Result
There are no new activities related to this contribution, since the activity period ended in 2021-12-31. The focus during 2022/2023 has been to close the contribution in a responsible manner. Results highlighted in previous reports from RRRT/HRSD: - RRRT has engaged with other technical and scientific divisions at SPC through joint project funding and collaboration, assisting fisheries ( such as Sida- supported PEUMP) programmes and climate change programmes within their programme design, implementation and monitoring. - Eight Pacific Island Countries (PICs) are now citing human rights or good governance standards in Ministry plans and budgets, acknowledging these priorities through the devotion of resources and funding. - RRRT continues to support PICs to establish or strengthen NHRIs (National Human Rights institutions). The report states that Fiji Samoa and Tuvalu have operational NHRIs, with Nauru actively working towards establishment. - Since the start of the collaboration, Sida has supported the introduction of human rights based approaches in the regional organisation of the Pacific Community (SPC). The revised Social and Environmental Responsibility (SER) Policy was launched in October 2020 and now institutionalizes the mainstreaming of the PCA across SPC programmes. Human rights "mainstreaming" technical support through SER Support Desk was also provided to three SPC programmes, namely the Pacific European Union Marine Partnership (PEUMP), Pacific Resilience Program (PRD) and Pacific Organic Learning Farm Network (POLFN). - Majority of PICs have increased availability and resourcing for domestic violence services to support victims in response to domestic violence and family protection legislation. The increased knowledge and access to services has resulted in more women reporting domestic violence violations and obtaining interim protection orders. - Capacty building, mentoring and funding of civil society organisations have allowed for community owned initiatives to be voiced, recognized and actioned. Evaluation in 2020: - In 2020, the cooperation partner commissioned an independent evaluation of the implementation. The evaluation object was the implementation of the RRRT business plan from 2017 onwards. The evaluation highlights, among other things, that the added values of RRRT are long term trusted relationships with States; technical expertise and through partnerships with UN OHCHR and other UN Agencies, the Asia Pacific Forum and other CROP agencies, and the culturally appropriate methods it uses in its capacity development efforts. - The evaluation states that RRRT is valued for its political relationships with PICs. Stakeholders report that RRRT´s culturally appropriate tools, Country Focal Officers (CFOs) and regional technical assistance have been instrumental in strengthening policy and legal frameworks, increasing awareness of human rights among government and state officials, CSOs and communities. RRRT mobilises support to Government monitoring and reporting processes towards their international obligations. The country-based CFO/ regional delivery and support programme model was appreciated by stakeholders during the covid-19 given the lack of travel available, and that not all support can be compensated for with technological solutions. - Positive changes have been observed by government officials and CSOs in communities regarding Ending Violence Against Women and Girls (EVAWG) and women´s access to justice. Enabling factors include greater awareness and stronger referral pathways for survivors to access justice. The Pilot Access to Justice Programme implemented by the Government of Tonga with the support of RRRT to establish the Family Protection Legal Aid Centre is a good example. - The Session on the Committee of the Rights of the Child held in Samoa in March 2020 was ground-breaking as it was the first Session of any Treaty body held outside Geneva or New York. There were many immediate positive effects, including the strong participation of children.
The work of RRRT contributed to three main objectives over the five year period 2017-2021: 1. Human Rights and Good Governance: Pacific Islands Countries promote and protect human rights and fulfill human rights commitments. 2. Women and Girls have increased access to justice in cases of domestic violence. 3. Enabling environments. Increased capacity of civil society and communities to promote human rights, gender equality and ending violence against women and Girls. RRRT work is organized around three pillars: 1. Human rights and good governance with the purpose to support Pacific Island Countries to promote and protect human rights and fulfil human rights commitments. 2. Ending violence against women, with the purpose to contribute to increased access to justice for Women and girls in cases of domestic violence. 3. Enabling environments: Civil society and communities promote human rights, gender equality and EVAW. New division HRSD: The new Human Rights and Social Development division of SPC (HRSD) brings together the previous Social Development Programme (SDP) and RRRT. As separate divisions, SDP focused on gender equality, youth development and cultural development, and RRRT on promotion and protection of human rights in the region. The merger of these divisions occurred with the objective to amplify impact on these related areas of work across Pacific Island countries and territories (PICTs) and SPC.
