Result
AMAN has achieved concrete results under all 4 objectives in spite of extremely difficult conditions in 2023 when the organization not only suffered the war in Gaza but also had to deal with a lawsuit filed against AMAN by the Palestinian President's Office after the launch in 2023 of AMANs 2022 annual report on the state of anticorruption in Palestine, which highlighted serious issues related to corruption perpetrated by highranking Palestinian officials. In 2023 AMAN focused on activities spanning coordination with civil society actors, producing analytical reports, conducting capacitybuilding programs, and engaging in awareness raising and advocacy efforts. A sample of concrete achievements include: - Criminalization of gendered corruption by the Palestinian AntiCorruption Commission (PACC). - Adoption of measures to strengthen ITA in the operations of eight LGUs, and increased openness to social accountability by the Palestinian Authority Security Services (PASS). - Palestine Ministry of Finance published six out of eight key budget documents on its official website. -19 of AMAN's recommendations relating management of public funds and affairs in public services, were incorporated into government decisions. -After the outbreak of war in Gaza, AMAN collaborated with its partners in the region to establish a digital platform aimed at tracking all humanitarian aid allocated to Gaza. The platform serves as a crucial resource to enhance transparency and accountability in the humanitarian assistance provided to Gaza. -Diagnostic reports highlighting challenges and gaps in governance integrity across sectors, including a noteworthy index evaluating the integrity of the judicial authority. -The Ministry of Labor's adoption of a new digital method to reduce corruption risks. -Official accreditation of the AntiCorruption Diploma program with Birzeit University. -Direct outreach to close to 900 citizens through field visits and youth summer camps. -More than 500 radio spots. -Training of a number of CSO representatives (in total 578 participants) in promoting accountability, integrity, and transparency across -diverse sectors in the West Bank and Gaza Strip. - AMAN's Advocacy and Legal Advice Center (ALAC) received 531 legal advice requests 52 cases were officially investigated, and 12 achieved successful resolutions -AMAN collaborated with diverse partners to implement social accountability initiatives, among which an initiative led by Palestine Ahliya University students, titled "My Right to Arrive at my University on Time," showcased the power of holding authorities accountable, resulting in improved transportation services. -AMAN developed its internal bylaw in alignment with TI Membership Accreditation Committee (MAC) recommendations, inter alia imposing new limits on term for board members. -AMAN conducted internal training for staff on gender equality and mainstreaming. -AMAN developed several tools to strengthen anticorruption work, including an oversighting digital platform AMANs Corruption Monitor. This tool is helping CSOs and activists to access to public data related to management of public resources, enhancing their watchdog role.
AMAN's overall objective for the new strategy 2023-2025 is to hold power to account for the common good. Strategic Objectives are: SO1: Strengthening the integrity, transparency, accountability, and the anti-corruption system in the management of public funds and affairs and services provision. SO2: Promoting integrity of the governance system and holding the political class accountable concerning their decisions for public interest. SO3: Promoting community mobilization in support of anti-corruption efforts and holding the authority accountable. SO4: Develop the institutional and organizational performance capacity of AMAN to meet its mission, vision and partnership relationship at national, international and Arab levels.
