KemI was established in 1986 and its mandate includes to take part of the environmental work carried out within the framework for the Swedish development cooperation, the Swedish policy for global development (PGU) and within international cooperation in general. KemI possesses a unique competence due to its extensive experience from both national as international policy development, its role as a supervisory authority, its work on licencing and its technical knowledge. \n\nKemI has submitted a proposal for a global programme for 2019-2023, entitled \"Global development cooperation regarding chemicals management 2019-2023\", and applies for MSEK 63.5 for this period from Sida.\n\nThe overall objective of the programme is to contribute to creating conditions for countries to develop their capacity to reduce risks with chemicals, by providing guidance on the development of legislation and sustainable institutions for a satisfactory chemical control. The programme further aims to facilitate for countries to participate in global developments within the field of chemicals management, to take the actions recommended in the global chemicals strategy, and to ratify and implement global chemical conventions. The primary stakeholders are ministries and authorities in developing countries, but also include other actors, such as universities and relevant organisations.\n\nKemI will, in the implementation of the programme, work to strengthen relevant players in terms of knowledge of chemical issues, increasing the capacity to implement international conventions and enable presence of poor countries' representatives at international meetings where policy development in the chemical field is discussed and decided. Antalet specifika kemikalier som används kommersiellt ökar likaså. FNs miljöorgan UNEP och den internationella branschorganisationen ICCA bedömer att det finns mellan 40 000 till 60 000 olika specifika kemikalier i produktion och användning (2019), och årligen tillkommer ytterligare ett antal kemikalier i användning och omlopp i våra samhällen.\n\nDen stora mängden och variationen av kemikalier ställer mycket stora krav på nationell och internationell samverkan för att förhindra hälsovådliga och miljömässigt negativa konsekvenser. Bl.a. har ett antal kemikalierelaterade konventioner och överenskommelser slutits. T.ex. Basel-, Rotterdam- och Stockholms-konventionerna; Minamata-konventionen; Global Framework on Chemicals; Wien-konventionen; m.fl. Utöver dessa finns dessutom flertalet kemikalierelaterade initiativ som syftar till att minska hälso- och miljöriskerna med kemikalieanvändningen, t.ex. FAOs International Code of Conduct on Pesticides Management och FN-ledda Globally Harmonised System for Classification and Labelling of Chemicals.\n\nFattigdomsrelevansen av kemikalieanvändningen är signifikant. Från att tidigare ha fokuserat huvudsakligen på kapacitetsutveckling så har KemI under senare år inom utvecklingssamarbetet även jobbat med policyutveckling och utveckling\u002Fimplementering av regelverk. Förutom flertalet insatsavtal har Sida och KemI även en mer övergripande överenskommelse om samverkan. De senaste versionen av sådan samverkan mellan myndigheterna undertecknades i augusti 2024. \n\nResultat:\n\nÖvergripande målet med insaten, aktiviteter och resultat (främst på output-nivå) redogörs för hela perioden 2019-2024. Programmet förlängdes med ett år (no-cost förlängning) till att även omfatta ett sjätte år, bl.a. på grund av förseningar i genomförandet på grund av covid.\n\nStödet har fokuserat på utveckling och implementering av kemikaliehantering i enlighet med GHS samt vägledning kring (inkl. stöd i utfasning av) HHPs.\n\nProgrammet besod av fyra olika komponenter. Tre st. tematiskt fokuserade och en fjärde med fokus på KemIs internationella enhets interna kompetensutveckling. Under 2025 lades en femte komponent till pga den externa utvärderingens omhändertagande.\n\n1. Resestöd; finansiering genom internationella organisationer för ökat deltagande av låg- medelinkomtländer vid internaitonella förhandlingar om kemikaliekonventioner och avtal.\n\n2. Utveckling av vägledningsdokument, helpdesk-funktion samt samarbeten (FAO, UNEP LAC, University of Cape Town (UCT), Africa Institute (AI), European Environmental Bureau (EEB)) \n\n3. Stöd till genomförande av internationella konventioner och avtal. \n\n4. Kapacitetsutveckling av resursbasen.\n\n5. planering, genomförande och uppföljning av externa utvärderingen.\n\nDen huvudsakliga delen av resultaten rapporteras under komponent 2, som är den bredaste och mest omfattande komponenten. \n\nKomponent 1:\n\nResestöd till representanter för låg- och medelinkomst länder för deltagande i Rotterdam, Stockholm och Minamata konventions-relaterade sammankomster och förhandlingstillfällen. De mest prioriterade mötena inom området identifierades och diskuterades med Klimat- och näringslivsdepartementet (tidigare Miljödepartementet) inför att resestöd förmedlades. Stödet hanteras primärt av ett antal internationella organisationer; WHO, UNEP och UNITAR, samt till sekretariaten för de olika konventionerna (BRS och Minamata). Bl.a. möjliggjordes deltagande vid SAICM IP4 och ICCM5 via WHO (9 delegater) och UNEP (11 delegater).\n\nKomponent 2:\n\nDen huvudsakliga delen av resultaten rapporteras under komponent 2, som är den bredaste och mest omfattande komponenten;  Guidance on legislation and institutional capacity. Stödet har fokuserat på utveckling och implementering av kemikaliehantering i enlighet med GHS samt vägledning kring (inkl. stöd i utfasning av) HHPs.\n\nKemI använder de vägledningsdok som utvecklats inom det globala programmet i ett flertal aktiviteter, både inom samma program (t.ex. samarbete med Africa Institute och med UNEP LAC) samt inom bilaterala program som det med Albanien och ITP. Utöver detta har de även refererats till i relevanta internationella forum, t.ex. SAICM beyond 2020 mötesunderlag.\n\nTydliga synergier finns mellan globala programmet och International Training Program (ITP), som finansieras genom strategin för innovation, partnerskap och kapacitetsutveckling (INPAKT), med ett fokus på kapacitetstärkande. Material som utvecklas inom det globala programmet används till exempel inom ITP, och kontaktnätet som byggs genom ITP tjänar till att utveckla tätare samarbete med myndigheter vars anställda deltagit i ITP.\n\nHelpdesk: Ett flexibelt och kortare stöd i specifika sakfrågor. Stöd genom helpdesk kan i vissa fall vidareutvecklas till ett mer ingående\u002Flängre samarbete med länder (exempelvis stödet till TPHPA och utfasning av HHPs som initierades genom ett stöd via helpdesk). Det är inte helt tydligt ifall stöden som genomförs via Helpdesk har en strategisk karaktär eller om valet av att ta på sig projekt\u002Fstöd som inkommer till helpdesken är enligt ett ad-hoc förfarande. Ett strategiskt urval är att föredra och det kommer diskuteras med KemI framöver. En av styrkorna med helpdesk-uppdragen är att de i de flesta fall kommer direkt från de myndigheter i relevanta länder som jobbar med att utveckla kemikalie-lagstiftning och efterfrågar begränsat stöd från KemI i utvecklingen. Det leder till att KemI bidrar till att driva arbetet med lagstiftandet i mål i ett flertal fall. Exempel under 2029-2024 är stöd till Uganda, Kenya, Peru och Ghana som alla utvecklat lagstiftningar och\u002Feller strategier för genomförande inom området. Helpdesken har även kunnat komplettera Twinning projekt i Moldavien, med fokus på luftkvalitet som en del i processen i EU-tillnärmningen, där delar av stödet (stöd till Moldavien inför Bilateral Screening processen) inte ryms inom projektets ram, och det har kunnat stödjas genom det globala stödet istället. \n\nLandspecifikt stöd (extended support): Utgör ett längre och djupare samarbete kring lagstiftande och implementering av kemikaliefrågor. Under 2019-2024 har stöd framförallt givits till Tanzania genom Tanzania Plant Health and Pesticides Authority (TPHPA).  Stödet beskrivs i detalj och fokusera på genomförande av Plant health act (2020) - stöd i registrering, riskutvärdering och beslutsfattande gällande HHPs.\n\nUnder programperioden har KemI ingått i ett antal partnerskap, varav ett flertal innefattade vidareförmedling av medel (t.ex. UCT, AI samt EEB). Under sista skedet av programperioden har KemI beslutat att detta kommer begränsas avsevärt framöver, och dessa typer av partnerskap är i princip utfasade i det nya stödet (2025-2027). Minimering av vidareförmedling i tredje led är i linje med Sidas vägledning i frågan. Genomförda aktiviteter och resultat från dessa har tydligt redogjorts i rapporten.\n\nPartnerskapet med FAO sträcker sig tillbaka till 2010 och utveckling av ett flertal viktiga vägledningar och verktyg rörande bekämpningsmedel, inklusive stöd för implementering av \"International Code of Conduct on Pesticide Management\" och Pesticide Registration Toolkit (PRT) där KemI utvecklat ett flertal moduler. Syftet med arbetet att att påskynda utfasning av särskilt farliga bekämpningsmedel (HHPs). Hittills har mindre fokus legat på att identifiera bättre alternativ- detta bör vara en prioriterad fråga framöver.\n\nEtt regionalt sammarbete med UNEP LAC har under programperioden har bidragit med stöd till kapacitetutvecking i Latinamerika och Karibien för kemikaliekontroll. Programmet är del av ett bredare initiativ inom ramen för Intergovernmental Network on Chemicals and Waste for Latin America and the Caribbean. Stödet har använt sig av vägledningsmaterial utvecklat av UNEP med stöd från globala programmet uneer tidigare år. Regionen har hög grad av regelverk rörande kemikalier, och ratificering av internationella konventioner och avtal är generellt högt, dock ligegr utmaningen i att applicera en integrerad ansats för hantering av kemikalier och avfall och tekniks expertis behöver störkas för att effektivt kunna addressera kemikalier som regleras under internationella konventioner. Arbete som rör kemikalier i plast har även integrerats i programmets genomförande.\n\nE-learning: Två kurser utvecklades och lanserades, \"Introduction to GHS\" och \"Financing pesticide registration and control\". \n\nKomponent 3:\nUnder programperioden har det globala programmet bidragit till stöd för implementering på nationell nivå inom ramen för Stockholmskonventionen, gällande beslut att
