utan man har krav på att styrelser och övrig representation på alla nivåer ska ha ungdomar i beslutsfattande ställning. Man har även en klar och tydlig policy vad gäller jämställdhet där det måste vara minst 50% av kvinnor på alla nivåer och forum. Compared to the outcomes in the previous IPPF Strategy (2026-2022) the new strategy encompassess similar types of outcomes, however adapted to the current needs as well as more in line with the organisational changes due to the reform the organisation has gone through over the last few years. The assessment is that the previous assessment done by Sida, based on the old IPPF strategy still holds. Importantly, however to highlight some of the key changes between the two strategies include:\n\nPreviously, IPPF's strategic ambition was to deliver increasingly high numbers of services, and drive policy change across a large number of countries. Further 5.5 million clients were served in humanitarian settings. IPPFs contraceptive provision averted 11.5 million unwanted pregnancies and 3.4 million unsafe abortions.\n\nExamples of results for 2021:\nIPPF contributed to a total of 121 policy and legislative changes in support or defence of sexual and reproductive health and rights (SRHR) and gender equality in 2021. Thats over two \"wins\" a week. 78 of these advocacy wins were due to work carried out by Member Associations (MA), of which 54 were at the national level and 24 at the subnational level.\n\nIn 2021, IPPF MAs provided comprehensive sexuality education to a total of 34.8 million young people, representing a 36 per cent increase on 2020. While the IPPF MA in China contributed 89 per cent of this total number of occassions, the number of young people who received comprehensive sexuality education in other countries also grew from 3.4 million in 2020 to 4.0 million in 2021:an 18 per cent increase.\n\nIn 2021, IPPF MAs trained more than 100,000 young people to provide comprehensive sexuality education, eight per cent less than the previous year. Almost half (49 per cent) were trained in the Americas and Caribbean region, 20 per cent in the Africa region and 13 per cent in the European Network.\n\nA total of 231.4 million services were delivered globally in 2021, a six per cent increase from 2020.\n\nKey results during 2023:\n- 115 advocacy wins in legislation or policy\n- 12.5 million people reached in humanitarian settings (26% increase since 2022)\n- 222.4 million sexual and reproductive health services deliverd to 71.2 million clients.\n\nResults Pillar 1: Center Care on People\n\nWhile the overall result in 2023 with 222.4 million SRH services delivered to 71.2 million clients was in fact a 2% decrease in the volume of services compared to 2022, the focus of the new strategy is rather to reach those hardest to reach. The decline can also be explained by some of the larger MAs not being able to deliver at their capacity due to conflict, national elections, etc. While other MA's such as Sudan (19%), Pakistan (25%), and Cameroon (43%) were able to increase their service delivery in spite of challenging contexts. MAs in the Africa Region contributed 41 per cent of total services in 2023, with Arab World MAs delivering a further 31 per cent.\n\nPathway 1: Expand Choice\n- 5.9 million abortion related services provided, a 17% increase compared to 2022 (64% Medical and 36% surgical).\n- 29.1 million STI\u002FRTI services provided\n- 52.4 million STI including HIV related services (11% increase from 2022), including 2.1 million HIV-related treatment and management services of which 192,000 involved the provision of ARVs, and 270,000 HPV and Hepatitis Vaccinations.\n- A total of 1.8 million fertility-related services during 2023, including 161,533 infertility treatment services\n\nPathway 2: Widen Access\n- in 2023, 85% of IPPF's clients belonged to marginalized or vulnerable groups\n-  46% were people under the age of 25 (28.2 million clients), out of these 9.5 million were aged 10-19 years old.\n- IPPF was the sole national CSO provider of SRH services in 54 countries, and the main provider in another 19 countries.\n- MAs provided 11% of contraception as measured through CYP and 4% of abortion services globally.\n- Contraceptive provision by IPPF MAs saved lives, helping to prevent 8.2 million unintended pregnancies and avert 2.5 million unsafe abortions, while saving US $519 million in direct costs to health systems\n\nPathway 3: Digital and Self-care\n- 20,946 abortion self-care services provided (48% increase since 2022)\n\nThe Case of Cameroon: IPPF MA in Cameroon have scaled up their abortion services delivery, and in particular expanded their digital presence to widen access, in particular through; provision of information, offering counselling and support, referral of people to delivery points where they can obtain quality medical abortion pills and ensure follow-up. Through accessible educational talks online, young people gain knowledge and skills; a community-based approach including face-to-face awareness-raising talks in and out of school and advocacy with women's and girls groups to mobilize support for abortion care. In 2023, 70 per cent of clients who had a medical abortion chose home-based care.  During 2023, 48 per cent of the MAs abortion services were provided to young people and the MA also reached 21,767 young people online and 17,896 young people in the community with comprehensive sexuality education (CSE) sessions including information about unintended pregnancy.\n\nIPPF's Humanitarian Programme\nThe humanitarian reach grew more than ever, responding in 44 countries and reaching over 12.5 million people (a 26 per cent increase compared to 2022) throughout humanitarian and fragile settings.\n\nIPPF's internal humanitarian funding mechanism, Stream 3, achieved a greater global reach than ever, responding to 18 crises and reaching 241,389 people. Responses included the war in Ukraine, earthquakes in Syria and Turkey, flooding in Mozambique and Ecuador, a cyclone in Zambia and the Manipur conflict in India. Stream 3 funding is intended to support timely, life-saving sexual and reproductive healthcare in humanitarian settings. As well as a grant of between US$50,000 and US$200,000  depending on the length and the severity of the crisis and other variables  MAs are able to establish local partnerships for service delivery and other key priorities.\n\nA core activity for IPPFs humanitarian programme is working with MAs so that they are better prepared to respond to a crisis. This takes place through in-person and remote training in the Minimum Initial Service Package (MISP) for sexual and reproductive health (a set of life-saving activities to be implemented at the onset of every humanitarian crisis), clinical management of rape, safety and security, sexual and gender-based violence and simulation exercises (SimEx) for crisis response. In 2023, the humanitarian team rolled out 81 trainings, reaching 4,562 staff across the Federation.\n\nExample of Sudan: Since the start of the war, six health facilities run by IPPF MA, Sudan Family Planning Association (SFPA), have suffered unprovoked attacks that have destroyed clinics, supplies, medical files and post-abortion care units. SFPA staff are on the frontline, providing medical and psychological support to women, including clinical management of rape and referrals for survivors of sexual and gender-based violence. In partnership with the Ministry of Health, SFPA has created and shared  via social media  a database including information about operational midwives and health facilities to help women find healthcare providers that are easier and safer to reach. SFPA has also involved community mobilizers, religious leaders and local Imams, champions, SFPA youth network and peer educators to raise awareness and run educational campaigns on sexual and gender-based violence.\n\nPillar 2: Move the Sexuality Agenda\n\nPathway 1: Ground advocacy\nIn 2023, 106 of IPPFs advocacy wins related to positive change, while nine blocked a negative change from occurring.\n\nPathway 2: Shift norms\nThe Winning Narratives Centre aimed to create sustained, broad public support for sexual and reproductive health and rights and gender equality by targeting the moveable middle of public opinion through value-based messaging. In 2023, this centre mainstreamed its work  first piloted in 2022  monitoring and researching anti-gender, anti-rights discourses and developing counter-narratives. It expanded targeted audience segmentation and tested messages as well as providing support to MAs in Indonesia, Mexico and Spain on developing their own narratives.\n\nCombating sexual and gender-based violence is a crucial element of IPPFs work to shift harmful norms, as is embedding these changes in law and policy. In 2023, IPPFs advocacy efforts delivered 12 policy or legislative changes relating to sexual and gender-based violence. IPPF MAs also delivered 3.5 million services relating to sexual and gender-based violence, with key contributions from MAs in Pakistan, Colombia and Morocco.\n\nPathway 3: Act with Youth\nIPPF MAs are at the forefront of providing evidence-based comprehensive sexuality education to young people in and out of school. In 2023, MAs delivered quality comprehensive sexuality education to a total of 36.5 million young people, a four per cent increase compared to 2022. Nine of our advocacy successes in 2023 related to education for young people.\n\nPillar 3: Solidarity for Change\nPathway 1: Support to Social Movements\nIn 2023, the LGBTIQ Safety and Security project identified ten organizations from around the world, including MAs and other activist groups IPPF partners with, who address LGBTIQ issues in a conservative environment and as a result face risks. The project conducted a context analysis to understand key threats and risks facing IPPFs country partners, and carried out security and safeguarding assessments for each MA or partner. This offers IPPF a better understanding of the safety and security needs of our partners at the national level, with a focus on LGBTIQ  activists, social movements, and the MAs who work with them.\n\nPathway 2: Strategic partnerships\nThe new strategy is showcasing a new IPPF in terms of being humble to the fact that they cannot solve the issue of SRHR alone, they articulate their need to collaborate widely with other actors, something we have also seen in action over the past year. In their report they write the following: \"Public campaigns are a key part of IPPFs strategy to win support for sexual and reproductive rights and bring about real change. We know that the impact of campaigns is greatly amplified by collaboration with other organizations whose aims are aligned, but who may have different skills and the ability to reach other target audiences with their messages.\"\n\nIn 2023, IPPF led or participated in 48 public campaigns on a wide variety of themes including SGBV, access to sexual and reproductive health services, abortion and sexual and gender diversity. Of these, 28 involved collaboration with other sexual and reproductive health and rights organizations, while 12 involved working with organizations from outside the sector. Colectivo Rebeldía, IPPFs MA in Bolivia, led the Estamos (We Are) campaign which produced videos and held events to position LGBTIQ populations as equal members of society and to raise the visibility of the issue.\n\nCase study:Expanding acccess to abortion care in Mexico\nThe feminist organization, Grupo de Información en Reproducción Elegida (GIRE), brought the legal challenge, with the support of advocates, activists and civil society organizations including IPPF MA, Mexfam. The MA played a key role in creating a supportive environment for the court ruling, advocating for the removal of barriers to abortion care at both the state and federal level. Mexfam collaborated with GIRE in expanding the legal framework to promote access to safe abortion care in the country. In the states of Hidalgo and Veracruz, advocacy activities included developing abortion guidelines for health workers, officials, civil society organizations and people seeking abortions, as well as conducting training. \n\nPathway 3: Innovate and Share Knowledge\nIn 2023, 56 per cent of research and evidence initiatives generated by MA- led centres of learning were based in the global south.\n\nA concrete example:  \"Family Planning Association of Trinidad and Tobago (FPATT) is one example of an MA supported through SEAP which has successfully taken a social enterprise approach. Recognising a gap in the market between free but overcrowded public health, and expensive private care, FPATT launched a new diagnostic clinic. The clinic provides integrated sexual and reproductive health services including the early detection and therefore treatment of reproductive cancers, offers an economical alternative to private health care and addresses the access gap for marginalized populations. The clinic recouped its costs in the first year of operation and continues to offer a sustainable income source to the MA.\"\n\nPillar 4: Nurture the Federation\n\nDuring 2023, IPPF conducted MA-wide consultations to revisit their charter of values, their brand and IPPF's role in the global ecosystem of SRHR. This process will continue during 2024 and will be presented during the GA in 2025.\n\nIPPF are increasingly monitoring diversity of funding, with the increasingly challenging funding landscape the federation is looking at mapping out priority countries where key indicators for SRHR are lagging furthest behind and where the anti-rights movement is growing strong. The past few years of transformation has resulted in a IPPF that is better fit for purpose, with key functions across the federation and strengthened data management systems and capacities in place. \n\nIn 2023, IPPF continued to roll-out their work on anti-racism including efforts to shift power across all levels of the federation. The anti-racism working group have developed a theory of change setting out the priority areas for action needed to transform the federation. The ToC has been presented across the federation and discussed in regional and global meetings. \n\n\"The journey to becoming an anti-racist organization takes time. It is not a one-off initiative: it requires ongoing reflection and learning. In 2024, we will roll out online training in anti-racism across the Federation and engage with MAs in identifying ways to decolonize research. Throughout the year, we will advance the Anti-Racism Programme of Action, promoting social justice, inclusivity and equity within IPPF and
