Result
The Association of Kosovo Municipalities (AKM) has consistently demonstrated professionalism and maturity at the local level, working effectively with all municipalities and responding in a timely manner to various developments and needs at the central level. Within this framework, the Training Centre (TC) remained a key driver of municipal capacity building throughout 2024, delivering 57 targeted training sessions to over 1,100 officials from diverse municipal structures. It also revised five major training manuals to reflect emerging priorities such as gender equality, environmental sustainability, climate change, and EU integration. The successful implementation of ISO 9001 standards and the completion of an independent evaluation of the SIDA-supported project further reinforced the TCs commitment to quality, inclusion, and institutional effectiveness. While challenges persist in sustaining participation due to the crowded training landscape, the TC has strengthened coordination with stakeholders to avoid duplication and increase impact. In response, it is now prioritizing innovation and quality, aiming to deliver more focused and relevant training aligned with the evolving needs of municipalities. Among the main challenges currently facing AKM, however, remains financial sustainability following the conclusion of external funding from SIDA and SDCa critical issue to which AKM continues to devote strong and ongoing efforts. In conclusion, the TC remains a vital institution for advancing local governance in Kosovo, and its continued effectiveness will depend on sustained support, innovation, and strategic collaboration.
This development intervention's intended outcome is to "Enhancing Capacities of Local Elected Officials towards Improved Service Delivery in Kosovo Municipalities'' through skilled, well-informed and with knowledge equipped local elected and appointed officials. This intervention will contribute to municipalities to improve service delivery, increase transparency and accountability towards citizens regardless of gender, ethnicity, age and socal group. At the same time, it will be an opportunity for local governments to modernize public service as part of the public administration reform. AKMs Capacity Development Program acknowledges that there are important assumptions that underpin this claim. The expected results of the intervention at the end of 2021 are clustered in three outcomes: - Mayors, directors and assembly members will be equipped with new skills and knowledge in order to serve the public better. - Local elected and appointed officials will be more transparent and accountable towards the public in order to meet important anti-coruption criteria and increase public trust. -AKM/TU will be proactive in its response to the capacity development needs at the local level.
