*2023 Key results at regional level - Increased evidence-base for legal policy and programmatic actions to address situations of migrants in online scam centres, as a result of SEARO´s research. Based on the research SEARO also issued "Recommendations for a human right response which has been used and cited in several migration foras. The report raised attention for instance during the Bali Process WG trafficking in persons annual meeting. - Enhanced capacities for litigation to improve the rights of migrants and people on the move as a result of SEARO convened networking and mutual support among lawyers and legal advocates arising from Regional UN Network. Enhanced cooperation within the UN system on implementation of GCM. - Increased level of awareness and relevant legal, policy and technical capacities as a result of OHCHR´s engagement among regional intergovernmental bodies (ASEAN, PIF and AIHRC) and UN bodies and mechanisms with respect to the implementation of " the right to a healthy environment. - Increased capacities and networking for mutual support among HRDS and EHRDS across the region, including awareness of and linkages with UN Human Rights Mechanisms as a result of SEARO and PRO convening and technical engagement. - Strengthened awareness and basis for cooperation among Pacific countries on ensuring the application of human rights applications related to climate-induced migration as a result of the endorsement of the Pacific Regional Framework on Climate Mobility, with SEARO and PRO support. Following the adoption OHCHR organised a high-level event at COP28 to identify priority actions for the implementation in 2024 with Governments, UN and CSOs. - Strengthened analytical evidence-base for addressing challenges posed to E/HRDs, CSOs and other human rights actors as a result of: (i) the launch in May 2023 of the OHCHR report on human rights impacts of new technologies on civic space in South-East Asia, and (ii) increased systematic monitoring by SEARO of trends and developments for civic/democratic shrinking space in the region. - OHCHR has collaborated with ASEAN Intergovernmental Commission on Human Rights (AICHR), and in 2023 the AICHR Chair proposed to hold a dialogue on human rights and to institutionalize them. This meeting was held in September in Geneva and led to strengthened knowledge and understanding and capacities within AICHR. - SDG / human rights linkages strengthened in processes such as VNRs and on forums/platforms relating to data and statistics as a result of SEAROs engagement with other UN entities, including UNESCAP.
The intervention seeks to improve the capacity of regional and national actors to respect, protect and implement human rights in the Asia-Pacific region. The direct target groups are states in their capacity as duty-bearers and responsible for their human rights obligations and civil society organisations, academia and other actors working to strenghen the capacity of rights holders to claim their rights. OHCHR seek to increase the knowledge about international standards and state obligations for human rights and how these translate into the human rights challenges faced in the Asia-Pacific region.
