Result
2022 was a difficult year for implementing projects in Ukraine. Russia's full scale invasion and scale up of the war brought devastation to infrastructure and the cities. It also disrupted established supply chains and affected the prices of goods and services. Where possible, additional grant funding was requested and reallocated from other projects in Ukraine to support projects facing price increases caused by inflation and disrupted supply chains. The challenges go beyond what is noted here and can be further read about in the annual narrative report. During 2022 one project was completed (Dnipro Public Buildings Energy Efficiency) and one project was cancelled (Mariupol Solid Waste Project). 16 assignments were completed including eight feasibility and environmental due diligence reports; six Corporate Development Programmes (CDP) and two other assignments. Five projects were delayed and two assignments were put on hold. Despite the extremely difficult conditions in Ukraine caused by the war, implementation of 11 assignments progressed. So during 2022, ten investment projects and one non-transactional TA project were funded under SWUK I. During the reporting period, three projects were approved by Sida under SWUK I. The TA and PIU support under SWUK are important and often in support of E5P and other projects. They do not exist in isolation and many have other donor support as well. The results of the underlying investment projects cannot be directly attributed to the provided technical assistance, the support from the consultants in project preparation, implementation and supervision is a necessary element of the achieving planned results in terms of emission reductions, energy savings and improved infrastructure for the residents of Ukraine. A concrete example of results is from the Dnipro Public Buildings Energy Efficiency. The projected had a total budget of EUR 33 million and Sida contributed with EUR 500,000 and was completed in 2022 (grant approval 2020). Sida contributed to the verification of energy savings, a feasibility study and project implementation support. The Project helped significantly improve the previously poor physical condition of the selected public buildings through renovation of facilities and meeting heating requirements, significantly extending their useful life and supporting the City in a gradual shift to the international best practice in energy management. The verification of energy savings assignment confirmed confirmed the energy savings of 42% (equivalent to 25 MWh/y).
The SIDA-EBRD Ukraine Energy Efficiency and Environment Consultant Cooperation Fund is aimed at supporting the energy efficiency and environmental projects and programmes financed by the European Bank of Reconstruction and Development in Ukraine. The resources of the fund are used to primarily finance consultancy services for carrying out identification, preparation, appraisal, supervision and/or implementation of the projects and programmes financed by the EBRD in Ukraine. The overall objectives of this intervention are to support: • Reduced emissions to the environment; • Sustainable use of natural resources; • Institutional reforms and sustainability of services; • Transition and social inclusion.
