Result
The intervention has contributed to the following results according to the final report and evaluation: Raise awareness on land rights amongst the Rwandan public: Knowledge has deepened of gender equality, contributed to a better understanding of challenges in land administration among local authorities, communities , and paralegals associated with such communities. Furthermore, the awareness has contributed to: a) An increased capacity of local authorities and paralegals to understand, apply and harmonize legal framework governing women´s land rights and laws regarding land matters. b) Raised awareness among local authorities and paralegals regarding women´s and vulnerable groups land rights and law regarding land matters. c) Enhanced knowledge among community members about the understanding of land rights, responsibilities, restrictions, and processes for property equity and consequences with informal transactions and not to register land. d) Strengthened capacity of local authorities and paralegals to effectively enforce principles of gender equality enshrined in national legal frameworks governing land and the importance to register land and all changes regarding land ownership. A collective result is the increased awareness of land rights and obligations among the Rwandan public: The project has clearly contributed to strengthening Rwandans knowledge of their land rights in general, and for women and vulnerable groups in particular. The project has especially focused on women rights to own land, to inform about existing laws regarding succession rights, land law in case of divorce, and about the planning for future land use. Worth noting is the topics high relevance to the perspectives on human rights, poverty, environment and conflict sensitivity. A more efficient and expedient land use planning process: The project has primarily contributed to the development of appropriate planning processes, preparation of routines and working methods, method development, and review and comments on draft plans. A close coordination with other initiatives in the field has been established.¨ Results also include better plans of higher quality, more efficient work processes at NLA and an increased general planning knowledge among the employees at the authority. Higher awareness among Rwandan population regarding their rights and obligations linked to their use of land. Improved conditions have been created for sustainable land use in Rwanda. A higher level of knowledge among staff at NLA: Knowledge has been raised at the NLA within several key area such as GIS, surveying, land administration, mapping and land use planning. The building of knowledge and capacity has resulted in a better functioning organization which is more transparent and accessible, thus providing improved services to the Rwandan public. Purposeful working methods and an established collaboration in good spirit: An established collaboration between the two state authorities of NLA and Lantmäteriet. Further specific outcomes are reported within: surveying, mapping and land use planning include: functional and sustainable structure and spatial data with particular emphasis on NLAs capacity developing the land use plans and NLAs overall planning organization within legal and policy framework and capacity development include: strengthened, management, capacity and competence to ensure effective land administration for women/men in Rwanda with particular emphasis on improved organizational structure and leadership.
The key aim of the project was a strengthened capacity of NLA to deliver efficient land administration services in accordance to the Rwanda Land Sub Sector Strategic Plan. The objective of the project was to contribute to sustainable, efficient and reliable land administration in Rwanda. This entails having in place accurate, transparent and gender sensitive legal frameworks as well as land registration, data management and land use planning processes. Through cabacitated institutions and qualified staff, the project aims to contribute to providing equal opportunities for all women, men and children, reduce land related conflicts and enable green growth. To do so, the project intervened within four components : • Project management, • Surveying, mapping and land use planning, • Land administration, and • Legal and policy frameworks and capacity development.
