Result
As a result of the intervention ESV team together with CHU team elaborated a project proposal that includes thorough description of methodology for development of public financial control systems in Georgia, sets the project strategy in this regard, expected results and risks associated with the intervention implementation. The proposal has been shared with other key donors that have been or plan to be involved in public financial management and especially financial control systems, namely EU, USAID and GIZ. This will help avoid any overlap of Sida supported intervention with other donors' support.
The development of financial management and control systems is one of priorities in Georgia's Public Administration Reform (PAR) and Public Financial Management (PFM) reforms and the Georgian EU agenda. It also constitute an important condition for advancing the much needed decentralisation reform. Based on this, the Georgian side, namely Central Harmonisation Unit (CHU) that is responsible for internal control systems, initiated the request for support from ESV. The Ministry of Finance has expressed their full support for CHU in this process. CHU has a proved positive reform track-record in implementation of decentralised internal audit units. Responding to the request Sida supported two preparatory contributions. In 2019 ESV scoping mission concentrated in exploring current state of affairs regarding internal control systems and generally public financial control systems (FCS) in Georgia. Based on the findings of the ESV scoping mission in 2019, the current intervention allowed ESV and CHU to conduct a set of analytical, consultation and scoping activities. This resulted in the design of a budgeted project proposal to support reform of financial management and control in the Georgian public administration. Thus objective of the contribution is to prepare together with Georgian counterparts a joint project proposal for possible Sida support to CHU by ESV in building sound FCS in Georgia.
