The summary assessment is that UFGE, and the thematic work to promote gender equality in a comprehensive and holistic manner, are relevant and fit well within the framework of the strategy for human rights and democratisation in 2014-2017. UFGE and the World Bank and the IFC have the systems in place to ensure internal control. The UFGE contributes to two specific sub goals of the strategy for human rights and democratisation in 2014-2017 and the contribution is also assessed to be in line with the PGD . UFGE meets the system requirements for the entering into an agreement with Sida. It is considered therefore that the UFGE should be formalised through an agreement.\n\nThe UFGE intervention is strategic for Sida from several perspectives: First, the WB is an important actor in the sector of gender equality. A total of 90 MSEK were disbursed (1015 MSEK\u002Fyear). The last replenishment of the fund was made in 2023 with such funds also being used by the trust fund during their FY24. During these 10 years of support significant results were achieved and the World Banks (WB's) gender work has overall changed rather substantially. Sida has throughout this period of cooperation assessed that UFGE's work is relevant and strategic from several perspectives, as its' thematic work promotes gender equality in a comprehensive and holistic way. The WB's work on gender equality has visibly improved in recent years and there has been an improvement in positioning gender equality as a central issue within the Bank's activities and sectors. UFGE has been a clear contributor to that achievement, which was also the aim when the WB set up this trust fund.\n\nThe latest midterm review (see above), indeed, found that UFGE has, to a large extent, been successful in pursuing its' objectives. It has, over time, become an integral part of the WB's efforts to implement its' Gender Strategy (which, at the time of the evaluation, still was the previous Gender Strategy  there is now a new decided Gender Strategy for 20242030 and an adherent implementation plan) with a unique mandate to provide evidence and data related to gender equality. The evaluators found it clear that the WB would have much less foundational and practical information and evidence, which is required for achieving its' objectives as outlined in their Gender Strategy, were it not for the UFGE. This is a highly important result and, indeed, the result that was hoped for with the establishment of the trust fund.\n\nThe midterm evaluation, moreover, found, in terms of relevance, that UFGE's thematic focus is closely aligned with SDG5 and congruent with the work being carried out by other key players such as UN Women, demonstrating relevance to current global landscape on gender. Also, that the UFGE, being closely linked to the World Bank's Gender Strategy, was regarded as one of the key mechanisms employed by the Bank to advance gender equality. In addition, since public knowledge goods creation is rarely funded by the WB, and is dependent on external funding, UFGE was found to play a unique role since it is the only trust\nfund that targets knowledge and evidence creation in the area of gender equality.\n\nIn terms of effectiveness and impact, the MTR found that UFGE has mostly been successful in achieving its' objectives and having a positive effect. E.g. the evaluators found that UFGE knowledge products were effective in advocating for policy change when presented to policymakers together with technical\nassistance and trainings. Impact evaluations, which are a key part of what UFGE undertakes, are a valuable tool to influence client and user demands, and have proven to be very useful for influencing WB operations by providing evidence on what works in terms of gender equality. The MTR observed that UFGE funds data collection and innovative solutions that would otherwise be unfinanced.\n\nOne unexpected positive impact found was that of the WB Gender Leadership Council, which had evolved into a valuable platform facilitating WB cross-collaboration, knowledge sharing, and capacity building mong various teams working on gender across the WB. In the latest annual report 2024, UFGE shows that it continues to expand its' reach across the entire World Bank Group with the new addition of an implementing partner, namely, the WB's Multilateral Investment Guarantee Agency (MIGA), which is positive from the perspective of moving towards greater gender considerations within WB guarantees. It has also, in the\nFY24, launched the Europe and Central Asia Gender Innovation Lab (ECAGIL).\n\n\nAssessment of achieved results in relation to the objectives:\n\nAs mentioned above, it is continuously clear that the produced evidence and the\ntesting of interventions based on such evidence by the UFGE has been relevant\nand important for the establishment of the WB as an effective partner for\nadvancing gender equality.\n\nThe cumulative total of what the UFGE has supported since its' start in 2012, as per the annual report 2024, is 439 analytical reports, 202 impact evaluations, and 148 activities that produce knowledge and evidence. This is the evidencebased provision of solutions that demonstrate to WBG teams, International Financial Institutions (IFIs), and other development partners how to more effectively close such a gap as part of country and sector approaches to reduce poverty (as per the objective of the intervention). The produced knowledge and evidence have ensured strong development outcomes, influencing 326 WB operations, informing policy dialogue in 107 countries and changing how 176 companies work, again as per the reported figured in the latest annual report. And, as outlined in the previous question, external evaluations indeed corroborate that these activities were effective in terms of influencing policy dialogue at countrylevel and in terms of changing the WB crosscollaboration within gender equality, contributing to the visible improvement of WB's gender\nwork, which also Sida clearly has seen over the last 10 years.\n\nImportant results are achieved, however  and again , it is not entirely possible for Sida and other UFGE donors to, with ease, determine whether the reported results are expected (and hence even more \"unexpected\"). This inability is rooted in some weaknesses such as weak RBM. Also the MTR found, in line with what donors such as Sida have repeatedly stated to WB, that the results framework could be further strengthened by providing a detailed theory of change with explicit assumptions, setting explicit targets for indicators to allow for tracking of progress against objective, and potentially including indicators on policy impact. There were never any targets set, annually or other, and hence it was always impossible for UFGE's donors to assess effectiveness against plans, or to hold accountable for potentially not achieving enough or similar. Moreover, the MTR also found that there is a reporting burden since, in some instances, reporting is done in a separate results framework that is not always interlinked with UFGE's global results framework that aggregates results from the different pillars and windows, risking duplication of efforts on reporting.\n\nSida has, annually, within the CoPs for this contribution extracted and documented relevant thematic results from UFGE's annual reports. Hence, for a good understanding of achieved results, it is wise to consult such CoPs.\n\nSimilar types of results are also reported on in the annual report for 2024. Basically, UFGE complements WBG-funded activities by supporting the production and dissemination of new knowledge and data for evidence-informed project, policies and programmes so that such accelerate gender equality. UFGE funding is used to expand gender data production, use and dissemination design and evaluate innovative solutions expand the evidence-base, support knowledge sharing across regions, and provide capacity building to countries\nand teams. Collectively, according to both WBG itself and the above-mentioned evaluations, this has resulted in: 1) stronger, evidence-informed WBG projects, investments and country policies and 2) increased awareness, demand and scaling of gender solutions. the WBG also reports, in its' last concept note for\nrenewed replenishment for funds, that the investments in UFGE have leveraged significant returns in development spending. for example, every 1 USD invested by the Africa Gender Innovation Lab (AFRGIL), which is the first established and longest running GIL, leverages  USD 188 of spending in WB projects. UFGE\nreports that over the last decade, the AFRGIL has generated evidence that has influenced over USD 12 billion in development spending.\n\nUFGE has supported and still supports the production and analysis of better gender data and analytical work, including by piloting and testing innovative interventions that advance gender equality. The impact evaluations that UFGE fund are often integrated in WBG-projects and, hence, they capitalise on WBG-project-funded activities to design and assess the effectiveness of development interventions. They become a global public good and they yield innovations to address inequalities and inform the WB (and others) on what solutions are\neffective, and not. Such innovation include programmes that e.g. provide women and girls with digital identification cards, extend girls' education, equip girls with socio-economic  and lifeskills, employ women as agricultural extension agents, involve schools and communities in ending harmful practices such as child\nmarriage and adolescent pregnancies.\n\nUFGE's results stretch over a large number of countries. Various examples through the years were documented in the CoPs. To mention a few here: In the Republic of Congo, UFGE supported the design and evaluation of a low-cost pilot intervention that provided women with information on trade-specific\nearnings to encourage them to crossover to more lucrative male-dominated trades. The pilot was conducted with applicants to a government sponsored vocational training programme 'Development for Employability Project' financed with a USD 15 million investment by WBG's IDA and the government. The evaluation showed that young women exposed to videos with information on trade specific earnings prior to applying to vocational training were almost 30% more likely to apply to training in male dominated sectors. As a result, the information was scaled up in a couple of operations where one was the inclusion of findings in UFGE's global report 'Breaking Barriers: Female Entrepreneurs Who Cross Over to Male Dominated Sectors' which brings together evidence fro studies conducted by the Regional GILs in 10 countries to offer insights on the\ncharacteristics of women who crossover to more profitable male dominate sectors. According to UFGE's latest replenishment proposal, by June 2023, the report recommendations and findings had already influenced the design of more than 14 WB operations.\n\nLed by IFC with UFGE support, the 2020 'Her Home' study showed that there was significant untapped market potential for housing finance for women in Colombia, India and Kenya. The study helped build the business case for investing in women's finance and served as a pioneering  global resource, offering insights on the barriers and solutions to increase women's access to housing finance. It influenced IFC's Financial Institutions Group to direct 80% of lending to gender flagged financial institutions, particularly those supporting\nbusinesses growth and housing finance. IFC's Housing Finance for Women Initiative has since raised USD 1 billion in funding for mortgages for women. The above examples, within the area of impact evaluations, clearly show how this intervention has contributed to the overall objective outlined above. However, there are just as clear examples within the sphere of work where UFGE supports knowledge sharing, capacity building, and carries out technical assistance in order to promote the adoption and the application of its' new\nevidence and data, enhancing incountry ability to address genderrelated challenges and meet national priorities.\n\nE.g. the 'Strengthening Gender Statistics Project (SGS)' has leveraged, and is still leveraging, ongoing WB statistical Capacity Building projects in IDA-eligible countries building on existing investments in improved statistical infrastructure to focus on specific and targeted genderrelevant guidance. it provides technical assistance o National Statistics Offices in 12 partner countries (Bangladesh, Benin, Burkina Faso, Cameroon, Djibouti, Ghana, Lao PDR, Madagascar, Mali, Republic of Congo, Somalia and Tanzania) to strengthen the production, analysis, and dissemination of gender data. it has informed the design and activities of the International Bank for Reconstruction and development (IBRD) and IDA-financed Statistical Capacity operations in Angola, Republic of Congo and Lao PDR, as well as a series of operations on Harmonising and Improving Statistics in West and Central Africa. A supported gender data gap assessment also influenced the design of the 'Benin Economic Governance for Service Delivery Programme for Results', financed with a USD 5000 million investment by IDA and the government. SGS's impact extends globally since improved gender data has been made, and still is made, available through the WBG's 'Gender Data Portal'. This portal is, as reported by UFGE, widely used also by WBG partners including civil society networks and local\nacademic institutions.\n\nThe Masreq Gender Facility (MGF) provides evidence and technical assistance to Iraq, Jordan and Lebanon to strengthen the enabling environment for women's economic participation and enhance their access to economic opportunities. It brings together the public and private sectors. In Lebanon, MGF partnered with multiple public agencies to identify legal gaps related to women's access to the workforce and provided recommendations to address these gaps based on international best practice. MGF technial assistance contributed to the adoption of a landmark law criminalising sexual harrassment which consolidated several existing draft laws into one. The facility is also supporting the government with the implementation of the law through a Sexual Harrassment Code of Conduct for the public and private sectors drafted in partnership with the National Commission for Lebanese Women (NCLW), the United Nations Economic and Social Commission for Western Asia (ESCWA) and the United Nations Population Fund (UNFPA). This Facility has, however, also produced rigorous analytical work with relevant impact in terms of results. E.g. the Second\nState of the Masreq Women Report: 'Who Cares?' Care Work and Women's Labour Market Outcomes in Iraq, Jordan and Lebanon and the Formal Childcare in Jordan: Limited Services and Unmet Demand reports have together facilitated policy dialogue on childcare in Jordan and paved the way for the USD 226 million Jordan Enhancing Women's Economic Opportunities Programme for Results (PforR), the first Middle East and North Africa region operation with a development objective that focuses solely on women.\n\nSida has throughout the last few years assessed that UFGE produces relevant results. Its' relevance as a programme for the outlined established overall objective is clear, as well as it is clear that it delivers in relation to that set objective. UFGE makes use of the WBG's incountry activities, technical assistance and convening power to produce evidence in innovative areas and better gender data for stronger WBG operations, country policies and programmes. It ensures greater knowledge, demand and capacity for gendersmart solutions, enabling the replication and scaling of successful interventions within countries and across regions. UFGE funding, while complementing much larger WBG and client investments, has a multiplier effect, contributing to gender solutions at
