Result
Den senaste inkomna rapporten avser 2020 års verksamhet, det vill säga sista året av det strategiska partnerskapet med SMR. Under 2020 rapporterar SMR att de har nått 320 000 människor i behov av humanitärt stöd med insatser inom bland annat nutrition, vatten, sanitet och hygien. Utöver de operativa projekten så finansierade Sida HUM även ett kapacitetstöd till SMR vilket uppgick till drygt 1 MSEK. Utfasningsavtalet med SMR inleddes under 2021 med en halvering av finansieringen jämfört med 2020 års verksamhetsperiod, från 60 MSEK till 30 MSEK. Detta ska rapporteras årligen, och nästkommande rapport är schemalagd till 20 oktober 2022. The framework agreement with SMC, was concluded in 2020, but extended with two years to ensure a good phase-out period. Hence the humanitarian programme supported by Sida has lasted 2017 to 2022. During this period Sida has contributed a total of 298,9 million Swedish Kronor to support the Swedish Mission Council (SMC)'s humanitarian programme 20172019 (2020, 2021 and 2022). The program comprised of two componentscapacity development and delivery of humanitarian assistance to people in need, through so called "Major Interventions" and shorter projects under Sidas Rapid Response Mechanism (RRMprojects). The two components fed into, and reenforced, each other. In the final report SMC focused on the relationship they had with their partners during the agreement period, 2017 to 2022, in implementing these two components. In this relationship, SMR has taken three different roles 1) funding, accountability and quality assurance, 2) capacity development, and 3) provision of a platform for communication, information sharing and learning through the system. SMCs partners successful activities in Bangladesh, Burkina Faso, Burundi, Ethiopia, India, Malawi, Mauretania, Mozambique, Niger, Palestine, Somalia, South Sudan, Sudan, Syria, Uganda, Yemen, and Zimbabwe, have illustrated how capacity development, exchange and coordination can improve the effectiveness of a project. Similarly, in these countries the organisations responding have been local/national or seminational partners, showing the importance of empowering local actors to be first responders. In its capacity development and coordination role, SMC has put emphasis on bringing together, and building on, a faith based network of humanitarian actors. This has allowed for a shared base of believes and trust which facilitated actors access and effectiveness in implementing humanitarian projects across many different contexts where religion is crucial. SMC calls this religious literacy, and enforces its importance in all programming. In total, through the financial support provided by SMC to their humanitarian partner 2,2 million people have received humanitarian assistance in emergency situations as well as protracted crisis. The overall objective of the Swedish Mission Council (SMC)s humanitarian programme 2017-2019 (extended with support for a 2 yrs phase out period until 2022) is to "save lives, alleviate suffering and uphold dignity for women, men, girls and boys who are suffering from armed conflict, natural disasters and the effects of climate change, and reinforce the capacity of local civil society to act as first responders and also work for a resilient society". Under this programme, SMC channels Sida-funding to pre-approved member organizations whose operations contribute to the objectives. SMC also directly implements activities aimed at strengthening and supporting the member organizations in the development of their roles and capacities as providers of humanitarian assistance.
