FAO är en kunskapsorganisation och ett forum för policydialog med ett normativt och standardsättande uppdrag. FAO arbetar med att samla in, analysera, vidareutveckla och distribuera information om jordbruk, skog, fiske, nutrition och livsmedel. Arbetet sker bl.a. genom FAO:s publikationer, statistikinsamling och publicering, informationsspridning och tekniskt stöd. FAO har också en betydande humanitär verksamhet och bidrar till att utveckla synergier mellan humanitära insatser och långsiktig utveckling. FAO utformar även system för att utrota, hindra och mildra effekterna av gränsöverskridande sjukdomar hos växter och djur. FAO:s verksamhet finns i över 130 länder.\n\nFAO:s övergripande mål är: utrotande av hunger, otrygg livsmedelsförsörjning och undernäring, utrotande av fattigdom och främjande av ekonomiska och sociala framsteg för alla samt hållbart bevarande och nyttjande av naturresurser inklusive land, vatten, luft, klimat och genetiska resurser för framtida generationers gagn. FAO har utifrån detta formulerat fem strategiska mål: \n1) Bidra till att utrota hunger, motverka otrygg livsmedelsförsörjning och felnäring\n2) Göra jordbruk, skogsbruk och fiske mer produktivt och hållbart\n3) Minska fattigdomen på landsbygden\n4) Möjliggöra inkluderande och effektiva jordbruks- och livsmedelssystem, samt\n5) Öka motståndskraften vid hot och kriser för att trygga försörjningsmöjligheterna.\nDärutöver har FAO formulerat ett sjätte horisontellt mål som tar sikte på teknisk kvalitet, statistik och horisontella teman (klimat, jämställdhet, styrning och nutrition).\n\nFAO:s totala budget för åren 2017–2018 är på ca 2,6 miljarder dollar, varav ungefär 60 procent finansieras genom frivilliga bidrag och resterande 40 procent utgör medlemsavgifter. Detta är den tredje generationen FMM och de tidigare faserna har utvärderats vederbörligen. Nuvarande FMM är en tydlig förbättring bland annat vad gäller styrning, kriterier för allokering av medel, och tydligare koppling till FAO:s resultatramverk. \n\nSyftet, omfattningen och de allmänna principerna bakom FMM är nu: \na) Stöd till realiseringen av FAO: s arbetsprogram, anpassning till organisationens prioriteringar och fokus på resultat\nb) Flexibel finansiering \nc) Bidrag till organisationsramverket \nd) Främjande av kapacitetsutveckling\ne) Politisk rådgivning och partnerskap\nf) Stöd till aktiviteter på landnivå som är helt anpassade till FN:s landprogram (UNDAF) och\u002Feller FAO:s landprogram (CPF), samt\ng) främja katalytisk effekt, innovation och transformativ påverkan. \n\nFMM har inom ramen för FAO:s strategiska ramverk (MTP 2018–21), givit prioritet till följande sex områden: Evidensbaserad politik och globala instrument relaterade till klimatförändringar; anständigt landsbygdsarbete (med inriktning på kvinnors egenmakt och jämställdhet mellan kvinnor och män, ungdomsarbete och barnarbete); Migration; Hållbara livsmedelssystem; samt Hav och blå tillväxt. \n\nSmåskaligt fiske (SSF)\nLivsmedelsotrygghet och fattigdom i småskaliga fiskesamhällen är av multidimensionell karaktär och orsakas inte bara av minskande fiskeresurser och låga inkomster utan också av faktorer som hindrar fullt åtnjutande av mänskliga rättigheter inklusive civila, politiska, ekonomiska, sociala och kulturella rättigheter. Småskaligt fiske tenderar att hanteras på ett otillfredsställande sätt, både vad gäller resurshantering och ett bredare socialt och ekonomiskt utvecklingsperspektiv, inklusive livsmedelstrygghet. Projektet ger stöd för att skapa en möjlig miljö för utveckling av kapacitet, organisatorisk förmåga och kunskaper och det har ett starkt genderfokus. Den täcker småskaligt fiske i både hav och insjöar längs värdekedjan, inklusive förädlingsledet. Länder där programmet kommer att fokusera kommer att utvecklas under en inceptionsfas. Projektets förväntade inverkan är, en förbättrad styrning av småskaligt fiske som bidrar till att utrota svält och fattigdom, hållbar utveckling och hållbar användning av naturresurser. Projektet kommer att bidra till att säkerställa ett säkert och hållbart småskaligt fiske till gagn för småskaliga fiskare, fiskeriarbetare och deras samhällen samt för samhället som helhet. Projektet stärker genomförandet av FAO:s frivilliga riktlinjer för att säkra hållbart småskaligt fiske inom ramen för livsmedelssäkerhet och fattigdomsutrotning (SSF-riktlinjer).\n\n\nAnständiga jobb för ungdomar (ICA)\nSida har tidigare stött FAO: s arbete inom anständig sysselsättning på landsbygden (Decent rural employment, DRE) och har ansett arbetet som framgångsrikt och relevant. FAO har samarbetat med ILO på ett bra sätt och Sida har därför en öronmärkning till detta område för att säkerställa tillräckliga resurser för ett gott genomförande. Projektet ”Den integrerade landsstrategin för anständiga arbetstillfällen för ungdomar i livsmedelssystemen” kommer att stödja länder i att anta och genomföra fler utvecklingspolitiska strategier, strategier och program för ungdomsmiljöutveckling. Dess yttersta mål är att minska fattigdomen på landsbygden och migrationsströmmar bland unga kvinnor och män på landsbygden genom att minska arbetslösheten. Med mer än 70 miljoner arbetslösa ungdomar över hela världen och 156 miljoner unga arbetstagare som lever i fattigdom är ungdomssysselsättning ett toppolitiskt problem.\n\n\nInternationellt fördrag om växtgenetiska resurser för livsmedel och jordbruk (ITPGRFA)\nDet internationella växtfördraget ger en global plattform för att göra det möjligt för länder att få tillgång till den växtgenetisk mångfald de behöver för att utveckla nya växtsorter, så att de kan möta framtida behov och klara av framtida utmaningar när det gäller livsmedel och nutrition. De 144 länder som är parter i det internationella växtfördraget åtar sig att dela växtgenetiskt material, inklusive frön och viktig information, enligt ett gemensamt system och regler. Målen för fördraget är bevarande och hållbar användning av växtgenetiska resurser för livsmedel och jordbruk och en rättvis fördelning av fördelar som uppstår till följd av deras användning, i överensstämmelse med konventionen om biologisk mångfald, för hållbart jordbruk och livsmedelstrygghet (CBD).\n",1,{"narrative":283,"type":286},[284],{"value":285},"FAO Strategic framework\nThe contribution will support FAO, in implementing its Medium Term Plan 2018-21 and Programme of Work and Budget 2018-19 (C 2017\u002F3). Support to enhance countries’ capacities to adapt to the adverse impacts of climate change, and to develop or implement national adaptation plan for Nationally Determined Contributions is very prominent. The SO-level indicators comprise 12 indicators of SDGs 2, 6, 14 and 15 to track progress in sustainable productivity, environment degradation and climate change adaptation by sector, and genetic resources conservation. Four additional SDG indicators (SDGs 13, 14 and 15) are included at Outcome level to monitor progress on climate change adaptation and mitigation, implementation of international instruments for fisheries, and level of financing for sustainable use of ecosystems.\nStrategic Objective 3: FAO’s contribution to reducing rural poverty will focus on support to broad, multi-sectoral pro-poor policies and strategies at country and regional level that target the diverse spectrum of livelihoods. This requires broadening FAO’s engagement beyond traditional partners in Ministries of Agriculture, as well as efforts to embed FAO’s technical work within the processes of rural poverty reduction policies at country level. The SO-level indicators comprise nine indicators of SDGs 1, 2, 8, and 10 and the Outcome-level indicators include seven SDG indicators (SDGs 1, 5, 8 and 14) to measure poverty and access to productive resources, income and decent employment, and gender equality.\nStrategic Objective 4: In contributing to the development of agricultural and food systems, FAO supports countries in increasing their inclusiveness of small-scale actors and more vulnerable groups, while at the same time continuing to take advantage of opportunities for efficiency gains. Focus will be on enhancing countries’ capacities to participate in the formulation of international standards and trade agreements, to design and implement supportive policies and regulations, and in the development of value chain. The SO-level indicators comprise four indicators of SDGs 2, 12 and 17, and Outcomes include seven SDG indicators (SDGs 2, 8, 9, 10 and 14), on financing and investments, loans or credit, exports subsidies, tariff lines applied to imports from developing countries and implementation of international instruments on illegal, unreported and unregulated (IUU) fishing.\nStrategic Objective 5: To reflect the recent global political commitments, FAO’s contribution to increasing the resilience of agricultural livelihoods and responding to threats and crises gives focus to climate change and induced extreme weather events, risks to ecosystem health, food chain threats and One Health, and damage and losses, conflict prevention, peace and stability and displacements. SO-level indicators comprise nine indicators of SDGs 1, 2, 11, 13, 15 and 16, and Outcome indicators include five indicators of SDGs 1, 5, and 13.\nSida Supported Subcomponents\nAs stated the contribution will have four components: Flexible multi-partner mechanism (FMM), Small-scale fisheries (SSF), Boosting decent jobs for youth, and International Treaty on Plant Genetic Resources for Food and Agriculture (ITPGRFA)\nAll the cooperation areas are priorities of the organisation and well integrated in the results framework. All FAO activities at HQ or in the field, funded with voluntary or assessed contributions are classified supporting specific FAO strategic objectives and sub-objectives.\n- Flexible multi-partner mechanism (FMM), previously called FAO Multipartner Programme Support Mechanism (FMM);\nThe most flexible, least earmarked FAO voluntary funding window where so far Netherlands, Belgium, Flanders and Switzerland have done contributions. This is the third generation of FMM and the previous phases have been duly evaluated, and the present FMM is much improved.\nThe purpose, scope and general principles underlying the FMM are now: a) support to the realization of FAO’s Programme of Work, alignment with the Organization’s priorities and focus on results; b) flexible funding; c) contribution to corporate reporting; d) promotion of capacity development, e) policy advice and partnership; f) support to country level activities fully aligned with UNDAF and\u002For CPF; and g) fostering catalytic effect, innovation and transformative impact.\nThe programmes and sub programmes given priority were identified through the business development process, giving consideration to resource partners’ indicative priorities, and priorities that FAO considers to be important to achieving the SDGs and its Medium-Term Plan (2018-21). These six areas are as follows: 1. Evidence-based Policy and Global Instruments on FSN; 2. Climate Change (especially Climate-Smart Agricultural Approaches, and NDCs; 3. Generational Gaps and Decent Rural Employment (focusing on Women empowerment and Gender equality, Youth employment and Child labour issues); 4.Migration and Fragility; 5. Resilient and Sustainable Food Systems; 6. Oceans and Blue Growth (Fisheries and Aquaculture).\nThe final version of the Governance Document for the Flexible Multi-Partner Mechanism (FMM) has just been released so there is some further work on how to define the focus of our FMM cooperation, but a probable soft Swedish earmarking will likely be done towards: Support the FAO's work to follow up the 21 SDG indicators for which FAO are responsible; Sustainable productivity growth in agriculture; Activities in the framework of the implementation of Voluntary Guidelines for Responsible Land, Fisheries and Forest Management in the Field of National Food Supply (VGGT), and Responsible Investment in Agriculture and Food Systems (RAI); Gender, including strengthened women's economic empowerment; Strengthened capacity to address the positive effects of migration\n - Creating an enabling environment for securing sustainable small-scale fisheries within, Enhancing the contribution of small-scale fisheries to food security and sustainable livelihoods under the FAO Umbrella Programme for the Promotion and Application of the SSF Guidelines (SSF) \nFood insecurity and poverty in small-scale fishing communities is of a multidimensional nature and is not only caused by dwindling fishery resources and low incomes but also due to factors that impede full enjoyment of human rights including civil, political, economic, social and cultural rights. Small-scale fisheries tend to be inadequately addressed, both with regard to resource management and from a broader social and economic development perspective, including for food security and poverty eradication. The Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines), endorsed by the FAO Committee on Fisheries (COFI) in 2014, were developed to address this situation.\nThe project provides support to creating an enabling environment through the development of supportive policies, capacity, organisational skills and knowledge and it has a strong gender focus. It covers small-scale fisheries in both marine and inland waters along the value chain, including the postharvest sector. The expected impact of the project is “Improved governance of small-scale fisheries contributes to the eradication of hunger and poverty, to sustainable development and to the sustainable use of the environment”. Accordingly, the project will contribute to ensuring secure and sustainable small-scale fisheries for the benefit of small-scale fishers, fish workers and their communities as well as for society at large in the context of the Agenda 2030 and grounded in a human-rights based approach. Out of the planned total budget of 8,9 Million USD, FAO will forward 3Million USD to fisherfolks organisation to facilitate their work and activities for the benefit of their members.\nThe programme is part of \"FAO Umbrella Programme for the Promotion and Application of the SSF Guidelines\" which is also co-funded by Norway.\n - Integrated Country Approach (ICA) for boosting decent jobs for youth in the agri-food system; \nSida has previously supported FAO work within Decent rural employment (DRE), and has deemed the work as successful and relevant. FAO has cooperated with ILO in a good way. Sida have therefore the intension to earmark to this area, to safeguard sufficient resources for the good implementation.\nThe Integrated Country Approach for boosting decent jobs for youth in the agri-food system “ICA project” will support countries in adopting and implementing more youth-inclusive agri-food system development policies, strategies and programmes. Its ultimate objective is to reduce rural poverty and distress migration among rural young women and men by reducing unemployment and underemployment. With more than 70 million unemployed youth worldwide and 156 million young workers living in poverty, youth employment is a top policy concern.\nImproving young people’s access to productive resources, pursuing strategies aiming to make agriculture more productive and “greener” and helping small-scale producers and enterprises to cluster and shift into higher value-added activities in the supply chain can have significant potential to generate decent jobs and reduce poverty. Through this project, in collaboration with its partners, FAO will pool knowledge, expertise and resources to effectively catalyse a more programmatic response to the rural youth employment challenge and optimize the rural job creation potential of the agri-food system. The approach proposed will look at both the demand and supply sides in the rural labour markets. It will increase the employability and entrepreneurship capacity of rural young women and men on the one hand and promote youth-inclusive food system development on the other hand. The project proposes an integrated approach structured in main outputs: mappings and priority setting; Knowledge generation for evidence base policy development; Awareness raising and capacity development for youth-inclusive and employment-centred planning; Policy and programme development, with focus on agroterritorial processes of job creation; as well as Boosting FAO tools and internal capacity to promote youth employment in agri-food systems in a gender-sensitive manner\nThe project expects to directly benefit around 4,000 youth (of which 50% are young women) across 12 countries (Ethiopia, Senegal, Uganda, Rwanda, Nigeria, Tanzania, and\u002For Kenya; Guatemala, Honduras, El Salvador, and \u002For Paraguay; Cambodia, Laos, Vietnam) in terms of capacity building and access to employment and entrepreneurship support. In the long term, the policies, strategies and investments to be established through the project are expected to benefit a total of some 2 to 5 million youth.\nThe drivers and impacts of migration are intimately linked to FAO’s global goals of fighting hunger and achieving food security, reducing rural poverty and promoting the sustainable use of natural resources. FAO has a unique role to play in reducing rural migration, in view of its experience in supporting the creation of better conditions and resilient livelihoods in rural areas. Together with its partners, FAO also commits to further expand its work towards strengthening the positive contribution that migrants, refugees and IDPs are bringing for poverty reduction, food security and nutrition, and resilience of rural households.\nFAO has considerable experience in addressing migration in both developmental contexts and protracted crises. Agricultural and rural development can contribute to address the root causes of migration and build the resilience of both displaced and host communities, laying the ground for long-term recovery. \nFAO works with relevant stakeholders to strengthen their capacities to provide viable livelihood opportunities in agriculture and rural areas in countries in protracted crises. It also protects the right to food of all people on the move, while fostering their integration and strengthening the social and economic resilience of host communities. Working with its partners and using resilient agricultural livelihoods as a key instrument, FAO plays an important role in: i) addressing the factors that compel people to move, especially those linked to natural disasters, conflicts over natural resources and environmental and livelihood deterioration in rural areas; ii) strengthening resilience of both displaced people and host communities and iii) harnessing the positive contribution of migrants and displaced people and fostering their integration.\nThe world population is young: 1.2 billion youth aged 15-24 live in the world today and almost 88% of them are in developing countries. Globally, nearly two-thirds of youth are found in a state of extreme, moderate or near poverty, reaching over 90% in South Asia and sub-Saharan Africa. They increasingly perceive migration as the only opportunity to make a living: one third of all international migrants are youth in the 15-34 age group. \nAlthough the world's youth population is expected to grow, employment and entrepreneurial opportunities for young women and men remain limited – particularly for those living in economically stagnant rural areas of developing countries. Hence, creating more productive and beneficial jobs for the rural youth is particularly urgent. Rapid population growth and urbanization, as well as rising household income, will have a dramatic effect on the increased demand for jobs, food, energy, clean water, infrastructure, and social services. \nFood and agriculture can contribute substantially to solve the youth employment challenge. There is a largely untapped reservoir of farm and non-farm employment opportunities in the agriculture sector and within food systems. Advancing decent jobs for youth in rural areas will also contribute to effectively achieving the Sustainable Development Goals by 2030, considering the strong links between employment, agricultural development, food security and poverty reduction. To be successful, an approach to promote decent rural employment at country level should aim to build synergies across different interventions, such as capacity development, institutional support, knowledge generation and partnership creation. For example, providing skills development for youth without facilitating their access to markets and credit may result in a failure. Each intervention should be tailored to the local needs and capacities. This is what FAO is doing through its Integrated Country Approach (ICA) for promoting decent rural employment. The last publication The State of Food and Agriculture (SOFA) 2018 had as an annual team Migration, agriculture and rural development, and gives extensive policy recommendations in areas like the need for policy coherence between migration and agriculture and rural development policies is essential to ensure safe, orderly, and regular migration. Policies should not aim to reduce or accelerate migratory flows, but rather to maximize the economic and social benefits while minimizing the costs to migrants and societies.\n- International Treaty on Plant Genetic Resources for Food and Agriculture (ITPGRFA), Core Administrative Budget and the special fund for agreed purposes.\nFAO’s International Treaty on Plant Genetic Resources for Food and Agriculture aims to ensure that the wealth of the world’s food crop diversity in conserved, shared and sustainably used so that farmers can continue to grow the food needed to feed our growing world population. The Treaty now has 144 Contracting Parties.\nThe International Plant Treaty provides a global platform for solution by enabling countries to access the plant diversity they need to develop new varieties so they can address future needs and withstand future challenges regarding food and nutrition security. Contracting Parties of the International Plant Treaty undertake to share plant genetic material, including seeds and vital information, under a common system and set of rules.\nMain Components & Mechanisms: 1. Encouraging conservation and sustainable use of the world’s plant genetic material for food and agriculture (PGRFA), so that current and future generations can have the food they need.; 2. Under previous Strategy for\nSweden's global development cooperation in environment, climate and biological\ndiversity 20222026 objective Strengthened protection and restoration, as well\nas sustainable management and sustainable use of landbased ecosystems,\nbiodiversity and species, natural resources, including agriculture and forestry,\nand ecosystem services.\n\nFVC\nDevelopment of the palm oil value chain in the United Republic of Tanzania\nPalm oil is the most consumed cooking oil in Tanzania, but 98 percent of\ndemand is currently met by imports. The development of the palm oil value chain\nthus offers great potential for import substitution, but it requires a significant\nincrease in production efficiency.\nIn accordance with an agreement between FAO and the French Agricultural\nResearch Centre for International Development, a capacity assessment has\nbeen carried out in the Kigoma region, where 90% of domestic palm oil\nproduction is located.\nThe evaluation has provided a clear picture of the sector's existing capacities as\nwell as a capacity development plan. One of the biggest challenges when it\ncomes to improving the efficiency of palm oil production is the poor quality of the\nplants. Most farmers use the traditional 'dura' variety, which is well adapted to\nthe growing conditions in Kigoma but has a lower oil content and yield than the\n'tenera' variety. The limited use of improved varieties is due to the lack of funding\nto purchase them, as well as the lack of knowledge to manage them properly.\nThe great potential of local oil palm value chains can be exploited by planting\nand cultivating improved varieties. This will involve efforts to increase the\navailability of highquality seedlings and the dissemination of knowledge about\nproduction. Many farmers have already joined the newly formed Agricultural\nMarketing Cooperative Society. However, limited financial and logistical capacity\nhas led to insufficient advisory services in agriculture and has not been able to\nensure timely access to affordable fertilisers.\nCurrently, most oil palm seeds are produced by the Tanzanian Agricultural\nResearch Institute (government agency) and the private sector. Field visits to\nrepresentative nurseries highlighted many challenges that hinder the breeding of\nhighquality seedlings, such as insufficient or inappropriate technical skills,\nquality standards, materials and infrastructure. Subsequent field visits to\nresearch facilities and a network of certified nurseries in Benin showed concrete\nexamples of how to improve seed production. A key recommendation from the\ncapacity assessment was to grow highyielding plants with strong resistance to\ndisease (Fusarium and Ganoderma spp.). However, due to the longterm,\ncomplex, and risky nature of such an initiative, it is likely that related work will be\noutsourced in the future.\n\nWith FVC support, key farm advisory services will be developed to disseminate\nappropriate knowledge to smallholders. A mass training programme is being\ndeveloped to improve the knowledge of agricultural staff in breeding, nurseries,\ncrop preparation and establishment, intercropping, pest and disease\nmanagement, harvesting and processing. The dissemination of practical guides\nthrough the Agricultural Marketing Cooperative Society, women's groups and\nvillage organisations will help raise awareness of sustainable agricultural\npractices aimed at improving soil fertility and waterholding capacity and limiting\nerosion. The successful implementation of this capacity development plan will\nstrengthen local palm oil value chains, while increasing smallholder incomes.\nThis result is considered to support the target group directly (AKT\u002FMÅL), but also\nnational and subnational organizations (NAT\u002FINST), (FAO, The Flexible\nVoluntary Contribution, 2022 Annual Progress Report, page 114, 22\u002F00026520)\nStrengthening the capacity to harness the positive impact of migration (Sub programme 3.1.)\nThe subprogramme contributes to strengthening the policy and programme\ncoherence between migration, poverty reduction and rural and agricultural\ndevelopment at global, regional and national levels. In particular, it will support\nthe countries concerned (Senegal, Uganda, Nepal and Moldova) to adopt and\nimplement policies, strategies or equivalent programmes that promote\nsustainable alternatives to migration for young people in rural areas, that support\nand protect family members who remain (with a focus on women in rural areas)\nor that enhance the positive impact of migration on agriculture and rural\ndevelopment,  and minimise potential negative impacts.\nIn 2022, Senegal supported the information and assistance centres (Bureaux\nCommunaux d'Accueil, Orientation et de Suivi (BCAOS) set up in six rural\nmunicipalities. These serve as the main reference point for migration issues and\nsupported the reintegration of returning migrants as well as provided support and\ninformation on alternatives to migration in rural areas and on safe and regular\nmigration opportunities for those planning to migrate.\nIn 2022, 120 returnees and potential migrants were trained through incubation\nplatforms to help beneficiaries get started with their agricultural activities. In\ncooperation with the Senegalese Regional Development Agency, migration has\nbeen integrated into six local development plans, one for each target\nmunicipality. Along with the plans, six migration profiles were drawn up, which\nprovide an analysis of migration trends and impacts in each municipality,\ntogether with a migration action plan based on local priorities. The action plans\nset priorities for each municipality in terms of migration and concrete strategies\nto exploit the potential of migration and maximise its benefits. In addition, a\nconsultation system for migration management and a local immigrant association\nwere introduced in each municipality.\nThe project has learned from the normative work from four different contexts\nSenegal, Uganda, Nepal and Moldova (GLOB\u002FNORM), supported national\ninstitutions (NAT\u002FINST), and also worked with migrants (AKT\u002FMÅL) (FVC, annual\nreport 2022 (appendix B2), reports on individual subprogrammes, page 136\nScaling up conservation agriculture in Southern Africa\nFAO reports that 10 FVC projects support the fulfillment of FAO's strategic goal\n\"Better production Innovation for sustainable agricultural production\". Progress towards these goals has been achieved through initiatives\naimed at (i) building national One Health networks, (ii) strengthening\npreparedness and response to transboundary animal and plant diseases,\ninvasive species, pests and antimicrobial resistance, and (iii) equipping countries\nwith the resources and technology needed to monitor and control threats to\nbiosecurity. (Mainly support for national structures (NAT\u002FINST), but also global\ncomponents (GLOB\u002FNORM), FAO, The Flexible Voluntary Contribution, 2022\nAnnual Progress Report, page 36, 22\u002F00026520)\nGlobal Activities Against Fall Armyworm Control\nThe Fall Armyworm (FAW) is a pest insect that feeds on corn and potentially\nmore than 80 other crops including rice, sorghum, millet, cotton, and vegetables.\nIt is a crossborder pest that can fly more than 100 km in a single night. FAW is\nnative to North and South America and was first reported in Central and West\nAfrica in early 2016. Within two years, it had spread across almost all of sub Saharan Africa as well as many Asian countries.\nThe pest can multiply rapidly under favourable environmental conditions. FAW is\nlikely to continue to spread, feeding on corn and potentially threatening grain\nproduction systems in general, as well as food security and livelihoods for\nhundreds of millions of people. FAW cannot be eradicated, but it can be\ncontrolled through an integrated approach to plant protection (IPM). Sustainable\nmanagement of FAW will preserve food and nutrition security for an estimated\n600 million people worldwide.\nIn response to the FAW crisis, FAO has developed Global Action for Fall\nArmyworm Control (GA), which has three main objectives 1) reduce harvest\nlosses due to FAW by 5 percent in all eight demonstration countries and by 10\npercent in the pilot countries (scaleup) (2) reduce the risk of further spread and\ninfestation in countries with a limited presence of the pest, and (3) establish a\ncoordination mechanism at global, regional and national levels.\nTo achieve these goals, GA is leading a massive effort to validate and scale up\nsustainable FAW management practices to reach millions of affected\nsmallholders.  It aims to make an impact on an economic, social and\nenvironmental level by reducing crop losses, improving livelihoods, capacity and\nhealth while enhancing biodiversity, reducing chemical pollution and increasing\nthe resilience of cropping systems.\nThis FVC subprogramme has been designed to strategically align with and\ncontribute to GA. Capacity development, innovation, knowledge exchange and\ncommunitybased pilot projects for the management of FAW are the main\nactivities at the national level. Sound policy coordination and information\nexchange forums in all regions will help to disseminate best practices, including\nstandards on phytosanitary measures and quarantine.\nInnovative solutions have been tested and made available to smallholder\nfarmers to sustainably manage FAW in their fields. Monitoring and warning\nsystems are improved, and regional cooperation is strengthened to reduce\nfurther spread of FAW. (22\u002F00026533)\nThe project Promoting coherence between disaster risk reduction, climate action\nand social protection in Malawi (FVC 148) was studied in the 4th evaluation\nabove. The goal of the project was to support poor and vulnerable households to\nstrengthen their resilience to climate change and climate variability through the\nintroduction of, among other things, ClimateSmart Agriculture (CSA).\nFarmer field schools (FFS) Social support (cash versus inkind) Development of\nnonagricultural businesses.\nImpact assessment is made for 80 FFS with 2,400 beneficiaries, and questions\nare what are the effects of FFS and Nonfarm Support Does the provision of\ncash or inputs improve performance? Does it work better with cash or inputs?\nAs a result, the transfers significantly increased food security for FFS\nbeneficiaries, and cash slightly improved coping strategies.\nIt is interesting that FAO is trying out Impact Evaluations for its activities, and\nuses FVC projects in this context, and may be worth highlighting in other\ncontexts.\nStrengthening adaptive capacity and resilience to climate change and natural\ndisasters\nFVC has provided grants to programs to strengthen women's empowerment and\nresilience in small island states. The programme ensures that women working in\nkey value chains have better access to resources, innovative and climate resilient services, technologies and practices. Progress towards this goal is\ncaptured through the increased awareness of climate resilient adaptation and\nmitigation measures by women value chain actors, as well as their increased\naccess to relevant services and adoption of transformative practices in small\nisland states, including Barbados, Cape Verde, Comoros, Palau, Saint Lucia and\nSamoa. (S23).\nThe Women's SubProgramme of the UNFCCC has contributed to climate\nchange mitigation and adaptation by promoting the development and\nimplementation of gendersensitive, evidencebased policies and measures. This\nis achieved by improving the gender references in the Nationally Determined\nContributions (NDCs), the National Adaptation Plans (NAPs) and the KJWA\ndossiers from Kiribati, Samoa, Senegal, the Solomon Islands, Uganda and\nZambia, and by strengthening national policymaking processes linked to the\nprocesses of the UNFCCC. (p75) (NAT\u002FINST, AKT\u002FMÅL)\nStrengthening adaptive capacity and resilience to climate change and natural\ndisasters and enhancing the protection, conservation and restoration of\necosystems and biodiversity, as well as strengthening conditions for sustainable\nmanagement and use of landbased natural resources\nThe subprogramme on Disaster Risk Reduction, Climate Action and Social\nProtection has supported, inter alia, the implementation of integrated strategies\nin Malawi, which aim to develop the resilience of households to climaterelated\ndisasters and other shocks and to increase their food security and nutrition. The\nprogramme has reached out to 2400 producers via 80 field schools. The work is\nfocused on the adoption of climatesmart agriculture and disaster risk reduction\nstrategies, which has contributed to a development towards sustainable\nproduction systems. The programme has directly increased the adoption of\nenvironmentally friendly farming practices among producers in Malawi through\npractical training. In accordance with the method of field schools for farmers,\ntraining has been provided on agriculture for the conservation of biodiversity,\nintegrated production and pest control, agroforestry, natural tree regeneration,\nrestoration of ravines, planting of basins, diversification of crops and producer\nassociations, smallscale irrigation and livestock farming. In addition, in the\ndistricts of Mwanza and Neno, 12 field ditches have been dug to make better\nuse of rainwater and improve the soil (p25). The programme has also\ncontributed to the rehabilitation of 19 smaller river basins by supporting natural\ntree regeneration and supplementary tree planting. Rehabilitation also began on\n11.25 hectares of land, bringing the total area to be rehabilitated to 39 hectares.\nFood insecurity went down from 62.3% in 2020 to 20% in 2022. The Malawian\nCommittee for Vulnerability Analysis attributes this to the availability of food\nthrough farmers' own production and farmers' increased capacity for market\naccess (pp23, 25, 64). (NAT\u002FINST, AKT\u002FMÅL)\nSustainable production and consumption patterns, including the transition to\nsustainable food systems, reduced pollution, and sustainable chemical and\nwaste management\nThe Building back better and greener subprogramme has accelerated\ninnovation for sustainable agriculture by delivering better integrated approaches\nthat combine social protection with farm advisory services. In this way, innovative\nand coherent strategies are leveraged to support farmers to increase the uptake\nof environmentally friendly and climateadapted agricultural and land use\npractices in Kenya, Sri Lanka and Zambia. (p23)\nThe subprogramme \"Feeding urbanisation\" has supported efforts to promote\ninclusion across the spectrum of ruralurban food systems, contributing to more\nsustainable production. The programme has contributed to increased capacity of\nactors in the food value chain for sustainable food systems, which includes\nproduction, processing, healthy diets and waste management in Ecuador,\nRwanda and Senegal. It also focuses on increasing women's and young\npeople's access to incomegenerating opportunities in food value chains. (p23)\n(NAT\u002FINST, AKT\u002FMÅL)\n\nSSF\nOutput 1. Raising awareness\nThe project made important achievements regarding making information\navailable on the SSF Guidelines and creating awareness on their importance.\nThe output indicators were fully achieved, and the increased knowledge of the\nSSF Guidelines on how to implement them contributed to policy processes and\non the ground implementation. The project developed and disseminated\nextensive guidance and materials on the application of the SSF Guidelines. One\nhighlighted example is a handbook on the role of smallscale fisheries in\nenvironmental stewardship, which was developed through a participatory\napproach with related case studies documented in an online database. (Terminal\nReport, page 14). The widely accessible FAO SSF Guidelines website was also\ndeveloped, revamped and maintained in six FAO languages. (page 13). (GLOB\u002F\nNORM, NAT\u002FINST)\nOutput 2. Strengthening the sciencepolicy interface\nThe expected outputs were achieved with varied results. The project greatly\ncontributed to the production of the study Illuminating Hidden Harvests  the\ncontributions of smallscale fisheries to sustainable development (IHH) were\nfully achieved and even exceeded with considerable attention given to the IHH\nreport and results. The study, launched in 2023, quantifies the contribution of\nsmallscale fisheries to food security and nutrition, poverty reduction and the\nthree pillars of sustainable development. (page 17). The project output indicator\non regional policy processes was also achieved and activities in support of SSF\nGuidelines implementation were implemented in the 10 project countries. In\nSenegal, the government is committed to implementing the SSF Guidelines and\nselected key activities, including translating the SSF Guidelines into a major\nnational language (Wolof) as well as support to the sustainable management of\nfisheries resources in the Saloum Delta. (page 2021) The project also supported\nthe making and placement of artisanal beacons to mark the boundaries of the\nSangomar marine protected area (MPA) in Senegal to help protect the\necosystem in the protected area (page 21). It is important to note however, that\nfewer countries than expected moved towards National Plans of Action for\nSmallScale Fisheries (NPOASSF) (page 17). (GLOB\u002FNORM, NAT\u002FINST, AKT\u002F\nMÅL)\nOutput 3. Empowering stakeholders\nAll indicator targets were achieved under output three, and the enhanced\ncapacity created is assumed to positively contribute to the desired impact\nbeyond the project. The project supported smallscale fisheries movements and\norganisations, in particular womens organizations, to increase their capacity to\nengage in participatory policy processes (page 24). This was done at global,\nregional and national levels. Training courses were developed and delivered,\nand a large number of workshops and other events organised, both for small scale fisheries actors and organizations and governments. An example is the\nFAO\u002FAU\u002FWorldFish PanAfrican workshop, with the aim to strengthening\norganizational structure of nonstates actors for sustainable smallscale fisheries\nin Africa. (page 25).\nWomen benefitted specifically from the project. In Madagascar, the project\nworked not only to develop the capacity of the womens national network, but it\nalso collaborated with the network to improve the technical skills of selected\nwomen's groups (page 27).\nMany activities under component three were closely linked to support to national\nlevel implementation under component two, and guides, tools and training\nmaterial developed under component one have been applied. Training courses\nwere developed and delivered, including elearnings, and a large number of\nworkshops and other events organised, both for smallscale fisheries actors and\nother organizations and governments. Institutional frameworks also benefitted\nfrom a new diagnostic tool and a guide on legislating for smallscale fisheries.\n(page 29). (NAT\u002FINST, AKT\u002FMÅL)\nOutput 4. Supporting implementation\nWhile the indicator target was reached under output four, the output itself is not\nyet fully achieved. Despite work on operationalising the SSF Global Strategic\nFramework, the mechanism never became functional. At the margins of the SSF\nSummit 2024, there was renewed interest from SSF organizations, and in 2025\nthere were ongoing discussions within the IPC Working Group on Fisheries on\nhow to move forward. However, this falls outside the duration of this project\n(page 30).  An example is the monitoring, evaluation and learning (MEL) system\nthat was developed in collaboration with partners, to monitor the progress on\nSSF Guidelines implementation. The framework has been tested by in Ghana\nand the Philippines and it is available online for all to use. It is however yet to be\nmore broadly applied. (page 33). (GLOB\u002FNORM)\nICA\nICA phase 3 was conducted in Guatemala, Kenya, Rwanda, Senegal and\nUganda with the aim of promoting the inclusion of young people in agricultural\nand agricultural value chains. The project is considered to have delivered well in\nline with plan, and achieved the objectives at both output and outcome level.\nICA has worked on advocacy and capacitybuilding initiatives with a total of 164\ninstitutions, including governments, research institutes, the private sector and\ncivil society. One result of the work is that in all countries there are now\nstrategies and\u002For policies adopted and implemented to promote the inclusion of\nyoung people in agricultural and agricultural value chains and to more clearly\nhighlight this as a priority. Examples of this are Uganda's National Strategy for\nYouth Employment in Agriculture and Kenya's Siaya Country Youth in\nAgribusiness Strategy.\nIn parallel with this work, the capacity of eight different youth organisations in the\nparticipating countries has also been strengthened, such as the Rwanda Youth\nin Agribusiness Forum and the Réseau Africain pur la Promotion de\nl'Entrepreneuriat Agricole in Senegal. This has led to increased participation in\ndialogue and decisionmaking processes, and thus strengthened followup and\nlongterm thinking in the Government's commitments for youth employment in\nagriculture and agriculture.\nThe programme has also implemented specific pilot initiatives that reached out\ndirectly to 3842 young agripreneur (1640 of whom are women) to strengthen\naccess to finance and markets, skills enhancement and digital inclusion, among\nother things. A further 14,000 beneficiaries have been reached indirectly through\nbroad knowledgeraising initiatives, matching activities and dialogue platforms.\nThese figures do not reflect the young people reached by the project as\nmembers of the youth organisations supported. The pilot activities have also\nserved as a way to demonstrate that\u002Fhow this type of support can strengthen\nyoung people's employment opportunities in the sector. However, an evaluation\nof the programme noted that these pilot initiatives mainly targeted young people\nwho are slightly better off, and one recommendation was that the project needs\nto strengthen aspects of inclusion of the most vulnerable young people who are\nsomewhat more difficult to reach.\nAfter the end of the project, most initiatives from the project will be underway\nunder the leadership of FAO's country offices or other actors and target groups\nat the national level. However, additional support would be needed to scale up\nand consolidate these initiatives. The exit strategy that the project has worked on\ncould have been better communicated to partners and affected institutions, and\nalso taken into account earlier in the design and implementation.\nThe programme has fed experiences and lessons learnt to the global dialogue\non inclusion and employment of youth in agricultural and agricultural systems\nand partnerships in e.g. the ILOled initiative Decent Jobs for Youth where FAO\nleads the thematic area Youth in Rural Economies, but also in the InterAgency\nNetwork on Youth Development (IANYD), the UN Decent Jobs for Youth global\ninitiative,    and the UN Decade of Family Farming (UNDFF). (NAT\u002FINST, AKT\u002FMÅL)\n\nITPGRFA\nSweden is represented in ITPGRFA through the Swedish Board of Agriculture,\nwhere Sida has a good interface and a smooth collaboration to record important\nissues and comment on documentation before board meetings. Sweden, in turn,\ncoordinates its input with the EU. Ahead of the 2023 Governing Board, there was\nno strong controversy but the EU encouraged the Secretariat as a whole to\ncontinue its good work, welcomed Nigeria to the Treaty, stressed the importance\nof a capacity development strategy and capacity development for Contracting\nParties and stakeholders (of the Agreement) at all levels. The importance of\ncapacitybuilding measures around the treaty was a recurring point for the EU\nduring the steering meeting. The EU (with the approval of Sweden) noted in\nparticular that so few contracting parties (over 40%) had not placed any material\nin the multilateral system and called for action to this end.\nExamples of results linked to the Implementation Report of the Work Programme\nfor the 20222023 Biennium, IT\u002FGB10\u002F23\u002F18.1, Action 15270, relevant mainly to\nresult area 7. Increased protection, conservation and restoration of ecosystems\nand biodiversity and strengthened conditions for sustainable management and\nuse of landbased natural resources. COP 15 for biodiversity and the adoption of\nthe Kunming Montreal Protocol have also shed light on the ITPGRFA. The\nSecretariat has worked actively in 2022 to make information about the\nagreement available to all parties and the public, including by updating and\ncontinuously publishing material on the website. The website was updated with a\nsection on farmers' rights under Article 9 and the Secretariat has worked to make\nArticle 9 visible in various ways during the year both within and outside FAO.\nDuring the year, the Secretariat organised five regional conferences\u002Flearning\nevents on access and benefit sharing and farmers' rights.  The Secretariat has\nalso published a number of related reports with partners such as CGIAR .\n(GLOB\u002FNORM, NAT\u002FINST)\n\nCFS VG Gender\nAfter a long and somewhat complicated negotiation process the Committee on\nWorld Food Security (CFS) approved the CFS voluntary guidelines on gender\nequality and women's and girls' empowerment in the context of food security and\nnutrition. .https:\u002F\u002Fopenknowledge.fao.org\u002Fitems\u002F57cbc078ef024050\nbcd2055733707d... (GLOB\u002FNORM)\nThe Embassy of Sweden in Rome was particularly active in the process.\n1.5 Assessment of achieved results in relation to the objectivesFMM\u002FFVC\nThe objective of the operation has been to support FAO in the implementation of\nvarious parts of its Medium Term Plan 20182021, where support to FVC\n(formerly FMM) has been combined with relatively minor support to three other\nprogrammes: Smallscale fisheries, SSF boosting decent jobs for youth\nInternational Treaty on Plant Genetic Resources for Food and Agriculture\n(ITPGRFA). The goals of the operation can thus be said to correspond to the\ngoals of FAO's purpose and mandate for food security, reduced hunger and\nmalnutrition, and improved living conditions for people in rural areas. Support\nthrough the FVC gives FAO the flexibility to address underfunded areas and new\npriorities, for example, and to act more effectively in relation to its objectives in\ngeneral.\nChallenges during the period have been related to the Covid19 pandemic, but\nalso staff turnover and general challenges in keeping to schedules, which should\nhave improved towards the end of the period. The programme period will be\nevaluated, which will provide Sida with a better basis for assessing how well the\nprogramme has functioned in relation to the objectives and objectives of its\nactivities.\nPartly short project periods  the programmes are all quite complex, with several\ncountries and activities at several levels and a range of actors. Project periods of\ntwo years occur, is that enough time? Are the results sustainable, i.e. do they\nlead to longterm change? How do the projects affect FAO's learning and\nnormative work at the global level? The short report (possibly in the long report?)\ndoes not give any info about this?\n\nSSF\nThe project aimed to address the multidimensional nature of food insecurity and\npoverty in smallscale fishing communities through supporting the\nimplementation of the Voluntary Guidelines for Securing Sustainable Small Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF\nGuidelines). The primary beneficiaries were smallscale fishers, fish workers,\nand their communities and organizations that are dependent on smallscale\nfisheries for their livelihoods and food security and nutrition. About 40 percent of\nthe smallscale fisheries actors were women and many smallscale fishing\ncommunities represent indigenous peoples. The project covered three main\ngeographic regions (Africa, AsiaPacific, and Latin America and the Caribbean).\nTo achieve the projects objectives, FAO conducted activities in 10 countries\n(Cabo Verde, Cote dIvoire, Madagascar, Namibia, Senegal, Tanzania, Myanmar,\nPhilippines, Costa Rica and Oman).\nThe project itself shows good results at the output level, and several initiatives\nare still ongoing under the leadership of actors and target groups at national\nlevel. Overall, the project has succeeded in firmly anchoring smallscale fisheries\nconsiderations in the global fisheries policy and research agendas, and in\nincreasing momentum in regional and national awareness of, and commitment\nto, the SSF Guidelines. Partnerships and alliances have also been established\nwithin the framework of the project, including other Sidafunded organizations\nand initiatives such as the Danish Institute for Human Rights (DIHR), SwedBio,\nthe Swedish Society for Nature Conservation (SSNC) and the World Bank\nPROBLUE. Discussions were also held with the Swedish Agency for Marine and\nWater Management (SwAM) to identify links between this project and the SwAM\nOcean
