This project aims to contributing to strengthening the respect and protection for human rights in the context of the on-going political and social crisis in Bolivia, to help prevent and halt human rights violations. It will ensure a sustained UN High Commissiorner for Human Rights (OHCHR) presence in Bolivia, by giving continuity to the current deployment (November and December 2019) and strengthen its capacities to meet current needs in the coming months (January to August 2020). This will pave the way for a longer engagement strategy in the country, which will include a component of technical assistance, capacity building and strengthening of key institutions according to the High Commissioner’s mandate. In the short term, OHCHR will strengthen its capacity to carry out monitoring and reporting, with the aim to speak out publicly and independently on human rights violations, engage with authorities and other actors as well as identify gaps to build future lines of cooperation with institutions and civil society organisations. OHCHR will also liaise with social and political actors at the highest level, to play a key role as an independent instance, whose inputs can be valuable during the discussions amongst political and social actors. OHCHR will also play an important role as an independent observatory in the country.

Results: Goal 1: Strengthening the rule of law and accountability Expected results: Improved State accountability mechanisms to monitor, investigate and provide redress for human rights violations; Increased implementation by State institutions of international human rights standards; Increased capacity of the Technical Mission to support early warning, prevent violence and protect human rights in situations of conflict and insecurity. Goal 2: Strengthened protection of human rights in Bolivia Expected results: State laws and policies increasingly address, prevent and reduce human rights violations in Bolivia; Increased States capacity to comply with human rights commitments and obligations. Goal 3: Enhanced participation and protection of the civic space Expected results: Strengthened networks amongst human rights and civil society organizations, including women's organizations, to enhance alliances and foster joint monitoring and common actions aimed at addressing human rights concerns, with a human rights and gender-sensitive approach; Enhanced protection of Human Rights Defenders and journalists by relevant authorities. .
