Result
The project intends to address common challenges facing electoral stakeholders and democratic institutions such as: 1) the profileration of disinformation and AI-driven manipulation, and related social polarization and decline in citizen´s trust in the electoral process; 2) digital security threats to election officials, civil society and journalists; and 3) deficits in knowledge, capacity, and resources to address this issues. The project proposal hence has the following overall objective: "To develop and pilot approaches to enhance the capacity of electoral stakeholders to understand, monitor, and address digital threats, including addressing the challenges of GenAI in electoral processes, while protecting citizen´s rights." It has two overall outcomes: 1. Improved ability of the democracy and governance community to leverage, and address the challenges of GenAI for elections. 2. Improved strategies to enhance the resilience of the digital information environment during elections. The theory of change behind the Digital Challenges to Elections pilot project according to CEPPS proposal is the following; "IF electoral stakeholders have the knowledge to better understand the threats posed by emerging technologies such as GenAI and dis-, mis- and malinformation, as well as the tools and resources to monitor and address those threats, THEN these stakeholders will be able to proactively identify and counter digital threats in real-time, THUS strenghening the conditions for free and fair elections."
