UN-Habitat was established in 1978 as an outcome of the First UN Conference on Human Settlements and Sustainable Urban Development (Habitat I) in 1976. It is mandated by the United Nations General Assembly to promote socially-, environmentally- and economically- sustainable towns and cities with the goal of providing adequate shelter for all. It is a member of the United Nations Sustainable\nDevelopment Group (UNSDG), a consortium of 36 UN funds, programs, specialized\nagencies, departments and offices that play a role in development.\n\nThe normative-operational mandate of UN-Habitat derives from the Habitat Agenda,\nadopted by the United Nations Conference on Human Settlements (Habitat II) in 1996\nand renewed in 2016 (Habitat III). The twin goals of the Habitat Agenda are adequate\nshelter for all and the development of sustainable human settlements in an urbanizing\nworld. UN-Habitat's mission is to advance sustainable urbanization as a driver of\ndevelopment and peace to improve living conditions for all.\n\nThe agency is headquartered in Nairobi, Kenya, with four main regional offices covering\nAfrica, the Arab States, Asia and the Pacific, and Latin America and the Caribbean. UN-Habitat also has liaison and information offices in New York, Brussels, Beijing, Moscow\nand Geneva and project offices in 76 countries across the world. As part of its comparative advantage, UN-Habitat is able to directly engage and sign agreements with\nsub-national entities (cities, local and regional governments), not just national\ngovernments which is the usual case for UN entities.\n\nThrough this Program Cooperation Agreement (PCA), Sida will continue to focus its support on UN-Habitat's core programmatic mandate by aligning to the agency's 4-year Strategic Plan 2020-2025 and ongoing institutional reform initiatives. This PCA has a total budget of SEK 277 million, and is proposed to be organised into 3 components where funds will be soft-earmarked as follows:\n\nComponent 1: Soft-earmarked funding to selected domains of change\u002Fsubprogrammes\nand result areas of the Strategic Plan 2020-2025, and the implementation of UN-Habitat's organisational reform.\n\nThese domains of change are:\n1. Effektivt förebyggande och hantering av kriser och katastrofer i urbana områden. (Effective urban crisis prevention and response)\n\n- Ökad social sammanhållning och inkluderande planering för konfliktförebyggande och återuppbyggnad.\n\n- Förbättrad levnadsstandard och inkludering av migranter, flyktingar, internflyktingar och återvändande genom effektiv krishantering och återuppbyggnad. \n\n- Ökad resiliens av bebyggd miljö och infrastruktur.\n\nUnder UN-Habitatstödet ingår också en komponent med specifikt stöd till Global Land Tool Network (GLTN). Komponenten finansieras och handläggs av enheten för global ekonomisk hållbar utveckling (GLOBEC). En kort analys av GLTN-komponenten kommer att ingå under denna sammanfattande resultatuppdatering, som görs av ansvarig handläggare från GLOBEC. \n\nGLTN rapporterar resultat under fyra övergripande målområden: \n\n1. It is also a commitment and strategy for how the agency, using its normative\u002Foperational mandate and focal point role, will contribute to Agenda 2030 and SDGs, the Paris Agreement, the Sendai framework and other global development agendas, and will accelerated progress in the implementation of the New Urban Agenda (NUA). It particularly addresses the pledge in the 2030 Agenda \"to leave no one behind\".\nThe overall vision is \"A better quality of life for all in an urbanizing world\".\nThe mission is that \"UN-Habitat promotes transformative change in cities and human settlements through knowledge, policy advice, technical assistance and collaborative action to leave no one and no place behind.\"\nThe overall strategic objective is \"Sustainable urbanization is advanced as a driver of development and peace , to improve living conditions for all.\"\nA host of persistent and new development problems have been identified by this intervention, including extreme poverty, socioeconomic inequality, slums, social exclusion and marginalization, gender-based discrimination, humanitarian crises, conflict, air pollution, climate change and high unemployment, all of which are increasingly concentrated in urban areas. At the end of the intervention, UN-Habitat intends to realise the following changes:\n1. Reduced spatial inequality and poverty in communities across the urban-rural continuum (Domain of Change 1) through\n- Increased and equal access to basic services, sustainable mobility, and public space; \n- Increased and secure access to land, and adequate and affordable housing; and\n- Effective settlements growth and regeneration.\n2. Enhanced shared prosperity for cities and regions (Domain of Change 2) through\n- Improved spatial connectivity and productivity of cities and regions;\n- Increased and equitably distributed locally generated revenues; and\n- Expanded deployment of frontier technologies and innovations for urban development.\n3. Strengthened climate action and improved urban environment (Domain of Change 3) through\n- Reduced greenhouse emissions and improved air quality;\n- Improved resource efficiency and protection of ecological assets; and\n- Effective adaptation of communities and infrastructure to climate change.\n4. Effective urban crisis prevention and response (Domain of Change 4) through\n- Enhanced social cohesion and inclusive planning for conflict prevention and recovery;\n- Improved living standards and inclusion of migrants, refugees, internally displaced persons and returnees through effective crisis response and recovery; and\n- Enhanced resilience of the built environment and infrastructure.\nThe cross-cutting thematic areas are: Resilience and Safety. The social inclusion issues are: Human rights; Gender; Children, youth, and older persons; and Disability.\nAn additional organisational outcome is UN-Habitat as a global Centre of Excellence and Innovation for urbanisation issues. UN-Habitat aspires to increase its presence as a global actor in \"setting the global discourse and agenda on sustainable urban development, driving political discussion, generating specialised and cutting-edge knowledge, shaping technical norms, principles and standards, and acting as a multiplier in the exchange of knowledge, experience and best practice in getting cities and other human settlements right\".\nWorking through the urban spectrum assumes that UN-Habitat will engage with, affect and impact on a very broad range of actors. UN-Habitat has what is known as Habitat Agenda Partners (HAPs) which groups stakeholders around 15 different partner constituency groups and facilitate engagement at policy, strategy, program and project levels. In a sense, all will benefit from the successful implementation of the strategic plan. However, the main stakeholders whose situation will improve for the better if the program outcomes are achieved, and who will benefit from access to norms, tools and increased capacity development are primarily: national governments, local and sub-national authorities, civil society organisations, grassroot organisations (including organised groups of the urban poor), and urban communities, particularly their women, children and youth.\nIn addition to the support to the Strategic Plan, the Sida PCA will have two more specific components:\nSupport to land rights and secure tenure issues, implemented through the Global Land Tool Network program\nGLTN was formed by UN-Habitat and a network of partners in 2006, with seed and development funding from Sweden and Norway. The objective is to overcome the challenges and obstacles in delivering land tenure security at scale and to fill critical gaps in land governance and administration approaches, tools and systems. Today, GLTN is a UN-Habitat program that provides a dynamic multi-stakeholder alliance of more than 85 land institutions and actors committed to increasing access to land and tenure security for all, with a focus on the poor and women. GLTN uses an inclusive approach to the development of land tools, builds knowledge on land tenure and broader development outcomes, and develops the capacity of land actors to use the tools.\nGLTN has a program strategy for 2018-2030 and is implementing its 3rd phase during 2019-2023. The program objective - \"improved tenure security\" - directly contributes to all domains of change in the UN-Habitat strategic plan, and specifically the outcome area on \"Increased and secure access to land and adequate and affordable housing\". Through this PCA, Sida intends to continue to support GLTN core program activities which will help enable scaling up its work at country level. In addition to delivering improved land tenure in countries such as Zambia, Uganda, DRC, Nepal, etc., GLTN has contributed to greater consistency in the use of land tenure concepts and approaches by the international land community. It is contributing to monitoring 12 indicators of the SDGs related to land, land indicators of the NUA, and in pursuance of the guidance note of the UN Secretary-General on land and conflict.\nSupport to UN-Habitat's COVID-19 Response Plan\nUN-Habitat recently shared its COVID-19 Response Plan with Member States and a range of partners as well as launched its COVID-19 Campaign. The response plan focuses on three main thematic areas of action: i) supporting local governments and community-driven solutions in informal settlements; ii) providing urban data mapping and knowledge for informed, evidence-based, decision-making, and iii) mitigating economic impact and initiating recovery and longer term policy change to build greater resilience. Sida assesses that UN-Habitat's planning and development approach will complement the humanitarian activities of other actors. At the moment, many humanitarian actors are unable to reach slum settlements or work with slum communities. UN-Habitat, together with its local networks, will facilitate the inclusion of slums in city-level responses.\n \nThe PCA with UN-Habitat is relevant to the Swedish strategy for globally sustainable environment, climate and oceans 2018-2022. It will contribute to the specific outcome areas on \"Environmentally sustainable cities and communities\" and \"Increased access to basic social services and housing for people living in poverty in (sid.15)\n\n- 53 miljoner människor har fått förbättrad vatten och sanitet. (sid.15)\n\n- 425000 människor har fått tillgång till kollektivtrafik och andra hållbara mobilitetsalternativ. (sid.15)\n\n- 89 städer genomför lokala strategier för att minska katastrofrisker. (sid.15)\n\nExempel på resultat under 2025:\n\n- Latinamerika och Karibien: I São Paulo testades genusmedveten, digitalt hanterad design av parker i ett projekt som kartlade 100 parker och engagerade 5 000 invånare. UN-Habitat stärkte klimatarbetet i mer än 200 städer genom utvecklingen av en BioDiverCities-metodologi. UN-Habitat publicerade och spred också analyser av sårbarhet för städer i Colombia och Bolivia för att stärka evidensbaserat beslutsfattande, samt utvecklade och publicerade resiliensplaner för tre städer för att vägleda anpassning, riskreducering och prioriteringar för hållbara investeringar. (Sid.28)\n\n-Arabländer: I hela den arabiska regionen har länder gjort framsteg i klimatåtgärder genom att säkra städers vattenförsörjning, använda naturbaserade lösningar och bygga motståndskraft. UN-Habitat har gjort betydande investeringar i att mildra sand- och dammstormar tillsammans med vatten-, sanitets- och stadsgrönskande initiativ som är anpassade till klimatet. UN-Habitats arbete har också bidragit till att de arabiska länderna stärkt sina nationella klimatåtaganden och deltagit i regionalt kunskapsutbyte för att påskynda inkluderande urban klimatresiliens. (sid.28)\n\n- Under 2025 hölls kapacitetsbyggande workshops om verktyget \"Multilayered Vulnerability Assessment (MVA)\" och \"Urban Vulnerability Atlas\" i nio länder (Jordanien, Tunisien, Bolivia, Colombia, Etiopien, Laos, Sri Lanka, Sydafrika och Madagaskar). Fysiska workshops genomfördes i Etiopien och Sydafrika, medan de andra länderna hade flera online- och hybrid-sessioner, från praktiska träningspass till webbinarier som täckte MVA:s olika delar, från GIS-kartläggning till planering för klimatanpassning. Aktiviteterna fokuserade på att tolka MVA-resultat, kartlägga sårbarheter och prioritera åtgärder för motståndskraft, tillsammans med deltagarövningar för att omvandla resultat till tidiga projektidéer. Till exempel deltog 21 personer (12 kvinnor\u002F9 män) i en interaktiv workshop i Addis Abeba, Etiopien, med övningar kring klimatkommunikation, MVA-användning och hur man strukturerar prioriterade åtgärder till indikativa investeringsplaner, vilket stärkte lärande mellan städer och evidensbaserad planering. (Sida PCA sid 12)\n\n- UN-Habitat slutförde integreringen av metodiken Integrating Nature-based Solutions into Urban & Territorial Planning: Building Biodiverse & Resilient Cities i plattformen Our City Plans. Metodiken från Nature-based Solutions Playbook integrerades i den digitala plattformen Our City Plans, vilket gör ramverket tillgängligt för städer över hela världen via interaktiva verktyg. Enligt UN-Habitat blir den  digitaliserade guiden till ett dynamiskt planeringsverktyg som låter städer utvärdera NbS-möjligheter, utveckla kontextspecifika implementeringsplaner, följa framsteg med standardiserade indikatorer och dela erfarenheter inom ett globalt praktiknätverk. (Sida PCA sid 14)\n\n- UN-Habitat tillhandahöll direkt stöd till länder för att stärka det urbana innehållet i NDC:erna och deras implementeringsplaner. År 2025 förberedde UN-Habitat en metodikrapport om hur man kan stärka det urbana innehållet i NDC:erna (baserat på medlemsstaters begäran om vägledning). Dessutom hölls onlineutbildningar för stadsaktörer och representanter från stadsnätverk, samt utbildningar och direkt NDC-stöd till medlemsstaterna. Workshops arrangerades också i Madagaskar, Mexiko, Laos och Yemen. (Sida PCA sid. 14)\n\n- UN-Habitat uppdaterade en global analys av NDC:ernas urbana innehåll. Vid COP30 lanserades en ögonblicksbildsrapport med alla NDC 3.0 som lanserats före COP30. Denna lanserades på ministermötet om urbanisering och klimatförändringar och presenterades vid flera evenemang och workshops på COP30, inklusive på en presskonferens som hölls av COP30:s presidium och fanns med på COP30:s webbplats. (Sida PCA sid. 14)\n\n- UN-Habitat utvecklade ett paket med integrerade kärnverktyg för att hantera klimatresiliens hos de stadsfattiga på landnivå samt utvecklade förslag samt pilotprojekt i utsatta städer. Inom detta har UN-Habitat: 1. Utvecklat ett briefingdokument om Förluster och Skador  hur städer och lokalregeringar kan delta. 2. Utvecklat Urbanisering - Klimatförändringar  Kris och Förflyttning  integrerade tillvägagångssätt. 3. Utvecklat Låga koldioxid- och resilienta bostäder  nya infallsvinklar för att hantera bostadskrisen. 4. Utvidgat UVA för att inkludera sårbarhetsprofiler från de nuvarande 14 projekstäderna i Bolivia, Colombia, Etiopien, Jordanien, Tunisien, Sri Lanka, Laos, Sydafrika och Madagaskar. Under 2025 utvecklades sex stadsprofiler och integrerades i UVA, som täcker Honiara, Cobija, Charagua, Pasto, Kereknnah och Debre Birhan.Dessa uppdateringar stärker UVA som ett omfattande verktyg för att visualisera socio-ekonomiska, klimatmässiga och ekosystemrelaterade sårbarheter i alla RISE UP-projektstäder, vilket stödjer evidensbaserad planering och resiliensåtgärder. (Sida PCA sid.15)\n\nExempel på resultat 2024:\n\nExempel på resultat 2024:\n\nResultat från insatsen bidrar främst till strategimålet i den globala miljö, klimat och biomångfaldsstrategin 2022-2026: \"fler miljömässigt hållbara och inkluderande städer och samhällen\" men även till strategimålet \"stärkt anpassningsförmåga och motståndskraft mot klimatförändringar och naturkatastrofer\".\n\nResultaten från insatsen bidrar även till de nya målen i den nya strategin som gäller från 1 augusti 2025 och då främst till: \"Påskyndad grön omställning, utsläppsminskningar och minskade föroreningar\"; \"Stärkt klimatanpassning till klimatförändringar och ökad vattentrygghet\"; men även till \"Stärkta motståndskraftiga ekosystem med bevarad biologisk mångfald, som skapar förutsättningar för hållbar ekonomisk utveckling och blå ekonomi\". \n\nExempel på sammanfattande resultat från UN-Habitats årsrapport 2024:\n\nUN-Habitat har under 2024 bidragit till att:\n\n- 70 000 människor i 14 städer har fått tillgång till säkra, inkluderande och tillgängliga \"public spaces\". (sid 16)\n\n- 14 städer och 2 länder antog strategier om att motverka hemlöshet och säkerställa hållbar tillgång till en adekvat bostad för alla. (sid 16)\n\n- 316 000 människor fick förbättrade vatten- och sanitetstjänster. (sid 16)\n\n- Exempelvis har UN-Habitat förbättrat tillgången till rent vatten för 25 000 hushåll och mer än 250 skolor i informella bosättningar i Yangon, Myanmar. De stödde registreringen av nästan 20 000 hushåll utan markägarstatus i Nepal och publicerade en vägledning om hur man minskar marklöshet i landet. (sid 18)\n\n- Över 5 700 000 människor bor i områden där UN-Habitat har utvecklat stadsplaner. (sid 20)\n\n- Exempelvis i 6 länder i Afrika genom att UN-Habitat gav tekniskt stöd till lokala och nationella myndigheter som ökade myndigheternas kapacitet att hantera urban tillväxt. År 2024 utvecklades en regional plan i Etiopien och Guinea-Bissau, riktlinjer för mark- och havsplanering i Kenya, och lansering av 20242029 Bosaso City-strategin i Somalia. (sid 22)\n\n- Över 44 500 stadsbor från Jordanien, Libanon och Syrien har fått del av åtgärder för anpassning till klimatförändringar som identifierats genom en stadsplaneringsprocess. (sid 24)\n\n- UN-Habitat stödde totalt 6 städer i Burkina Faso, Chad, Mali, Mauretanien, Niger och Nigeria i att bygga deras infrastrukturkapacitet mot klimatresiliens. Vi stödde också totalt 4 städer i att stärka klimatresiliensen i Komorerna, Madagaskar, Malawi och Moçambique, vilket direkt påverkade över 350 000 stadsbor. Dessutom utvecklades riktlinjer och utbildningsmaterial för att stödja kommunerna i att införliva klimatanpassning i nationella policyer. (sid 26)\n\n- UN-Habitat förbättrade boendeförhållandena för invånarna i klimatpåverkade områden. I Mongoliet förstärkte och förbättrades skyddsvallar i informella bosättningar, vilket bidrog till att minska risken för vinteröversvämningar. I Kambodja infördes vägdräneringssystem för att lindra monsunöversvämningar, vilket gynnade nästan 110 000 invånare och marknadsförsäljare. I Laos stärkte UN-Habitat 2 städer och 23 områden med åtgärdsplaner för resiliens och gav stöd till 2 distrikt i utvecklingen av kritisk vatteninfrastruktur. Dessutom stöddes fyra provinser på Filippinerna att inkludera klimatbudgetar i sina utvecklingsplaner. (sid 26)\n\n- UN-Habitat stödde vattensäkerhet i den arabiska regionen  den mest vattenstressade regionen i världen  genom att implementera innovativa, kostnadseffektiva och naturbaserade lösningar för vatten. Exempelvis lösningar för ren energi i skolor och offentliga institutioner. UN-Habitat främjade även hållbar avfallshantering och återvinning, främjade urban livsmedelssäkerhet och anordnade aktiviteter för att öka medvetenheten om klimatanpassning. (sid 26)\n\n- I Brasilien hjälpte UN-Habitat's hållbara urbaniseringsplan för området Izidora staden Belo Horizonte att säkra 42,6 miljoner USD i federala medel för att stödja miljöskyddet av lokala ekosystem för 5 000 familjer. (sid 26)\n\n- 9 städer fortsatte att genomföra lokala strategier för att minska katastrofrisker i enlighet med Sendai-ramverket. (sid 28)\n\n- UN-Habitat uppgraderade samhällsbaserad infrastruktur för över 44 000    IDP´s och återvändande hushåll i Afghanistan, där man också kartlade informella bosättningar för att stärka äganderätten. UN-Habitat gav också stöd om säker äganderätt till Pakistan om en ny teknisk guide för resilient bosättningsplanering samt gav teknisk vägledning om byggandet av säkra hälsovårdsanläggningar i Iran och Laos folkrepublik. (sid 30)\n\n- Under 2024 stärkte UN-Habitat tillsammans med lokala myndigheter sin kapacitet för att stödja insatser för klimatresiliens i 14 städer i Bolivia, Colombia, Etiopien, Jordanien, Tunisien, Sri Lanka, Laos, Sydafrika och Madagaskar. Genom ett strukturerat kapacitetsbyggande program utbildades lokala stadspraktiker och UN-Habitat-personal med stöd av Handboken för \"Multilayered Vulnerability Assessment\"  (MVA), vilket gav dem de färdigheter som behövdes för att bedöma sårbarheter, förbereda handlingsplaner för resiliens och säkra finansiering för klimatanpassning. Denna metod säkerställde att landkontorens team och lokala aktörer effektivt kunde integrera resiliensstrategier i stadsplanering och beslutsfattande. (Sida PCA sid 14)\n\n- En guide, finansierad av Sida, med titeln \"Integrating Nature-based Solutions into Urban & Territorial Planning: Building Biodiverse & Resilient Cities\" lanserades vid WUF12 i november 2024 under evenemanget Cities & Nature - Understanding the Interlinkages of Climate Risk, Biodiversity Loss, and Rapid Urbanization as a Tool for Ecosystem-based Adaptation at the Urban Scale. (Sida PCA sid 18)\n\n- Vid det sjätte mötet av FN:s miljöförsamling (UNEA) 2024 lanserade UN-Habitat den av Sida finansierade briefen \"Local Actions for Global Goals  Opportunities for Enhancing Nationally Determined Contributions. (Sida PCA sid 18)\n\n- Med stöd från Sida och Spanien har UN-Habitat tagit fram \"The Urban Vulnerability Atlas\" (UVA) som fungerar som ett viktigt komplement till handboken för \"Multilayered Vulnerability Assessment\"(MVA). UVA möjliggör effektiv spridning av resultat till en bred grupp intressenter med olika teknisk kompetens. Genom att använda UVA kan medlemmar i samhället, lokala chefer och yrkesverksamma bättre förstå rumsliga sårbarheter i sina områden och utveckla handlingsbara planer för att öka sina samhällens kapacitet att anpassa sig till och motstå miljöutmaningar. UVA lanserades vid WUF12 i november 2024, som är ett samarbetsprojekt mellan UN-Habitat och FN´s satellitcenter (UNOSAT) \u002F FN´s institut för utbildning och forskning (UNITAR). Denna öppna, onlineplattform visualiserar de sammansatta hoten från urbanisering, förlust av biologisk mångfald och klimatförändringar. (Sida PCA sid 19).\nExempel på resultat 2023:\n\nResultat från insatsen bidrar främst till strategimålet \"fler miljömässigt hållbara och inkluderande städer och samhällen\" men även till strategimålet \"stärkt anpassningsförmåga och motståndskraft mot klimatförändringar och naturkatastrofer\".\n\nExempel på sammanfattande resultat från UN-Habitats årsrapporter 2023:\n\nUN-Habitat har under 2023 stöttat:\n\n- 24 städer att anta rättsliga ramar för utsläppssnåla utvecklingsstrategier, vilket kommer att minska deras globala fotavtryck och säkerställa att städerna byggs hållbart. (UN-Habitat, Annual Report 2023, s.26)\n\n- 32 städer i utvecklingen av naturbaserade lösningar för att bygga klimatresiliens, som bidrar till återställd och skyddad biologisk mångfald och bidrar till hållbara försörjningsmöjligheter och en tryggad livsmedelsförsörjning. (UN-Habitat Annual Report 2023, s.26)\n\n- 6 städer att utveckla landbaserade handlingsplaner för marint plastskräp i Filippinerna för att hålla offentliga platser fria från skräp. (UN-Habitat Annual Report 2023, s.26)\n\n- 16 lokala myndigheter i att anta strategier för så kallade smarta städer (vilket innebär användning av digitala lösningar) för att säkerställa invånardeltagande och bidra till en inkluderande och hållbar stadsutveckling. (UN-Habitat Annual Report 2023, s.22)\n\n- 9 regionala planer för fysisk utvecklingsplanering som samordnar praxis och politik inom stadsplanering, vilket leder till en integrerad utveckling. (UN-Habitat Annual Report 2023, s.22)\n\n- 10 städer att tillämpa metoder för deltagandeplanering för att integrera migranters, flyktingars, internflyktingars, återvändandes och värdsamhällens perspektiv i sin stadsplanering och förvaltning, vilket medfört att utsatta grupper inkluderats. (UN-Habitat Annual Report 2023, s.30)\n\n- 11 städer i genomförandet av City Resilience Global Programme, som mäter och ökar motståndskraften mot multiriskeffekter så att städer kan vara bättre förberedda på att reagera på klimatförändringarnas effekter. (UN-Habitat Annual Report 2023, s.30)\n\nNormativa exempel från UN-Habitats arbete under 2023:\n\n- UN-Habitat har under 2023 tagit fram en handbok för verktyget Multilayered Vulnerability Assessment (MVA). Handboken fungerar som guide för analys av sammansatta sårbarheter relaterade till klimatförändringar, urbanisering och biologisk mångfald. Syftet är att identifiera sårbara områden; göra det möjligt för beslutsfattare i städer att fatta välgrundade beslut om utvidgning och anpassning av stadsområden samt finansiering av klimatanpassningsåtgärder. Den tekniska handboken kommer att lanseras på WUF12, 2024. (2020-2025 Programme Cooperation Agreement between Sida and UN-Habitat Interim Report 2023, s.14)\n\n- UN-Habitat har tagit fram rapporten \"Urban Content in NDCs: Local climate action explored through in-depth country analyses\" i samarbete med UNDP och ett danskt universitet med stöd från C40 Cities och Global Covenant of Mayors. Rapporten ger analys och vägledning till beslutsfattare och praktiker för att: (i) underlätta en bättre förståelse av det urbana fokuset i NDC:er, (ii) lyfta fram klimatutmaningar och möjligheter i städer, (iii) stödja länder att placera städer i centrum för sina klimatambitioner och (iv) tillhandahålla unika klimatdata som underlag för beslutsfattande. (2020-2025 Programme Cooperation Agreement between Sida and UN-Habitat Interim Report 2023, s.15,16)\n\n- UN-Habitat har tagit fram en strategi om naturbaserade lösningar för att bygga upp klimatresiliens i informella bostadsområden. I strategin undersöks potentialen för uppskalning av naturbaserade lösningar (NBS) för att förbättra klimatresiliensen i informella områden, detta med utgångspunkt i befintlig forskning och projekterfarenhet. Dokumentet identifierar sammanlänkade möjligheter och utmaningar, särskilda överväganden vid planering och implementering av NBS och bästa praxis hittills. Dokumentet syftar till att stödja strategiska diskussioner och programmering för att minska sårbarhet, hantera klimatrisker och främja en hållbar utveckling för de fattiga i städerna och för den naturliga miljön. (2020-2025 Programme Cooperation Agreement between Sida and UN-Habitat Interim Report 2023, s.16).\n\n- UN-Habitat har tagit fram en vägledning \"The Critical Role of Nature-based Solutions for Enhancing Climate Resilience in Informal Areas\" som är ett urbant tillägg till UNFCCC:s tekniska riktlinjer för nationella anpassningsplaner. Denna vägledning fungerar som ett komplement till UNFCCC:s tekniska riktlinjer för NAP-processen och kopplar samman stadsanpassning, informella områden och naturbaserade lösningar (NBS). Den går igenom god praxis från städer och länder som anpassar sig till klimatförändringar och ger vägledning om hur dessa insatser kan skalas upp till nationell nivå. Vägledningen riktar sig till beslutsfattare på nationell och regional nivå som är involverade i utformningen och genomförandet av den nationella handlingsplanen och betonar vikten av lokal planering för nationella agendor och främjar en strategi på flera nivåer. (UN-Habitat Annual Report 2023, s.9)\n\n- UN-Habitat var medordförande för det första Local Climate Action Summit, som belyste den avgörande roll som samarbete mellan alla förvaltningsnivåer spelar för klimatåtgärder och kulminerade i löftet från Coalition for High Ambition Multilevel Partnerships (CHAMP), som undertecknades av 71 nationella regeringar som åtog sig att inkludera åtgärder på flera nivåer i COP28-resultaten och att samarbeta med icke-statliga aktörer inför 2025 års revidering av Nationally Determined Contributions (NDC). (sid 16)\n- 13 länder var arrangerade nationella urbana fora för att granska, formulera och\nfokusera på genomförandet av nationell och lokal urban utveckling. (sid 14)\n- 68 städer förbättrade den kommunala avfallshanteringen genom programmet\nWaste Wise Cities med stöd från UN-Habitat. (sid 16)\n- 31 städer genomförde infrastrukturprojekt för att bygga klimatresiliens och\nförbättra försörjningen, allt från översvämningsskydd, motståndskraftiga vatten- och sanitetssystem, säkra tillfartsvägar och evakueringscenter. (sid 16)\n-  UN-Habitat färdigställde och lanserade guiden \"From Smart Cities to Smart\nVillages: Strengthening Urban Rural Linkages through Smart Approaches.\nGuiden\". Guiden erbjuder läsarna en samling erfarenheter och exempel på\nsmarta byar från olika länder globalt. Den ger policy rekommendationer om\ngenomförandet av smarta byar i olika sammanhang för olika intressenter inom\nområdet uran landsbygdsförbindelser. (Sida PCA report, strategic result 1\nachievement 4.4).\n- UN-Habitats bidrag till COP15  konventionen om biologisk mångfald (CBD)\noch den nya globala ramen för biologisk mångfald som antogs där, producerade\n- UN-Habitat boken \"Cities and Nature: Planning for the Future\", som belyser nya\nprinciper och åtgärder för att förbättra kvaliteten på urbanisering, erkänner\nnaturens betydelse i städer och den förebyggande roll fysisk planering har. (Sida\nPCA rapport, strategic result 3 achievement result 2.1).\n- UN-Habitat har tagit fram ett strategidokument om naturbaserade lösningar för\natt bygga klimatresiliens i informella områden: Detta strategidokument bygger på\nbåde befintlig forskning och praktisk projekterfarenhet som tillämpar NBS för\nanpassning och uppbyggnad av klimatresiliens i informella områden för att bättre\nförstå potentialen för uppskalning av genomförandet samt utmaningarna. Sida bidrar även med öronmärkt stöd till programmet \"Global Land Tool Network\" (GLTN). Enligt avtal redovisas resultaten genom UN-Habitats centrala årsrapport. UN-Habitat skickar dock även kompletterande rapporter som sammanfattar de resultat som Sidas bidrag direkt bidragit till under avtalsperioden. De har även sammanfattat resultat för 2021 i en powerpoint presentation som redovisats på årsmötet. Sidas bidrag till den strategiska planen finansierar både normativ och operativ verksamhet. Sida är en av få givare som finansierar UN-Habitats globala normativa arbete.\n\nExempel på resultat:\n\nResultat som uppnåtts genom UN-Habitats arbete och som bidrar till strategimålet \"fler miljömässigt hållbara och inkluderande städer och samhällen\" är följande:\n\nExempel på sammanfattande resultat från UN-Habitats årsrapport 2021:\n\n- 2,9 miljoner människor i slumområden och informella bosättningar fick tillgång till grundläggande samhällstjänster (2020-21) (sid 25)\n\n-  Över 1 miljon människor har fått stöd från 34 covid-19-projekt i 11 länder. (sid 2.)\n\n- UN-Habitat och partners använde innovativ digital teknik för att involvera flickor och unga kvinnor i stadsplaneringen i 280 städer genom den digitala verktygslådan \"Her City\". 100 projekt i 90 länder är nu registrerade som användare. (sid 2).\n\n- 12 handlingsplaner för att stärka städernas resiliens utvecklades i Afrika söder om Sahara. (sid 2)\n\n- 20 städer fick stöd i att förbättra sina urbana mobilitetssystem genom kollektivtrafikplanering, gatudesign och icke-motoriserad transport samt elektrifiering eller digitalisering av transporter. (sid 2).\n\n- En onlinekurs om \"New Urban Agenda (NUA)\" utvecklades som ett pilotprojekt och lanserades digitalt för nå en bred global publik. Verktygen används också inom FN-systemet. Den kostnadsfria interaktiva kursen finns i två delar och är tillgänglig för alla. Den är baserad på \"New Urban Agenda Illustrated Handbook\" som lanserades i januari 2021. Den är tillgänglig på engelska och spanska. Totalt har 3 152 deltagare hittills anmält sig till någon av de två delarna av kursen. 549 deltagare har hittills tilldelats ett intyg för att ha slutfört en av kursens delar. (Sid 3 och sid 16).\n\n- Genom UN-Habitats \"Global Public Space Programme\" har under 2021 totalt 42 500 personer fått tillgång till säkra och inkluderande offentliga platser och 470 000 personer har deltagit i  kapacitetsutvecklingsinsatser. (sid 2).\n\n-Verktyget för avfallsvisa städer (\"The Waste Wise Cities Tool\"), som officiellt lanserades i februari 2021, tillämpades i över 30 städer över hela världen av UN-Habitat och partners. (Dox dokument 0197947229)\n\n- UN-Habitat var tillsammans med Global Covenant of Mayors (GCoM) värd för \"Innovate4Cities Conference 2021\" med över 880 talare och 190 sessioner. Syftet var att sammanföra vetenskap, innovation, politik och praxis för att tillsammans finna lösningar för städer att vidta snabbare och mer ambitiösa klimatåtgärder.(Dox dokument 0197947229) \n\n\nExempel på resultat GLTN under 2021\n\nGLTN komponenten bidrar med resultat på global\u002Fnormativ, nationell\u002Finstitutionell och målgruppsnivå (urfolk och lokalsamhällen), med fokus på de två första. Komponenten bidrar till tre strategimål under den nya Strategin för globalt hållbar ekonomisk utveckling 2022-2026; främst Förbättrade förutsättningar för en tryggad livsmedelsförsörjning, hållbara livsmedelssystem, ökad produktivitet och hållbarhet inom jordbruk, skogsbruk och fiske samt stärkt ägande- och nyttjanderätt av mark och naturresurser men också målen Kvinnors ekonomiska egenmakt och Stärkt inhemsk resursmobilisering genom välfungerande skattesystem och minskad korruption.\n\nGLTN arbetar på globalt, normativ nivå med att uppmuntra länder att använda sig av inkluderande, jämställda och ändamålsenliga landpolices och implementeringsmetoder. Att de är en del av UN-Habitat gör att de kan verka inom FN systemet för informations- och påverkansarbete. GLTN har också ett stort nätverk av medlemmar (83 stycken) som består av bilaterala och multilaterala organisationer, forskningsinstitut och civilsamhälle som är en del av att sprida och verka för bättre lagar och implementering för markrättigheter. Bland annat är GLTN avgörande för länders rapportering till SDG-målen eftersom de både uppmuntrar och utbildar länders statistiska centralbyråer att bidra till global statistik och kunskap. GLTN har dock en del utvecklingspotential när det kommer till att rapportera resultat på global och normativ nivå. \n\nResultat under målområde 1: En accelerad marksektorsreform i organisationer, regioner och länder\n\n- GLTN har under året gett tekniskt och finansiellt stöd till sju länders (DRC, Zambia, Uganda, Nepal, Namibia, Kenya och Irak) landreform till mer inkluderande, jämställda och ändamålsenliga landsystem. Systemen har utformats för att kunna följas upp mot landrealterade SDG mål och följas upp kring sin effektivitet. Omkring 37 internationella institutioner och två regionala (Afrika och arabländerna) har också fått stöd att implementera inkluderande, jämställda och ungdomsorienterade landprogram. \n\n- Sju forskningsartiklar och dokument publicerades under perioden. Framförallt i Nepal har flertalet artiklar producerats, bland annat en som gjort en jämförande analys mellan ändamålsenliga landmetoder och konventionella metoder för kartläggning av land och mark. Studien visar att den ändamålsenliga metoden når större framgång än den konventionella när det kommer till att säkra markrättigheter för fattiga och sårbara grupper på relativt kort tid. Alla studier och artiklar återfinns på GLTNs webbplats (www.gltn.net). \n\nResultat under målområde 2: Inkluderande, jämställda och ändamålsenliga markrättighetsmetoder och tillvägagångssätt som institutionaliserats av internationella och nationella markaktörer för att stärka och ytterliga skydda markrättigheter \n\n- Under detta målområde rapporterar GLTN att 25 internationella instutioner har implementerat jämställda, ändamålsenliga och inkulderande landrättighetsmetoder. De här institutionerna har ofta kapacitet och resurser att implemetera och nå ut med de ramverk för landrättigheter som beslutas om på nationell nivå, men kanske inte implementeras lika väl där. \n\n- På målgruppsnivå har över 55 000 hushåll blivit formellt registrerade med stöd av GLTN, vilket förbättrar deras möjligheter till säker bosättning och ökar incitamenten för att investera i sitt boende. Totalt under programfasen uppgår numret till 200 000. \n\n- Fyra nya metoder\u002Fguider utvecklades under året; Tenure-Responsive Land Use Planning: A Practical Guide for COuntry-Level Intervention; Valuation of Unregistered Land: A Practise Manual; Women, Land and Peace. Key Messages on Sustaining Peace thorugh Women's Empowerement and Increased Access to Land an Property Rights in Fragile and COnflict-affeced Contexts; Addressing land rights in the context of climate change; Social Tenure Domain Model (updated). Sen starten har 25 metoder\u002Fguider utvecklats. Alla syftar till att göra ramverk och praktisk implementering av markrättigheter mer inkluderande. Tretton av dem har använts av länder och institutioner. GLTN avser att följa upp användbarheten och resultaten av dessa närmre, något som Sida också anser mycket viktigt. \n\nResultat under målområde 3: Förbättrad uppföljning av åtaganden kopplade till markrättigheter för ändamålsenlig planering och politiska beslut\n\n- GLTN har direkt stöttat fyra länder (Rwanda, Kenya, Tunisien och Irak) och genom Global Land Indicators Initative stöttat UN-Habitat, FAO och Världsbanken i deras stöd till de ytteligare 13 länder som rapporterat till FN:s statisksektion för SD-måen att de använder globalt överenskomna metoder för land. GLTN har också utvecklat en e-learning för insamling och rapportering kring SDG-indikatorerna. Utbildning för DRCs, Marockos, Senegals, Zambias och Ugandas statisktmyndigheter har också förberetts och förväntas under första halvan av 2022. Även om det är positivt att GLTN stöttar dessa processer är det oroväckande att det satta målen om 50 % av länderna sannolikt inte kommer att uppnås. \n\nResultat under målområde 4: Kapacitet, kunskap och resurser om marksäkerhet delas och utvecklas mellan internationella och nationella aktörer\n\n- Under detta målområde rapporteras bland annat givarsituationen, som i mångt och mycket ser likadan ut som föregående år med en viss minskning och en totalt budget på omkring 10 MUSD. Enbart två givare bidrar till basket funding, vilket är riskfyllt för GLTNs hållbarhet. Även om mycket fokus har lagts på att attrahera fler givare så behöver GLTN ytterligare försöka öka sin givargrund.\n\n- GLTN rapporterar också att de har en uppdaterad och aktiv e-learning, med flera olika kurser tillgängliga. Mycket skräddarsydd kapacitetsstärkning har också utförts. Resultatuppföljningen av dessa kurser bör förbättras och förtydligas.  \n\n2020. The main reference is UN-Habitat's Annual Progress Report 2020 which was received by Sida on 17 May 2021, as well as discussed during the annual consultation meeting on 27 May 2021.\nUN-Habitat managed to report a number of key results despite its dire financial situation. During 2020, the agency managed to raise 76,6% of its income target for the year, a total of USD 152,2 million. The income target\u002Fbudget is based on their annual work program approved by the Executive Board. Of this amount, ca 70% represents earmarked funds for technical cooperation activities at country level. 30% is for core functions and normative work. \nKey results reported by UN-Habitat are the following:\nInfluencing the UN system\nUN-Habitat concentrated on operationalizing the United Nations System-Wide Strategy on Sustainable Urban Development, adopted by the Chief Executive Board in 2019. It led an inter-agency collaboration to develop the Secretary-Generals Policy Brief: COVID-19 in an Urban World, launched in July 2020.\nUN-Habitat led the social cohesion and community resilience component of the United Nations framework for the immediate socio-economic response to COVID-19, and initiated a global database on consequences of and city responses to the pandemic. It released the global policy report, Cities and Pandemics: Towards a More Just, Green and Healthy Future in March 2021.\nCOVID-19\nDuring 2020, UN-Habitat raised USD 32 million for its COVID-19 emergency response fund (of which USD 2,1 million from Sweden). The funds were used for a range of rapid response to longer-term recovery projects in 37 countries and 300 cities.  Around 75 projects related to slum upgrading, urban basic services (mainly water and sanitation), affordable housing, disaster recovery and livelihoods for youth have been implemented to date. UN-Habitat estimates that over 10 million people have been reached by these funds. \nPositioning as a Centre of Excellence\nUN-Habitats latest flagship report World Cities Report 2020: The Value of Sustainable Urbanization shows that the intrinsic value of sustainable urbanization can and should be harnessed for the well-being of all. This report provides updated knowledge, evidence and practical guidance for national policy-makers, city administrators and civil society actors.\nUN-Habitat worked with partners to launch the Urban Agenda Platform and developed the joint Global Urban Monitoring Framework. These tools support global reporting on the New Urban Agenda and on the urban dimensions of the SDGs and other global agendas (i.e., Paris agreement, Sendai framework).\n \nSelection of results relevant to the Strategy for Swedens global development cooperation in the areas of environmental sustainability, sustainable climate and oceans, and sustainable use of natural resources 20182022\nStrategy sub-target: Preventing climate change and reducing emissions of greenhouse gases and air pollutants.\nStrategy sub-target: Reduced vulnerability for people living in poverty and increased resilience to handle climate change and natural disasters.\nStrategy sub-target: Environmentally sustainable cities and communities.\nA number of normative products were produced under Domain of Change 2 (Enhanced shared prosperity of cities and regions), contributing outputs which are relevant to the above strategy sub-targets on climate change, emissions reduction, resilience building, and environmentally-sustainable cities and communities.\nUN-Habitat and WHO launched and promoted the sourcebook, Integrating health in urban and territorial planning, making available a comprehensive selection of resources and tools to support the incorporation of health into urban and territorial planning.\nThe Global Compendium of Practices on Local Economic and Financial Recovery was prepared by UN-Habitat in collaboration with UNCDF and the regional economic commissions under the initiative, Building Urban Resilience during and after COVID-19.\nAlso highlighted under this domain is the Swedish-funded cooperation between UN-Habitat and the Government of Bolivia to develop and formally adopt the National Policy for the Integral Development of Cities (NPIDC), the strategic instrument to guide urban development in the country for the next 15 years.\nUN-Habitat also reported significant progress increasing locally-generated revenues and municipal infrastructure in Afghanistan. By surveying a total of 76,944 properties in Kabul and 11 other cities during 2020, local revenue has been raised, thus benefitting 577,080 citizens. Furthermore, the Cities for All (CFA) program has leveraged USD 15 million for the implementation of 150 municipal infrastructure project in the country.\nThe focus of efforts within Domain of Change 3 (Strengthened climate action and improved urban environment) is to help local governments and communities adapt to climate change and curb its impact particularly on vulnerable urban populations. During 2020, UN-Habitat reported helping 16 cities in eight countries to advance and implement their city climate action plans. Furthermore, of the 60 cities who received capacity building in climate action planning, 8 cities enacted legal frameworks for low-emission development strategies in 2020. An important partner in this area is ICLEI. \nUN-Habitat produced the normative resource, Enhancing Nationally Determined Contributions through Urban Climate Action, a guide for governments and stakeholders in implementing more ambitious and integrated approaches to Nationally Determined Contributions. \nThe initiative, Waste Wise Cities brought together 75 cities and 34 affiliates, and produced 10 city-to-city partnerships in 2020 for the promotion of the 5Rs: Rethink, Refuse, Reduce, Reuse, Recycle.\nA highly-relevant impact story for this domain relates to Beirut, where UN-Habitat capitalised on its urban crisis expertise to support more than 14,000 rapid building damage assessments to establish the level of infrastructure repair and safety precautions needed in Beirut and Bourj Hammoud municipalities after the explosion at the Beirut port on 4 August 2020.  \nUN-Habitat was also activie in the Pacific, where it facilitated the completion of Community Vulnerability Assessments and Climate Action Plans in Fiji and the Solomon Islands in 2020. A global normative tool was launched to provide technical guidance for such efforts: Climate Change Vulnerability and Risk  A Guide for Community Assessments, Action Planning and Implementation.\n \nStrategy sub-target: Greater access to basic services and housing in urban areas for people living in poverty. \nUN-Habitat's results reported under Domain of Change 1 (Reduced spatial inequality and poverty in communities across the urban-rural continuum) is highly relevant. The main results reported related in increasing access to basic services and public space especially in informal settlements, and securing land tenure. This area also encompasses UN-Habitat's work with affordable housing. The need for public space has become more pronounced in the face of Covid-related lockdowns. In 2020, UN-Habitat completed 26 public space interventions that helped 134,847 people access safe and inclusive public space in countries such as Iraq, and completed 15 city-wide public space assessments in several countries including Colombia, Dominican Republic, Ethiopia, State of Palestine and Uruguay.\nLand tenure is the area where UN-Habitat reported significant outputs and results, such as, completing the enumeration of informal settlements in Kenya, Lao Peoples Democratic Republic, Namibia, Nepal, Philippines, Uganda and Zambia; improving land tenure and housing rights for 577,000 peiole in Afghanistan; registration of housing and property rights for 6,433 households in Syria; and increasing the capacity to utilise gender-responsive land tools and land-based finance benefitting more than 28,000 persons, half of whom were women.\nUN-Habitat's activities related to its Domain of Change 4 (Effective urban crisis prevention and response) have also helped contribute to enhancing better access to basic services and housing especially for poor communities recovering from conflict and disaster. This domain directly relates to promoting peace and stability in urban areas that are affected by conflicts or disasters. As part of enhancing social integration and inclusive communities, UN-Habitat implemented projects in more than 15 countries.\nAmong the reported results is the sustainable return of internally displaced persons in five cities in Iraq, where an estimated 150,000 people were provided basic services, vocational training and jobs during 2020. \nIn Zambia, UN-Habitat supported the local integration of around 23,000 former refugees (who have been living in Zambia for many years) from Angola, Rwanda and Zambia in two resettlement schemes in Mayukwayukwa, North Western Province and Meheba, Western Province. \nIn Khartoum, Sudan, UN-Habitat reported providing shelter to 2,400 vulnerable households (ca 25,000 people) to reduce overcrowding and to mitigate community spread of COVID-19 in informal settlements while increasing access to medical supplies. UN-Habitat also reported reaching over 55,000 households of displaced communites in Baidoa, Somalia.\nA highlighted impact story is the Swedish-supported initiative using inclusive planning approaches for urban mobilisty to integrate communities in the municipalities of Mitrovica North and South, which are split along ethnic lines (Kosovo-Albanian and
