Resultat
The key programme achievements include: • Early Recovery: PFRU completed 577 rapid recovery projects in 127 of the most war-affected hromadas across eight oblasts: Kyiv, Chernihiv, Sumy, Kharkiv, Donetsk, Luhansk, Mykolaiv, and Kherson. Support enabled more than 2 million Ukrainians to regain access to priority services such as healthcare, education, power, and water supplies. Projects included the restoration of 108 public infrastructure buildings; creation of 52 air raid shelters; procurement of vehicles to facilitate service delivery; procurement of construction equipment to support debris clearance and infrastructure res-toration; training on strategic communications and two-way dialogue; community security planning; and training and equipment to the State Emergency Service of Ukraine (SESU) to increase their capacity to manage emergency situations and conduct demining operations. • Civil Resistance: PFRU provided material support to 105 frontline and bordering communities,1 including 400,000 litres worth of fuel vouchers, 55 vehicles, and 4,500 other pieces of equipment, such as generators, computers, and personal protective equipment (PPE). PFRU trained 322 first responders to provide mental health and psychosocial support (MHPSS), and supported a communications campaign to destigmatise mental health services among men, which reached 24.9 million people. PFRU also supported organisations to provide audiences in Temporarily Occupied Territories (TOTs), border, and frontline communities with factual news to encourage disengagement from Russian propaganda. For example, Internews Ukraines 15 Telegram channels aimed at audiences in TOTs reached 40,132,986 views and 768,342 engagements. PFRU research into TOTs was also shared with and used by key Government of Ukraine (GoU) stakeholders to inform their communi-cations and actions for example, the decision to sanction 35 foreign individuals who participated as observers in Russias annexation referendums. PFRU also facilitated GoU lessons sharing and planning around liberations, and provided support to the Mission of the President of Ukraine in Crimea, which led to the development of a roadmap for the cognitive de-occupation of Crimea. • PFRUs Missing Persons Project enabled the National Information Bureaus (NIB) hotline to respond to 180,493 calls between November 2022 to June 2024.The project also provided material support such as vehicles, computers, and furniture to various state entities, enabling them to open offices across the country and provide accessible services to families of missing persons and victims of war crimes. • The Revitalise Project provided technical support to advance sensitive policy issues such as liberation planning, environmental justice, and support for deported children. This included detailed recommendations to the Bring Kids Back Task Force under the Office of the President of Ukraine (OPU) on the protection and reintegration of children affected by deportation and forcible transfers. PFRU supported the reintegration of veterans through grants to civil society organisations (CSOs) that provided consultations to 1,379 veterans (legal and psychological aid, career advice, etc.). PFRU also launched a communications campaign for the Ministry of Economy to raise awareness on their Grant Programme for Business Development for Veterans. The programme worked to enhance socio-economic recovery by providing equipment to 63 small and medium enterprises in frontline oblasts. It also supported culture and identity for example, through grants that enabled local cultural operators to organise activities that attracted more than 184,977 Ukrainians in frontline and bordering oblasts. • PFRUs Responsive Research Project delivered 69 unique research products on social dynamics, war impacts, and political context. This included the Social Cohesion and Reconciliation (SCORE)-inspired Holistic Assessment of Resilience of Population (SHARP) survey that assessed changes in resilience and social cohesion across Ukraine.
The proposed contribution "Partnership Fund for Resilient Ukraine" (PFRU) aims to support Ukrainian Government and citizens to combat consequences of the ongoing military war in Ukraine provoked by the Russian Federation, as well as to strengthen resilience of Ukraine towards internal and external threats leading to the destabilization in Ukraine. The primary objectives of the PFRU programme are as follows: - Ukraine's resilience to instability and conflict is strengthened and Ukraine is prepared for a smooth social, economic and political transition once there is a political settlement to the conflictQ - Ukraine is supported to prevent new conflicts and mitigate instability in Government Controlled Areas (GCAs) in eastern and southern Ukraine, and to prepare for social, economic and political reintegration of Non-Government Controlled Areas (NGCAs). The PFRU will deliver technical support, capacity building and projects (including infrastructure and construction projects), to support Ukraine to resist the Russian invasion, mitigate the consequences of the war and possible drivers of instability in the future and prepare for the reintegration of non-government controlled areas (NGCAs). This will be provided in close partnership with central and local government empowering ongoing reforms, in particular decentralisation.
