Result
The project is a continuation of the previous cooperation between the Kosovo Environmental Protection Agency, KEPA and the Swedish Environmental Protection Agency, SwEPA - which aims to pave the way for Kosovo to meet the environmental requirements to become a member of the EU. The title of the project is "Continued Cooperation between Swedish Environmental and Protection Agency - Capacity Building on Nature Protection and Environmental Data Use". The overall outcome of the project is "KEPA delivers its tasks regarding nature protection and environmental data in a more systematic, efficient and transparent way". Sida has shortened the new contribution's title to: Continued cooperation between SwEPA and KEPA 2025-2027. Priority areas for the project are to improve data and measures when it comes to, for example, air quality, strengthened protection of national parks including biodiversity and preparation for KEPA to implement and monitor Natura 2000 areas. A red thread in the project is to build capacity for KEPA in order for the institution to strengthen its coordinating role in Kosovo for environmental data. The authority shall also lead planning and monitoring, and contribute to measures to improve the protection of Kosovo's national parks and Natura 2000 sites. Within the project, communication activities are integrated, not least to cooperate better with other actors and to reach out to the citizens. Data will be a core issue for KEPA; to improve, report and disseminate facts about the environment, which is needed for increased knowledge about the country's environmental situation and for decisions to take action. Sida assesses that the project is well planned and has a results framework that matches the requirements for EU-accession, especially the EU Directive, Article 27, but also the EU Directive on Publicity (INSPIRE) and the EU's Habitat and Birds Directive and the Aarhus Convention. The project's priority areas are also in line with the recently approved national strategy: Kosovo Strategy for Environmental Protection 2024-2033. It is also in line with the Strategy for Sweden's Reform Cooperation with the Western Balkans and Turkey, 2021 to 2027. At the global level, the project will contribute to Agenda 2030, as the project is in line with SDG 13, Climate Action, SDG 15 Life on Land and Goal 16, Peace, justice and strong institutions.
