Result
The support to the Stockholm International Water Institute (SIWI) is to the programme Translating water management policy into impact". Due to the nature of the programme where support for policy development is done parallel to capacity buiding on federal, regional and local level, the final impact takes longer to achieve. Through a combination of activities such as support to the development of Ethiopias National Water Policy and strategy, institutional capacity building for technical experts and water professionals, development of basin plans and field manuals, and establishment of multi-stakeholder platform for sustainable land and water management in Central Rift Valley lakes basin, the programme has managed to further align policies and strategies with implementation at basin and local level. Some examples are, by enabling the development of an updated national water policy and strategy that is informed by, and aligned with basin-level plans and manuals, has established the foundation needed for a sustainable supply of water for socio-economic development and environmental protection. The multi-stakeholder platform for sustainable land and water management in central rift valley lakes basin that was established in 2021, contributes to a stronger cooperation between relevant stakeholders with interest and mandate in water and landscape management issues. Furthermore, the need for financial investment in the water sector was identified as a critical issue needed to ensure sustainability, why activities such as training of stakeholders on Private Public Partnershiops, and support to the development of a strategic document that will function as a fundraising and operational tool for the Ministry of Water and Energy. Finally, a specific issue to highlight, where SIWI has proved to be particularly strong, is the integration of gender and equality issues. The integration of gender has been consistent from the start of the programme, for example through trainings, and in 2021 a guidebook for gender mainstreaming in IWRM, a Policy makers pocketbook on gender mainstreaming were developed to provide Ethiopias policymakers in MOWIE and related directorates with information on how to mainstream gender into IWRM. Some specific results in 2021 to highlight include: WP1: Capacity building to support implementation of IWRM at federal, basin and local levels - Private Public Partnership training for water professionals to support readiness for investments in the water infrastructure sector. - support to the National Water Policy and Strategy soon to be approved by the cabinet. SIWI has as well managed to add water as a human right to the Strategy. - support to the National Integrated Water Resource Management Program, a strategic fundraising and operational tool for Ministry of Water and Energy. - technical assistance and leadership for the development of synthesis basin plan of the Rift-valley lakes basin office and four sub-basin plans. - Guidebook for gender mainstreaming in IWRM developed and Policy makers pocketbook on gender mainstreaming is also developed to provide Ethiopias policymakers in MOWIE and related directorates with information on how to mainstream gender into IWRM WP2: Capacity building for Landscape Restoration and Management - Development of, and training on field manuals on land degradation and restoration, participatory land use planning (PLUP), and water productive and resilient landscape management technologies and approaches, hydrological impact of water shade management and Management Options to Sustaining Landscape Restoration Measures; The Case of Enclosures and other organizations has as well started using the manuals in their landscape management activities. - Multi stakeholder platform for sustainable land and water management in central rift valley lakes basin established. WP3: Capacity building for improved water resources use and environmental compliance in textile factories. - Online trainings within environmental and water law, resource efficiency in textile factories and leadership strategies in changing environments. - institutional capacity development support through online training and individualised coaching targeting officials from EIC, EFCCC, MOWIE, MOIT, BDA for improved decision-making and programme management.
The support to SIWI in Ethiopia is to the programme "Translating water management policy into impact - strengthened governance arrangements at basin level". The impact is defined as the sustainable supply of water for socio-economic development and environmental protection. The programme's theory of change (ToC) is, in short; Improving the capacity of government institutions with interest and mandate on water (MOWIE, ETIDI, EFCC, Basin Development Authority and basin offices etc) lead to improved water resources management and security at both national and local basin levels in Ethiopia. The programme is made out of three separate work packages that together will create overall change. The overall objectives are: Outcome 1: Enhanced capacity in mandated institutions for Integrated Water Resources Management (IWRM) implementation Outcome 2: Enhanced local support for and capacity for landscape restoration and management Outcome 3: Ethiopian Textile Development Institute (ETDI) supports the textile industry to implement sustainable practices and perform integrated risk assessments
